HomeMy WebLinkAboutMinutes - 10/15/1979 - City Council REGULAR MEETING MONDAY, OCTOBER 15, 1979 8 P.M. The regular meeting of the City Council was held on Monday, October 15, 1979. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Absent: None. Motion by Adams, seconded by Datz, to approve the minutes of the October 1, 1979 Regular Meeting and of the October 11, 1979 Public Hearing as read. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek instructed the Street & Sidewalk Committee to meet with Thomas Koleno regarding an easement agreement at the corner of Washington Street and Richmond for street and sidewalk use. Mayor Stanek presented resolutions of appreciation and commendation to Mrs. Alida Wirtz and Mr. Frank Johnson for their long and devoted service in establishing and promoting the McHenry Public Library. Both have been active and valuable board members and officers on that board. Motion by Wieser, seconded by Adams, to approve the request of Dan Kinnerk, president of the McHenry Snoballers Snowmobile Club for use of trails on the fringes of city property and to waive the restriction of no motor driven vehicles in Knox Park with permission for them to make use of the trails as long as the city sees fit. Ammimmimm Monday, October 15, 1979 Page 2 Motion by Wieser, seconded by Nolan, to refer the problem of parking on the tree bank along the north side of John Street between Center and Fourth Streets along with blacktopping the tree bank to the Street and Sidewalk Committee. Voting Aye: Adams, Wieser, Nolan. Voting Nay: Meurer, Schooley, Datz, Harker, Pepping. Absent: None. Motion did not carry. Motion by Schooley, seconded by Wieser, not to allow the tree bank along the north side of John Street between Center and Fourth Streets to be blacktopped by the United Methodist Church. Voting Aye: Schooley, Adams, Wieser, Datz, Pepping. Voting Nay: Harker. Pass: Nolan. Motion carried. Motion by Nolan, seconded by Pepping to include the construction of a community swimming pool in the Knox Park Master Plan. Voting Aye: Meurer, Datz, Harker, Nolan, Pepping. Voting Nay: Schooley, Adams, Wieser. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to accept and adopt the Master Plan of Knox Park as presented by Burnidge, Cassell & Associates as presented by Gerald Bunting of that firm. Voting Aye: Meurer, Datz, Harker, Nolan, Pepping. Voting Nay: Schooley, Wieser, Adams. Absent: None. Motion carried. Monday, October 15, 1979 Page 3 Motion by Wieser, seconded by Meurer, to deny the request of III Residential Development Company for installation of rolled curbs and gutters in Winding Creek Subdivision instead of the barrier-type curbs and to accept the recommendation of city engineers, Baxter & Woodman, that barrier-type curbs are preferable. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Schooley, to authorize Attorney Narusis to draw up an Ordinance in accordance with State Statutes effecting the four parcels owned by two separate parties of sidewalk property who have declined to cooperate with the city in revising and constructing new sidewalks on the north side of Main Street from Front Street west to the alley west of Buss Ford Sales. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Datz, to authorize construction of the balance of the sidewalk on the north side of Main Street from Front Street west to the alley west of Buss Ford Sales excluding the four parcels whose owners have declined to cooperate on the project. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek recessed the meeting at 10:35 P.M. It was reconvened at 10:45 P.M. with all aldermen still in attendance. Monday, October 15, 1979 Page 6 Motion by Schooley, seconded by Pepping, to authorize installation of a reinforced undercarriage on the 1979 22 ton Ford Truck to implement use of the wedge plow, cost of the work to be approximately $1,000.00. Motion by Schooley, seconded by Adams, to pay American National Bank and Trust of Chicago for interest on the May 1, 1956 Waterworks and Sewage Revenue Bonds as follows: Interest $1,440.00 Service Fee 25.00 $1,465.00 W/S Ck. # 2304 Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Motion by Schooley, seconded by Datz, to increase the Major Medical Premium for including Federal Maternity benefits with Prudential Insurance Company as mandated by the federal government at an approximate monthly premium rate of $254.25. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Harker, to install a new valve in the fire hydrant at the corner of Front and Elm Streets if it is needed for reconstruction of the intersection. Motion carried. Motion by Datz, seconded by Wieser, to approve the Treasurer's September Report as read. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Motion by Adams, seconded by Meurer to ratify the action of the Mayor to purchase 1,000 feet of cable at 75c per foot for use on the dredge being used to clear Petersen Park Beach, with payment to be made from Park Revenue Sharing Funds. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. 111 Motion carried. Motion by Adams, seconded by Datz, to authorize the hiring of Ralph Wagner, who recently retired from the Public Works Department, as part- time janitor for city hall with his salary to be the maximum Social Security allowance for calendar year 1980.
