HomeMy WebLinkAboutResolutions - R-91-19 - 06/12/1991 - Urging Governor Edgar to continue surchargeR-91-19 RESOLUTION WHEREAS, the State of Illinois did pass a temporary income tax surcharge; and WHEREAS, local governments receive a portion of the revenues collected through the income tax surcharge on the basis of their population; and WHEREAS, the City of McHenry has used the proceeds of the income tax surcharge to reduce the property tax rate levied upon its residents; and WHEREAS, the income tax surcharge represents a significant source of funding City of McHenry operations, the loss of which would adversely impact property taxes; and WHEREAS, the possibility of a property tax cap limitation combined with the potential loss of revenues from the income tax surcharge would severely impact the City's ability to fund service levels currently in place; and WHEREAS, the State of Illinois continues to pass mandates upon municipal governments without providing revenues to accomplish these mandates. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY MWIL OF THE CITY OF MCHENRY, that: The State of Illinois should make the income tax surcharge permanent; and - Municipalities should continue to receive funding from the income tax surcharge on the same basis that currently exists; and - The City of McHenry will continue to act responsibly and cause the proceeds from the income tax surcharge to be used to reduce the property tax otherwise levied upon its residents; and - A reduction in the income tax surcharge plus a cap on property fax increases would have an adverse effect upon the City's ability to provide existing levels of service to its residents. - The State of Illinois refrain from new mandates for Illinois municipalities without providing the necessary funding for implementation and ongoing support.
