AN ORDINANCE
WHEREAS, it has been determined, upon t:he basis of a traffic
investigation, that the maximum speed limit prescribed in Illinois
Revised Statutes, Chapter 95 1/2, Section 11-601, to wit: 30 miles
per hour, is greater than is reasonable or safe with respect to the
conditions found to exist on Oak Drive North from Orleans Street to
Prairie Avenue, and that a reasonable and safe absolute maximum speed
limit thereon is 20 miles per hour; and
WHEREAS, the Corporate Authorities of the City of McHenry,
Illinois, do hereby declare that a reasonable and safe absolute
maximum speed limit on Oak Drive North from Orleans Street to Prairie
Avenue is 20 miles per hour;
NOW, THEREFORE, BE IT ORDAINED BY CITY COUNCIL OF THE CITY OF
MCHENRY, ILLINOIS, as follows:
SECTION 1. Section 13- 602(2) of Chapter .13 of the Municipal Code,
City of McHenr_yq Illinois, which establishes a maximum speed limit of 20
miles per hour in certain specified areas be and the same is
hereby amended by adding thereto the following additional twenty (20)
mile per hour speed zone or area to wit: Oak Drive, North from Orleans
Street to Prairie Avenue.
SECTION 2. Suitable speed -limit signs shall be erected within
the City.
SECTION 3. Every person, firm or corporation convicted of a
violation o -the provisions of this Ordinance shall be punished by a
fine of not less than $20.00 nor more than $500.00.
SECTION 4. All Ordinances, and parts thereof, in conflict with
the provisions of this Ordinance are hereby repealed to the extent of
such conflict.
SECTION 5. This Ordinance shall be published in pamphlet form
by and under a authority of the Corporate Authorities of the City
of McHenry, Illinois.
SECTION 6. This Ordinance shall be in full force and effect
from and after its passage, approval and publication in pamphlet form
as by law provided.

Subject: Oak Drive Traffic Survey
A survey of Oak Drive north from Orleans St. to Prairie Ave. reveals
the following:
1. The roadway is a temporary road with a gravel surface
between 18 and 20 feet in width.
2. The existing surface is very uneven, with many
temporary ashpalt patches, pot holes, and other surface
faults rendering somewhat hazardous travel conditions.
3. Existing traffic in continuous, but at certain rush
hour periods the traffic is heavy and in, both directions.
4. The existing roadway has not been constructed in the
proper location within the present Right: of Way and/or in
the proper manner to be considered a city street.
5. There is no existing sidewalk along the roadway.
Pedestrians must walk on the improved road surface.
The above conditions strongly suggest that the speed limit for this
roadway be set at no more than 20 miles per hour for safety reasons.
