The public can observe and participate by connecting online via Zoom at https://cityofmchenry. zoom. us/il93004156185 or by telephone at 1 312 626 6799, Meeting ID. 930 0415 6185 Call to Order: The City Council of the City of McHenry, Illinois, met in regular session or Monday, November 2, 2020, at 7:00 p.m. in the McHenry City Council Chambers, 333 S. Green Street, McHenry, IL. Roll Call: Mayor Jett called the roll call. Members present: Alderman Santi, Alderman Glab, Alderman Schaefer, Alderman Harding - absent, Alderman Mihevc, Alderman Devine, Alderwoman Miller, and Mayor Jett. Others present: Attorney McArdle, Administrator Morefield, Interim Director of Public Works Strange, Director of Community Development Polerecky, Finance Director Lynch, Director of Parks and �- Recreation Hobson, Director of Economic Development Martin, Chief of Police Birk, City Planner Sheriff, and City Clerk Ramel. Pledge of Allegiance: Mayor Jett led the pledge Comments: No public comments Consent Agenda: Motion to Approve the Following Consent Agenda Items: A. Resolution Establishing the Date and Time of Monday, December 21, 2020 at 7:00pm for conducting a Public Hearing for establishing the 2020 City of McHenry Property Tax Levy in the amount of $2,951,489. (Lynch) B. Resolution Designating November 28, 2020 as Small Business Saturday in the City of McHenry; (Martin) C. Resolution Adopting the 2021 City Council Meeting Schedule; (Morefield) D. November 2, 2020, City Council Meeting Minutes; E. Issuance of Checks in the amount of $169,460.03 F. Issuance of As Needed Checks in the amount of $115,529.96. A motion was made by Alderman Santi and seconded by Alderwoman Miller to approve Consent Agenda Items as presented: Roll Call: Vote: 7-ayes: Alderman Santi, Alderman `.- Glab, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 0-nays, 0-abstained. Motion carried. City of McHenry Council Meeting Minutes 11.16.20 ''1 Individual Action Item Agenda: A. Motion to approve a variance allowing for a third freestanding sign and an additional 55.5 square feet in total sign area for Buss Ford of McHenry, 111 State Route 31. (Polerecky) Presented by Director Polerecky, Business owner Drew Buss of Buss Ford is in need for another sign, staff reviewed the request and found it to be similar to those request as others in town. Alderman Santi questioned if it is two sided, this was confirmed. Alderman Glab asked if requirements were gone over, confirmed. Alderman Schaefer ask questions regarding the signage variance and how much square footage it would go over. It is represented in the packet, per Director Polerecky. No public comments A motion was made by Alderman Glab and seconded by Alderman Harding to approve Consent Agenda Items as presented: Roll Call: Vote: 7-ayes: Alderman Santi, Alderman Glab, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 0-nays, 0-abstained. Motion carried. B. Motion to approve a variation allowing for a 6-foot privacy fence in the required front yard along Dartmoor Drive, 5 feet from the property line, at 214 N. Cross Trail. (Polerecky) The style of the fence is in compliance with the ordinance, three other areas in that neighborhood have had several requests similar to this that were approved. Alderman Glab feels this should all come through council, not happy with the process. Alderman Glab argued the amendment vs. variation process. No public comment. A motion was made by Alderman Santi and seconded by Alderwoman Miller to approve Consent Agenda Items as presented: Roll Call: Vote: 6-ayes: Alderman Santi, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 1-nays- Alderman Glab, 0-abstained. Motion carried. C. Motion to approve a Professional Services Contract for construction engineering, project management, and environmental services for the demolition of the former Central Wastewater Treatment Plant to HR Green, Inc. (HRG) in an amount not to exceed $112,960; and, approve an Ordinance amending the FY20/21 Water and Sewer Fund Budget in the amount of $112,960. (Strange) This is the construction and engineering part of the project, which is the final step for the demolition project. Alderman Santi commented that he is glad that we are moving forward with this. No public comments. Motion carried. D. Motion to award a contract to Alpine Demolition Services, LLC of St. Charles, Illinois in the amount of $748,000 for the demolition of the Central Wastewater Treatment Plant; and, approve an Ordinance amending the FY20/21 Water and Sewer Fund Budget in the amount of $825,000. (Strange) Presented by Director Strange, the lowest bidder was thrown out, the second lowest bidder is who is being recommended for an award. Alderman Glab wanted to know if this project is over after this, per director Strange this will hope to make the property marketable as quickly as possible, hopefully by June. Attorney McArdle request to see the contract with Director Strange, this motion is contingent upon contract legal review. A motion was made by Alderman Santi and seconded by Alderman Glab to Consent Agenda Items as presented: Glab, Alderman Schaefer, Alderman Alderwoman Miller. 0-nays, 0-abstained. `- Discussion Items: None Roll Call: Vote: 7-ayes: Alderman Santi, Harding, Alderman Mihevc, Alderman Motion carried. approve Alderman Devine, Staff Reports: A. Transmittal of 2nd Quarter Financial Report (May 1, 2020 through October 31, 2020) Administrator Morefield introduced Director Lynch, explained that the highlights were sent out by them. Director Lynch gave a brief overview No other questions. Director Hobson spoke regarding seasonal Toys for Tots escorted ride, no parade this year. The lightning of Veterans Park will including the public to stay in cars and park around square for the event, may have Mayor Jett speak, it is encourage to create social distancing. This even will take place on Sunday the 22nd Another idea is a neighborhood Christmas house decoration contest where there is a $5 entry fee with a picture of their decorated home and address so that people can drive around and look at them. Alderwoman Miller offered help with gift card solicitation for this event. Alderman Glab asked if we can do anything else to help decorate the corner by the bank. Alderwoman Miller brought up Presidents Day in 2021 for the calendar looks like there needed to be a correction for the meeting. This was confirmed clarified by Administrator Morefield that it is Presidents day on that Monday in February and so the meeting will be on a Tuesday, will correct. Mayor's Report: Mayor Jett is part of best practices with 60 northern Illinois regions. Right now City of McHenry Council Meeting Minutes 11.16.20 there is really no plan in restricting restaurants and bars. Chief Birk has assisted Mayor Jett with some ideas to help with healthy balance to continue the support for the restaurants in the town. Did some spot checks bars closed at 10PM, very happy with how things are going. Safer Mayor Jett has approached the entire county regarding his ideas, some of the towns are on board such as Woodstock others are not. Alderman Santi, thanked Mayor Jett for all his ideas and work.
