APPROPRIATION ORDINANCE FOR 1979-80
MONDAY, JULY 30, 1979 7:45 P.M.
Mayor Stanek called to order the Public Hearing on Monday,
July 30, 1979 at 7:45 P.M. for the purpose of allowing the public
to inspect and question the proposed Appropriation Ordinance for the
1979-80 Fiscal Year. At roll call , the following aldermen were pre-
sent: Adams, Meurer, Pepping, Nolan, Harker, Datz, Wieser. Absent:
Schooley.
Mayor Stanek read the following Legal Notice which was
published in the McHenry Plaindealer. "Notice is hereby given that
a copy of the proposed Appropriation Ordinance for fiscal year be-
ginning May 1, 1979 and ending April 30, 1980, is available for
public inspection at the City Clerk's office, 1111 N. Green Street,
McHenry, Illinois, Monday through Friday from 8 A.M. to 5 P.M. A
Public Hearing on the proposed Appropriation Ordinance will be held
Monday, July 30, 1979 at 7:45 P.M. in the City Council Chambers ,
1111 N. Green Street, McHenry, Illinois. (Signed) Barbara E. Gilpin,

Three people were in attendance. Mayor Stanek asked if
there were any questions or comments concerning the Appropriation
Ordinance. There was no response from the audience.
Motion by Pepping, seconded by Harker, to adjourn the
Public Hearing.
Voting aye: Adams, Meurer, Pepping, Nolan, Harker,
Datz, Wieser.
Voting nay: None.
Absent: Schooley.
Motion carried.

REGULAR MEETING
MONDAY, JULY 30, 1979 8 P.M.
The regular meeting of the City Council was held on
July 30, 1979. The meeting was called to order by Mayor Stanek.
At roll call the following aldermen were present: Adams , Nolan,
Schooley, Meurer, Pepping, Harker, Datz, Wieser. Absent: None.
Motion by Harker, seconded by Nolan, to accept the minutes
of the July 16, 1979 Regular Meeting as read.
Voting aye: Adams , Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Nolan, to approve the
preliminary and final plat of McHenry Lakes Estates Unit 1, aka
Towne & Orleans and to authorize the mayor and clerk to sign the
plat after the city engineer and city attorney have given their
professional approval ; in addition, the city will grant a six
month extension to Towne & Orleans for construction of a roadbed
for Orleans Street and Denise Drive as specified in the Annexa-
tion Agreement dated July 17, 1978, Paragraph 11, No. (b) Section
(i) , City of McHenry Ordinance No. 0-78-159, with the remaining
time frame of the Agreement to remain the same.

Harker, Datz, Wieser.

The Mayor called a Special Informal Public Hearing on
Tuesday, August 21, 1979 at 7:30 P.M. for the purpose of discussing
a proposal by Residential Development Group to change the zoning
and use of land originally planned in the Whispering Oaks PUD as
a golf course. The Planning Commission and Zoning Board of Appeals
will be asked to attend and McHenry Elementary School District 15
will also be invited.

Motion by Harker, seconded by Adams , to accept the Zoning
Board of Appeals recommendation and pass an Ordinance granting a
Special Use Zoning Classification to Kinder Care Childcare Center
for construction of a facility in the 5200 block of W. Elm Street
in Pheasant Valley Subdivision.
Voting aye: Adams, Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Meurer, to authorize the
installation of two wells in Petersen Park at a cost not to exceed
$2,500.00 with the location to be determined by the Mayor, Sup't
of Public Works and John Huemann of Joseph Huemann & Sons, well
drillers.
Voting aye: Adams, Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
The Mayor expressed thanks to Joseph Huemann & Sons for
their generous offer to drill two wells in Petersen Park. The com-
mitment was made when the park was first acquired. Cost of the
pumps will be paid by the city.
Motion by Datz, seconded by Pepping, to approve the Ap-
propriation Ordinance for Fiscal year 1979-80 as presented.
Voting aye: Adams , Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Meurer, to pass a reso-
lution to concur in acceptance of the low bid of Curran Contracting
Company for the 1979 Intermittent Resurfacing Project in the amount

of $89,221.25 and award the contract to Curran Contracting Company
subject to the acceptance of said low bid by the Illinois Depart-
ment of Transportation and the Federal Highway Administration.

Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Nolan, seconded by Schooley, to authorize the
construction of a blacktop basketball court in Petersen Park and
approve Curran Contracting Company's price of $4,750.00.
Voting aye: Adams, Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Adams , to install three
directional signs at the intersection of Green and Waukegan Streets
for McHenry Hospital .
Voting aye: Adams, Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Datz, to pay Buss Ford
Sales $22,500.00 for two new 22 ton truck chassis.
Voting aye: Adams, Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Nolan, to authorize the
purchase of two desks with attached typing tables from Suburban

Office Supply Company of Crystal Lake who had submitted the lowest
price estimate.
Voting aye: Adams, Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Harker, to purchase a
gas powered weed eater for approximately $320.00.
Voting aye: Adams, Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Schooley, to reschedule
the Public Hearing on the Falcon Development Co. annexation pro-
posal to September 6, 1979 at 8 P.M.
Voting aye: Adams , Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Schooley, to authorize a
$150.00 raise to William Toalson, band director for the summer
city concerts making his annual salary $400.00 per year.
Voting aye: Adams , Schooley, Meurer, Pepping, Nolan,
Harker, Datz, Wieser.
Voting nay: None.
Absent: None.
Motion carried.
