APRIL 27, 1961
A Special Meeting of the City Council of McHenry was held
following adjournment of the Annual Meeting, Thursday, April 27, 1961,
with Mayor Doherty presiding. Aldermen present: Bolger, Brown, Conway,
Pitzen, Schaefer, Smith. Absent: None.
Motion by Bolger, seconded by Conway, to approve the following
applications for Class "A" Alcoholic Beverage Licenses:

Ernest Muzzillo & William Beaton Motion carried.
Motion by Brown, seconded by Bolger, to approve the application
of the American Legion Post #491 for Class "F" Alcoholic Beverage License.
Motion carried.
Motion by Pitzen, seconddd by Schaefer, to approve the following
applications for Class "C" (Package Liquor) Alcoholic Beverage Licenses.
Motion carried.

Motion by Brown, seconded by Conway, to hire J. W. North and Co.
to make the annual audit of city books. Motion carried.
...... It was called to the attention of the Council by City Attorney
Looze that an error had been made in the Municipal Code in respect to
Chapter 15, Article III, paragraph 20, in that the 20% discount provided
in said paragraph should not have been included. Looze pointed out that
the Ordinances of the City of McHenry had been amended at the regular
meeting of May 7, 1956 whereby new water rates and methods of payment had
been established and that the same rates would hate to be continued by
reason of revenue bond commitments.
It was moved by Bolger and seconded by Pitzen that the Municipal
Code of the City of McHenry, as passed and approved on the 17th day of
April, 1961, be amended by striking therefrom paragraph 20 of Article III
of Chapter 15 in its entirety and substituting therefor the following:
20. BILLS. All meters shall be read quarterly and the said
charge shall be paid by the consumer quarterly.
All water rates shall be collected by the City Collector except
as hereinafter provided and all persons or corporations shall
pay their bills for water consumed on or before the 20th day
of the months of February, May, August and November, after
which they shall be subject to a penalty of ten per cent (10%)
of the amount of the unpaid bill with a minimum penalty of
twenty-five cents (250), and this penalty shall be collected
as a part of the bill.
Voting aye: Bolger, Brown, Conway, Pitzen, Schaefer, Smith.
Voting naye: None.
Absent: None.
Motion by Smith, seconded by Schaefer, to adjourn. Motion carried.

The City Council met for annual meeting with Mayor Freund
presiding. Aldermen present: Bolger, Brown, Conway, Holly, Pitzen,
Thennes. Absent: None.
Motion by Thennes, seconded by Brown, to approve the minutes
6-- of the regular meeting held April 17, 1961. Motion carried.
Motion by Conway, seconded by Holly, to approve the treasurer' s
report for month of April. Motion carried.
Motion by Pitzen, seconded by Bolger, to approve the collector's
report for month of April. Motion carried.
Motion by Brown, seconded by Thennes, to approve the clerk's
report for month of April. Motion carried.
Motion by Pitzen, seconded by Brown, to approve the treasurer's
annual report. Motion carried.
Motion by Thennes, seconded by Holly, to approve the collector' s
annual report. Motion carried.
Motion by Brown, seconded by Pitzen, to approve the clerk's
annual report. Motion carried.
Motion by Bolger, seconded by Conway, to pay the following bills

Motion by Pitzen, seconded by Holly, to pay the American
National Bank and Trust Company of Chicago the sum of $6,471.65 Ck. #2311
($3000 Principal, $3460 Interest, $11.65 Service Charge) due May 1,
1961 on Waterworks and Sewer 4% Revenue Bond issue. Motion carried.
Motion by Brown, seconded by Conway, to accept the offer of
J. Alton Lauren & Company to sell land to the City of McHenry for
roadway from Elm Street to Waukegan Street (West of Mrs. Margaret
Freund property) for $8500.00, providing the seller furnishes signed
easement for sanitary sewer installations. Motion carried.
Motion by Brown, seconded by Bolger, to open bids submitted
for furnishing new radio for the police car. Motion carried.
The following bids for police car radio were received:
General Electric Company(Comtronics, Inc.) - $746.00
Motorola Company (Ray Laatsch) - $721.4.00
Motion by Bolger, seconded by Holly, to purchase Motorola
radio for the police car as per bid submitted. Motion carried.
Motion by Bolger, seconded by Conway, to sign contract with
Public Service Company for underground service at the site of the
new water well (South Green Street) and assume payment of cost.
Motion carried.
Mayor Freund appointed Aldermen Bolger, Brown and Conway to
canvas the votes of the City Election held April 18, 1961.
The canvassing committee reported finding the Judge's lists
in order and the following votes recorded:

received the highest number of votes for the office of City Clerk, be
declared elected. Motion carried.
Motion by Pitzen, seconded by Brown, that Thomas F. Bolger,
having received the highest number of votes for the office of City
Treasurer, be declared elected. Motion carried.
Motion by Conway, seconded by Pitzen, that Donald C. Howard,
having received the highest number of votes for the office of Police
Magistrate, be declared elected. Motion carried.
Motion by Thennes, seconded by Bolger, that Donald H. Schaefer,
having received the highest number of votes for the office of Alderman
in Ward No. 1, be declared elected. Motion carried.
Motion by Conway, seconded by Bolger, that Theodore N. Pitzen,
having received the highest number of votes for the office of Alderman
in Ward No. 2, be declared elected. Motion carried.
Motion by Holly, seconded by Pitzen, that Raymond L. Smith,
having received the highest number of votes for the office of Alderman
in Ward No. 3, be declared elected. Motion carried.
Motion by Holly, seconded by Thennes, to adjourn. Motion carried.
