Joyce was hired as Patrolman for the City of McHenry Police Department on August 1, 1974, promoted to Sergeant on August 9, 1977, and appointed Chief of Police on November 2, 1984; and WHEREAS, he has made every effort to provide the citizens of McHenry quality Police Protection and has performed his duties with diligence, loyalty and professionalism; and WHEREAS, he has been responsible for the implementation of numerous educational, crime prevention and safety programs, including Community Policing, DARE, VEGA, Citizens Police Academy and High School Liaison Officer; and WHEREAS, in an effort to provide quality police protection for the McHenry citizenry, he has brought the McHenry Police Department from a total Staff of 20 to 50, including 37 sworn personnel and 13 civilians; and WHEREAS, he has served the City of McHenry in his capacity as Chief of Police with courage and foresight, and has acted in all matters with the welfare of the City uppermost in his mind; and WHEREAS, he can look back with pride on his contributions and accomplishments while serving the City of McHenry Police Department. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of McHenry go on record as recognizing the twenty-four years of contributions and accomplishments of Patrick J. Joyce and expresses its appreciation and gratitude on behalf of the citizens of McHenry,. BE IT FURTHER RESOLVED that this Resolution be incorporated into the minutes of this meeting and that a copy be presented to Patrick J. Joyce. PASSED AND APPROVED this 3rd day of March, 1999.
