HomeMy WebLinkAboutMinutes - 09/17/1979 - City Council REGULAR MEETING MONDAY, SEPTEMBER 17, 1979 8 P.M. The regular meeting of the City Council was held on Monday, September 17, 1979. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Motion by Nolan, seconded by Datz, to accept the minutes of the September 4, 1979 Regular Meeting and of the September 6, 1979 Public Hearing as read. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek presented Developer Donation checks to Dr. Richard Farmer, Supt. of Schools, District 15 and to Robert Swartzloff, Supt. of Schools, District 156, in the amount of $16,150.00 each. This brings the total dollar amount presented to each school district from the City of McHenry's Developer Donation Ordinance to $67,142.00 to date. A check for the McHenry Public Library in the amount of $14,725.00 from the Developer Donation Fund or a total donation to date of $42,720.00 will be presented to the Library Board. Motion by Harker, seconded by Pepping, to approve the revised final plat of McHenry Lakes Estates (Towne & Orleans) Unit 1 and to accept the dedication of the Off-site Utilities layout as presented. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Monday, September 17, 1979 Page 2 Motion by Harker, seconded by Nolan, to grant a variation of the Street Sign Ordinance in Woodcreek Unit 1 with the provision that the developer, his successors and assigns, will be responsible for the care and maintenance of the wooden street signs for a period of ten years which James Green, partner in Harding Real Estate, indicated was acceptable to them. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. William Froehlich of Lester, Witte Company, auditing firm for the city, gave a detailed report of the 1978-79 fiscal year audit and declared the city was in excellent financial condition. Motion by Schooley, seconded by Harker, to grant a variation of the Fence Ordinance to Paul Buersetta of 5224 W. Sherman Drive. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Meurer, to pass an ordinance annexing 0.643 acres of land at the east end of Lakeland Park East Beach which is a part of the southwest quarter of Section 22, Lakeland Park Unit 1. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Monday, September 17, 1979 Page 3 Motion by Pepping, seconded by Nolan, to grant a 75 cent a month rate increase to McHenry-Woodstock Disposal Company with no cost of living escalator and with no change in the existing Senior Citizen rate, which will make the rate effective October 1, 1979-$5.50 per month. 111 Voting Aye: Meurer, Schooley, Adams, Wieser, Harker, Nolan, Pepping. Voting Nay: Datz. Absent: None. Motion carried. Mayor Stanek recessed the meeting at 9:29 P.M. and reconvened it at 9:43 P.M. with all aldermen still in attendance. Motion by Schooley, seconded by Adams, to amend the Parking Ordinance by adding "Parallel parking only on the west side of Park Street between Pearl and Elm Streets." Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Harker, to pass an ordinance amending the Zoning Ordinance by adding that Zoning Board and Plan Commission members will be compensated at the rate of $10.00 for each of their respective meetings that they attend and to raise the Zoning filing fee to $300.00 for regular zoning petitions and $750.00 for Planned Unit Development zoning petitions; and also to amend the Subdivision Control Ordinance by raising the filing fee for Preliminary Plats to $100.00 for less than 5 acres; $200.00 for 5 to 20 acres; $300.00 for 20 to 50 acres and $400.00 for over 50 acres. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Monday, September 17, 1979 Page 4 Motion by Adams, seconded by Nolan, to reschedule the Public Hearing on the Falcon Annexation Agreement from September 19 to September 24, 1979 at 7:30 P.M. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Meurer, seconded by Schooley, to award the contract for blacktopping the parking lot at the south entrance of Petersen Park to Curran Contracting Company for $10,140.00 with half of the costs to be paid from the Off Street Parking Fund and the other half from the Developer Donation Park Fund. Voting Aye: Meurer, Schooley, Adams, Datz, Harker, Nolan, Pepping. Voting Nay: Wieser. Absent: None. Motion carried. Motion by Harker, seconded by Wieser, to ratify the action of the City Clerk to call the City of McHenry Waterworks and Sewerage Revenue Bonds, Series 1975, and make payment of full principal and accrued interest as follows: 111 Principal $123,000.00 Interest @ 5 7/8% 2,729.92 5-1-79 to 9/17/79. TOTAL $125,729.92 Paid to McHenry Savings & Loan by Water/Sewer Fund Check #2227, dated Sept. 17, 1979. Voting Aye: Meurer, Schooley, Adams, Datz, Harker, Nolan, Wieser, Pepping. Voting Nay: None. Motion by Wieser, seconded by Adams, to authorize the city clerk to update the phone system in city hall by adding two line and 2 phones for the Park Department, one additional phone for the Clerk's Department and converting all present 6-button phones in the Clerk's and Public Works Departments to 10-button phones. Motion by Wieser, seconded by Adams, to grant a Tag Day to the Knights of Columbus for Tootsie Roll day on November 3, 1979. Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to install stop signs at the intersection of Chesterfield and Royal Drive and Chesterfield and Front Royal Drive in Whispering Oaks. Motion by Adams, seconded by Meurer, to go into Executive Session at 11:43 to discuss pending litigation.
