The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: a - Pepping, Nolan, Harker, Datz, Wieser, Adams , Schooley, Meurer. Absent: None. Motion by Harker, seconded by Nolan, to accept the min- utes of the June 18, 1979 Regular Meeting, of the June 25, 1979 Public Hearing and of the June 26, 1979 Committee of the Whole as read. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Donald Gersted, President of Residential Development Group addressed the Council and asked that the scheduled Recessed Public Hearing on the RDG-Backhaus annexation proposal be con- tinued to the next Regular City Council Meeting on July 16, 1979. Motion by Datz, seconded by Wieser, to recess the RDG- Backhaus annexation Public Hearing to Monday, July 16, 1979 at 8 P.M. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams , Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. George Collette, representing the McHenry Senior Citizens ' Walk-in Center, presented a large Poster Board Plaque with a large heart in the center which was made and signed by senior citizens of the Walk-in Center in appreciation for the $2,000.00 donation made by the City Council to the Center Monday, July 2, 1979 page 2 Attorney Marty Zapp, representing McHenry State Bank Trust #1284, filed a petition to annex 272 acres of property un- conditionally which is located east of Brittany Heights 60-acre parcel as committed in the Bernard Bauer-Boone Valley Development Company Annexation Agreement. An affadavit disclosing the owners of McHenry State Bank Trust #1284 was attached along with Title Commitment for $192,500.00 insuring title to the property to the City of McHenry. Attorney Narusis reported everything was in pro- per form. Motion by Harker, seconded by Pepping, io pass an ordinance annexing 272 acres of land unconditionally and classifying it as R-1 Zoning District as presented by owners of McHenry State Bank Trust #1284. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Datz, to pass an ordinance annexing 9.5 acres of land on Bull Valley Road known as the Morris- Evans property. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Meurer. Voting nay: Schooley. Absent: None. Motion carried. Mayor Stanek announced that Mrs. Alida Wirtz and Mr. Frank Johnson of the McHenry Library Board had submitted their resigna- tions - Mrs. Wirtz resigned as President, her term was to expire in 1981 and Mr. Johnson's whose term was up this year asked not to be reappointed. Mayor Stanek put the following names in nomi- nation to serve on the Library Board: Reappoint George P. Freund - term to expire 6-30-83; Reappoint Ruth Fenwick - term to expire 6-30-83; Monday, July 2, 1979 page 3 New appointments of Marilyn_Lean - term to expire 6-30-83 and Janice Wegener to fill the unexpired term of Mrs. Wirtz - term to expire 6-30-81. Motion by Schooley, seconded by Adams, to approve the appointments and reappointments to the McHenry Library Board as submitted by Mayor Stanek. Voting aye: Pepping Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Nolan, to pass a Resolu- tion commending Frank Johnson for his 14 years of service to the Library Board. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Wieser, to pass a Resolu- tion commending Alida Wirtz for her 27 years of faithful service on the Library Board. Voting aye: Pepping Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Datz, to authorize Sup't Meyer to advertise for bids for the 1979 Summer Road Main- tenance Program with bid opening to be July 16, 1979 at 10:30 A.M. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Monday, July 2, 1979 page 4 Motion by Schooley, seconded by Harker, to pass an ordi- nance requiring all buildings in the city to have house numbers at least 3" in height installed in a location that is visible at all times from the street to aid emergency vehicles. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Adams, to pass an ordi- nance setting additional penality fees for consistently late payers of water/sewer bills. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Nolan, to pass amending Ordinance No. MC-79-159 relating to city employees work tours and benfits, Section 2-73 through 2-85 inclusively. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Harker, to pass aq Appropriation Ordinance for fiscal year beginning May 1, 1979 thru April 30, 1980 in the the amount of $8,573,153,00. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Monday, July 2, 1979 page 5 At 9:25 P.M. the Mayor declared a recess. The meeting was reconvened at 9:38 with all aldermen in attendance. Mayor Stanek read a letter from Burnidge, Cassell and Associates, architects and land planners of Elgin which outlined a proposal and fee to provide a master plan for Knox Park. Motion by Datz, seconded by Harker, to enter into an agreement with Burnidge, Cassell and Associates to provide a mas- ter plan for Knox Park at a price not to exceed $3,500.00 as stated in their letter of July 2, 1979. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Meurer, to authorize Mayor Stanek to fill out a grant application for development of Knox Park with the Illinois Department of Conservation, Land and Water Conservation Grant. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Wieser, chairman of the License Committee, reported that a request for a tag day in August was received from Little City in Palatine. It was the Committee recommendation that the request not be considered because it did not meet the requirements of our Ordinance which states the request must be submitted at least 90 days prior to the day requested. Motion by Meurer, seconded by Wieser, to purchase a carborundum saw and case at an approximate cost of $570.00. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Mayor Stanek read a letter from Robert Van Der Heyden, Vice President and General Manager of Community Cablevision, Inc. in reference to the burying of their cable in city parkways to bypass some poles that they cannot attach to. They asked per- mission to use city parkways when necessary with the approval of Sup't of Public Works Fred Meyer. It was the consensus of opinion of the Council that permission not be given as a whole but that Illeach specific request be presented to the Council for consideration.
