NOVEMBER 6, 1967
The City Council met in regular semi-monthly meeting with Mayor
Doherty presiding. Aldermen present: Bolger, Etten, Hromec, Huck, Jackson,
Pitzen, Smith, Wegener. Absent: Rogers.
Motion by Etten, seconded by Bolger, to approve the minutes of regular
meeting held October 16th as read.
Voting "Aye": Bolger, Etten, Hromec, Huck, Jackson, Pitzen,
Smith, Wegener.
Voting "Naye": None.
Absent: Rogers.
Motion carried.
Alderman Rogers was present at this point in the meeting.
Motion by Pitzen, seconded by Huck, to approve the treasurer's report
as read.
Voting "Aye": Bolger, Etten, Hromec, Huck, Jackson, Pitzen,
Rogers, Smith, Wegener.
Voting "Naye": None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Rogers, to approve the clerk's report as
read.
Voting "Aye": Bolger, Etten, Hromec, Huck, Jackson, Pitzen,
Rogers, Smith, Wegener.
Voting "Naye'5 None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Jackson, to approve the preliminary plat of
Pheasant Valley Planned Unit Development, submitted by Telegraph Savings and Loan
Association, as recommended by the Zoning Board of Appeals, except for future
determination of width of surfaced area of roads, and further to allow a Major
Automobile Agency in the commercial area.
Voting "Aye": Bolger, Etten, Hromec, Huck, Jackson, Pitzen,
Rogers, Smith, Wegener.
Voting "Naye": None.
Absent: None.
Motion carried.
Motion by Etten, seconded by Huck, to pass and approve Amendment To The
Zoning Ordinance as recommended by the Zoning Board of Appeals to allow construction
of private garages and accessory buildings upon premises zoned other than "residential",
but residential in use prior the adoption of the comprehensive amendment to the
Zoning Ordinance of McHenry on the 12th day of March, 1962.
Voting "Aye": Bolger, Etten, Hromec, Huck, Jackson, Pitzen,
Rogers, Smith, Wegener.
Voting "Naye": None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Rogers,to pass and approve An Ordinance Amending
The Zoning Ordinance of The City of McHenary, as recommended by the Zoning Board of Appeals,
following hearing of petitioners Lee J. Cooney and Carol Cooney on October 20, 1967.
Upon roll call, the following vote was recorded:
Voting "Aye": Bolger, Etten, Hromec, Huck, Rogers, Smith.
Voting "Naye": Jackson.
Not Voting, "Pass": Pitzen.
Alderman Wegener voted "Aye" as to Parcel 1 described in the
petition, and voted "Nay" as to Parcel 2 described.
The Mayor declared the motion carried.
Motion by Jackson, seconded by Wegener, to pass and approve attached
Resolution to Chicago and Northwestern Railway Company pertaining storm sewer
license.
Voting "Aye": Bolger, Etten, Hromec, Huck, Jackson, Pitzen,
Rogers, Smith, Wegener.
Voting "Nay": None
Absent: None.
Motion carried.
RESOLUTION
WHEREAS, it has been determined that the construction of a 36" Storm Sewer
across the right of way of the Chicago and Northwestern Railway Company
at a point 500 feet South of Depot at West McHenry is desirable.
NOW THEREFORE BE IT RESOLVED that W. A. Rakow and Associates are hereby
authorized to make application with said Railway Company for issuance
of a license for the construction of said storm sewer.
BE IT ALSO RESOLVED that the Mayor and City Clerk are hereby authorized
to execute said license on behalf of the City of McHenry.

RESOLUTION
WHEREAS, Leo J . Winkel has retired after serving thirty eight
years in the McHenry Post Office, and
WHEREAS, he has conscientiously served the people in McHenry,
with distinction and dedication to his duties, during an unusually
long period of time, and
WHEREAS, his knowledge and efficiency has been a vital factor
in orderly growth and development of the local Post Office, and
WHEREAS, he has also served many years on the Local Board of
Health.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of McHenry go on record as recognizing the services rendered
by Leo J . Winkel . Further, that this Resolution be spread upon
the minutes of this meeting and a copy be presented to him.
Alderman Huck, seconded by Alderman Etten, moved the adoption
of this Resolution and it was passed this 6th. day of November, 1967
with unanimous approval .

or amount necessary from the General Fund to the Bond and Interest account to pay
General Obligation Bonds and Interest due. (Ck. #5165)

Motion by Jackson, seconded by Hromec, to authorize payment to the
American National Bank and Trust Company of Chicago $2,940.00 Interest and $7.35
Service Fee due on Water & Sewer 4% Revenue Bonds. (Ck. #4345)

Motion by Smith, seconded by Huck, to enter into agreement with Bruce
Municipal Equipment, Inc. for rental of street sweeper, prior to delivery of
new Elgin Pelican Sweeper, down payment on new sweeper to be $2, 767.16 and three
(3) yearly payments of $4, 132. 30 on anniversary date of sale.
