MONDAY, JUNE 4, 1979 8 P.M.
The regular meeting of the City Council was held on
Monday, June 4, 1979. The meeting was called to order by Mayor
Stanek. At roll call the following aldermen were present: Datz,
Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Absent:
None.
Motion by Nolan, seconded by Datz, to accept the minutes
as read of the May 14, 1979 Public Hearing on RDG-Backhaus annexa-
tion and of the May 21, 1979 Regular Meeting with one correction.
Voting aye: Datz, Pepping, Nolan, Harker, Wieser, Adams,
Schooley, Meurer.
Voting nay: None.
Absent: None.
Motion carried.
Robert Robinson of Boone Valley Development Co. addressed
the Council seeking approval of Preliminary Plat of Brittany Heights
Unit 1 (Bauer Farm) .
Motion by Harker, seconded by Wieser, to approve the
preliminary plat of Brittany Heights Unit 1 with the following pro-
visions: check whether Linda Street can be vacated; consider
making two stub streets out of lots at the east end of the pro-
perty; and determine if an easement is necessary off Green Street
into the subdivision for sewer line.
Voting aye: Pepping, Nolan, Harker, Datz, Wieser,
Adams, Meurer.
Voting nay: Schooley.
Absent: None.
Motion carried.
Motion by Nolan, seconded by Adams, to set Wednesday,
July 18, 1979 at 8 P.M. for a Special Meeting and informal hear-
ing to discuss an annexation proposal for the Fritsch property
on Crystal Lake Road.
Voting yes: Pepping, Nolan, Harker, Datz, Wieser,
Adams, Meurer, Schooley.

Motion carried.
Attorney Tom Henley presented an annexation agreement
and an Ordinance for annexing the Morris-Evans property on Bull
Valley Road. Discussion arose pertaining to the existing resi-
dence on the property in question.
Motion by Wieser, seconded by Nolan, to amend Paragraph 9
of the proposed Annexation Agreement to state that the residential
portion of the existing buildings be demolished or removed at the
time the erection of a new building is commenced.
Voting aye: Pepping, Nolan, Harker, Datz, Wieser,
Adams, Schooley, Meurer.
Voting nay: None.
Absent: None.
Motion carried.
Henley will amend the agreement and resubmit it at the
June 18, 1979 Council Meeting.
Robert Mortell , representing the McHenry Citizens Re-
creation Advisory Committee, appeared before the Council to dis-
cuss the written report which they had compiled. It was their
unanimous recommendation that the first step in the Recreation
Program would be the hiring of a City Recreation Director. That
person could then proceed with setting up an activity program and
a building program. The Committee determined that the No. 1 re-
creational need according to city residents is an outdoor swim-
ming pool .
Following discussion, Mayor Stanek expressed thanks to
all the members who served on the Committee for their dedication
and hard work to put the report together.

and approve payment of the bills as follows:

Drive June 30, 1979 from noon to 8 P.M. for a neighborhood block
party.

Motion by Harker, seconded by Schooley, to pay First
National Bank of Chicago interest and bank fees for sewer im-
provement bonds dated 10-1-69 as follows: Interest $8,638.07

opment Co. annexation proposal .

Motion by Pepping, seconded by Nolan, to sign an audit
agreement with Lester, Witte Co. to complete an audit on Revenue
Sharing Funds as required by the Federal Government.

Motion by Harker, seconded by Schooley, to pass a Reso-
lution appropriating $31,000.00 from the Motor Fuel Tax Fund to
be used as the city's share of the Intermittent Resurfacing Project.

Adams, Schooley, Meurer.

Motion by Schooley, seconded by Datz, to pass a Supple-
mental Resolution appropriating $4,454.00 from the Motor Fuel Tax
Fund to be used for 1977 engineering costs.

Adams, Schooley, Meurer.

Motion carried.
Motion by Harker, seconded by Nolan, to pay Lakeland
Construction Company $39,769.32 for sanitary sewer rerouting on
Industrial Drive to reduce the load on the Millstream lift
station.
Voting aye: Pepping, Nolan, Harker, Datz, Wieser,
Adams, Schooley, Meurer.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Nolan, to instruct Attor-
ney Narusis to draw up an ordinance authorizing the Public Works
department to install outside readers and/or new water meters
plus outside readers on buildings in the city with the cost to be
shared on a 50-50 basis.

Attorney Narusis to draw up an ordinance establishing additional
penalties for consistently delinquent water and sewer users.

Motion by Schooley, seconded by Meurer, to erect a street
light at the east end of Willow Lane in Lakeland Park.

Motion by Nolan, seconded by Harker, to authorize the
purchase of flags for Petersen Park entrance.

Motion by Nolan, seconded by Pepping, to contract with
the Fireball 8 Band for $350.00 to play at the July 4th city picnic.

Motion by Wieser, seconded by Datz, to charge $20.00 for
anyone taking tennis lessons at Petersen Park who lives outside
the city limits.

Motion by Meurer, seconded by Nolan, to authorize the
purchase of a sewer rodder for the sewer department at an approxi-
mate cost of $765.00.

Motion by Meurer, seconded by Wieser, to purchase 12
rebuilt parking meters at an approximate cost of $55.00 each.

Motion carried.
Mayor Stanek read a letter from Police Chief Pasenelli
commending Officers Fitzgerald, Zujewski and Stahlman for their
fine police work in apprehending a burgler. Stanek expressed the
Council 's appreciation for a job well done and ordered that
Pasenelli 's letter be made a part of each officer's permanent re-
cord.
Mayor Stanek set June 13, 1979 at 7:30 P.M. for a Spe-
cail Meeting to discuss with Regional Transportation Authority
(RTA) their proposal for dial-a-ride service in McHenry.
Motion by Wieser, seconded by Nolan, to repeal MC-79-150
requiring brick veneer or masonry on the first floor of multi-
family and condominium buildings.
