July 155 1974 -- 8 p.m.
The City Council met in regular meeting with Mayor Stanek
presiding. At roll call the following aldermen were present:
Bolger (present immediately following roll call), Datz, Harker,
Howard, Hromec, Pepping, Rogers, Wegener. Absent: None.
Motion by Harker, seconded by Wegener, to approve the
minutes of the July 1, 1974 meeting, as read.
Voting "Aye":

Motion carried.

Motion by Wegener, seconded by Pepping, to deny the
petition, as recommended by the Zoning Board of Appeals, In The
Matter of The Petition of Alliance Bible Church of The Christian
And Missionary Alliance, a Corporation of The State of Illinois,
and McRenry AMC/Jeep, Inc. a Corporation of the State of
Delaware, for a Zoning Reclassification.
Voting "Aye": Bolger, Datz, Harker, Howard, Hromec,
Pepping, Rogers, Wegener.
Voting "Nay": None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Howard, to concur with the
recommendation of the Zoning Board of Appeals, granting the petition
and passing ordinance amending the Zoning Ordinance of The City of
McHenry, "Tn The Matter of The Application of Fred Bykowski, Irene
Bykowski and James F. Place for reclassification and amendment under
The City of McHenry Zoning Ordinance."

Motion by Rogers, seconded by Harker, to approve the
recommendation of the Zoning Board of Appeals and pass ordinance
amending the Zoning Ordinance of The City of McHenry granting the
petition "In the matter of the application of the Alliance Bible
Church of the Christian and Missionary Alliance, The First Arlington
National Bank of Arlington, Heights, Illinois, a National Banking
Association as Trustee under Trust Agreement dated the 25th day of
May, 1972, and known as Land Trust #a-239, the beneficiaries of the
afore mentioned Land Trust, Ralph L. Edgar and Denis J. Rintz, for
special use permit under the Zoning Ordinance of the City of McHenry,
T1linois and such ordinance as amended.

Motion by Rogers, seconded by Hromec, to engage the
services of William Ewald (Ewald Associates) to prepare architectural
plans for proposed enlargement of the Municipal Building at a cost
of $25500.00.

Pepping, Rogers, Wegener.
Voting "Nay": None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Rogers, to accept
recommendations submitted by the McHenry Police Commission regarding
specl'f�`cat�'ons for equipment.

Motion by Bolger, seconded by Harker, to engage the

services of Baxter & Woodman, Inc. to proceed with "Well No. 5
Water Treatment Plant" as outlined in their letter of July 3, 1974,
a copy of which is attached to these minutes.

Motion by Bolger, seconded by Rogers, to instruct the
City Attorney to draw up agreement with The Robino-Ladd Company for
the purchase of the Lakeland Park Water Plant, effective Sept. 1, 1974.
Upon roll call, the following vote was recorded:
Bolger, Aye; Datz, Nay; Harker, Aye; Howard, Nay; Hromec, Nay;
Pepping, Nay; Rogers, Aye; Wegener, Nay.
There being 3 Aye votes, 5 Nay votes, and none absent,
the Mayor declared that the motion did not carry.
Motion by Rogers, seconded by Bolger, to grant the request
of the McCul1om Lake Girls Softball League to hold a Tag Day in the City.
Voting "Aye": Bolger, Datz, Harker, Howard, Hromec,
Pepping, Rogers, Wegener.

Motion carried.
Motion by Harker, seconded by Datz, to pay Baxter & Woodman, Inc.
$1,597.56, engineers' time and Administrative work in filing for Federal
financial assistance.
