It was called to the attention of the Council by City Attorney Looze that an error had been made in the Municipal Code in respect to Chapter 15, Article III, paragraph 20, in that the 20% discount provided in said paragraph should not have been included. Looze pointed out that the Ordinances of the City of McHenry had been amended at the regular meeting of May 7, 1956 whereby new water rates and methods of payment had been established and that the same rates would hate to be continued by reason of revenue bond commitments. It was moved by Bolger and seconded by Pitzen that the Municipal Code of the City of McHenry, as passed and approved on the 17th day of April, 1961, be amended by striking therefrom paragraph 20 of Article III of Chapter 15 in its entirety and substituting therefor the following: 20. BILLS. All meters shall be read quarterly and the said charge shall be paid by the consumer quarterly. All water rates shall be collected by the City Collector except as hereinafter provided and all persons or corporations shall pay their bills for water consumed on or before the 20th day of the months of February, May, August and November, after which they shall be subject to a penalty of ten per cent (10%) of the amount of the unpaid bill with a minimum penalty of twenty-five cents (250), and this penalty shall be collected as a part of the bill.
