AN ORDINANCE AMENDING THE FY201812019 B UDGET FOR THE
FISCAL YEAR ENDING APRIL 30, 2019
WHEREAS, the City of McHenry, McHenry County, Illinois, is a home rule
municipality as contemplated under Article VII, Section 6, of the Constitution of the State of
Illinois, and the passage of this Ordinance constitutes an exercise of the City's home rule powers
and functions as granted in the Constitution of the State of Illinois; and
WHEREAS, the City of McHenry acting by and through its Mayor and City Council has
previously approved the FYI 8/19 Annual Budget for the Fiscal Year Ending April 30, 2019 by a
motion at the Annual City Council Meeting held on April 30, 2018; and
WHEREAS, it is necessary and appropriate to delete, add to, or otherwise change certain
line items in said Budget Ordinance as provided in Exhibit A to this Ordinance;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
McHenry, McHenry County, Illinois, as follows:
SECTION 1: That the amendments to the Budget Ordinance for the Fiscal Year Ending
April 30, 2019 are hereby approved in the form and content as provided by Exhibit "A" which is
attached hereto and made part hereof.
SECTION 2: If any section, paragraph, subdivision, clause, sentence or provision of this
Ordinance shall be adjudged by any Court of competent jurisdiction to be invalid, such judgment
shall not affect, impair, invalidate or nullify the remainder thereof, which remainder shall remain
and continue in full force and effect.
SECTION 3: All ordinances, or parts of ordinances in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 4: This ordinance shall be published in pamphlet form by and under the
authority of the corporate authorities of the City of McHenry, Illinois.
SECTION 5: This ordinance shall be in full force and effect from and after its passage,
approval and publication, as provided by law.

Budget Amendment Ordinance
AGENDA ITEM SUMMARY:
Staff requests City Council to consider accepting the attached quote from McCann Industries, Inc. for an
engine replacement for the Utility Division's Case 590 Super M Backhoe. Staff further requests City
Council approve a budget amendment in the amount of $14,280 from the Utility Division Repair and
Maintenance Account for engine replacement of the Utility Division's Case 590 Super M Backhoe.
BACKGROUND:
The purpose of this request is to replace the engine of the Utility Division's backhoe as the equipment is
necessary for day to day maintenance projects performed by the Utility Division. The engine failed in early
August and it has been out of service since that time. This long reach backhoe is necessary for excavations
of up to ten feet deep allowing the Utility Division to complete in-house underground projects
unattainable by other equipment. Until this backhoe is put back into service the Utility Division would
require equipment rental in the case of a deep emergency excavation.
ANALYSIS:
Staff received the following quote from McCann Industries, Inc. which includes materials only. The cost
for the engine core is also included with this quote and will be able to be recouped upon completion of
the replacement. To keep labor costs down the work to replace this motor will be performed by the City
Staff. This is an unexpected repair item and, as such, was not included in the FY18/19 Budget. Therefore,
a budget amendment is required.
RECOMMENDATION:
Therefore, if Council concurs, it is recommended that a motion be made to approve an Ordinance
amending the FY18/19 Budget, increasing Fund 510 (Water and Sewer), Department 35 (Utililty),
Account 5370 (Repair & Maintenance) in the amount of $14,280; and, to waive bidding requirements

and to accept the proposal from McCann Industries, Inc. for an engine exchange to replace the engine
in the Utility Division's Backhoe in an amount not to exceed $14,280.00.
