MONDAY, AUGUST 6, 1979 8 P.M.
The regular meeting of the City Council was held on August 6, 1979.
The meeting was called to order by Mayor Stanek. At roll call the following
111 aldermen were present: Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer,
Pepping. Absent: None.
Motion by Adams, seconded by Datz, to accept the minutes of the
July 30, 1979 Regular Meeting and of the July 30, 1979 Public Hearing on the
Appropriation Ordinance as read.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer,
Pepping.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Adams, to accept the recommendation
of the Zoning Board of Appeals and pass an Ordinance granting a zoning vari-
ation to Terry Mohr for a professional office-residence at 420 N. Front
Street with restrictions as outlined.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer.
Voting Nay: Pepping.
Absent: None.
Motion carried.
Richard Golbeck, representing the Concerned Citizens of McHenry as
objectors to the Mohr proposal, addressed the Council and presented their
point of view on the variation.
Motion by Wieser, seconded by Schooley, to hire "Even Steven"
musical group to play at a Back-To-School dance in Pearl Street Park on
August 22, 1979 from 7:30 to 10:30 P.M. at a cost of $350.00.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer,
Pepping.
Voting Nay: None.
Absent: None.

Philip Gust of the McHenry Area Rescue Squad asked the Council
for permission to use a city park for a fund raising event to benefit
the squad.
Motion by Schooley, seconded by Harker, to permit the Rescue
Squad to use Pearl Street Park for a fund raising event on either September
15 or 22.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer,
Pepping.
Voting Nay: None.
Absent: None.

ment of bids for a motor grade for the Public Works Department with bids to
be opened at 10 A.M. , August 20, 1979.

Motion by Adams, seconded by Wieser, to authorize the purchase
of sit American flags for city flag poles.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer, Pepping.

Motion carried.
Motion by Nolan, seconded by Harker, to authorize the purchase
of 150 flags at about $4.00 each to be attached to special fire hydrants
in the city to make them visible in snowy weather, with firemen from
McHenry Township Fire Protection District Company 1 to install and remove
the flags.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer, Pepping.

Motion carried.
Motion by Adams, seconded by Nolan, to pass a Resolution urging
State Legislators to substantially increase the penalty, and put more
strict regulations on the use of marijuana for persons who operate motor
vehicles while under the influence of marijuana and send the Resolution
to local state legislators.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer, Pepping.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Stanek proclaimed September 23 thru 29 as Rehabilitation
Facilities Week so as to increase the awareness of rehabilitation facilities
in the local area.

Dr. Haljmar Sundin, president of Baxter & Woodman, reported
on the bid opening held August 1, 1979 at 10 A.M. for the sewer treatment
plant expansion. Four bids were received as follows:

Dr. Sundin recommended that the bid be awarded to Keno & Sons
of Highland Park in the amount of $1,275,000.00 with a completion date of
550 days.
Roger Sterling, vice president of Channer, Newman Securities
Company of Chicago presented a written contract and outlined necessary
procedures to obtain $1,150,000.00 in Revenue Bonds.
Motion by Harker, seconded by Schooley, to enter into a contract
with Channer, Newman Securities Co. in the written form presented as
attached hereto, authorize proper execution of all documents pertaining
thereto and authorize the mayor and clerk to sign the contract.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer, Pepping.
Voting Nay: None.
Absent: None.
Motion carried.
Mr. Sterling presented the mayor with a check for $10,000.00
as provided in the contract "as evidence of our good faith in complying
with the terms and conditions of this bid."
Motion by Harker, seconded by Datz, to award the bid for the
sewer treatment plant expansion to Keno & Sons of Highland Park in the
amount of $1,275,000.00 with a completion date of 550 days.

Meurer, Pepping.

Absent: None.

Motion by Datz, seconded by Harker, to permit a block party on
August 11, 1979 from noon to 10 P.M. on Cambridge Drive in Fox Ridge
subdivision.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley,

Absent: None.
Motion carried.
Motion by Meurer, seconded by Schooley, to pass an Ordinance
establishing a Public Benefit Fund in the amount of $7,500.00 for the
City's 10-year annual share of the 1974 Lakeland Park sewer project.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer, Pepping.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Adams, to go into Executive Session
at 9:59 P.M. for the purpose of discussing land acquisition and personnel.
Voting Aye: Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer, Pepping.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Nolan, to go back into Open Session
at 11:28 P.M.
