The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Datz, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Absent: Pepping. Motion by Nolan, seconded by Schooley, to accept the minutes of the April 18, 1979 Special Meeting to canvass the votes, the April 18, 1979 Public Hearing on the Bauer-Boone Valley an- nexation agreement, the April 23, 1979 Annual Meeting and the April 23, 1979 Special Meeting, and the April 23, 1979 Public Hearing on the Control Budget, as read. Voting aye: Datz, Nolan, Harker, Wieser, Adams, Meurer, Schooley. Voting nay: None. Absent: Pepping. Motion carried. Motion by Harker, seconded by Datz, to set Monday, June 25, 1979 for a Public Hearing on the annexation agreement of Bauer- Boone Valley Development Co. for an additional 60 acres of prop- erty. Voting aye: Datz, Nolan, Harker, Wieser, Adams , Meurer, Schooley. Voting nay: None. Absent: Pepping. Motion carried. Motion by Schooley, seconded by Adams , to pay $1000 to Charles Budrick and $600 to Walter Bolger for the use of acre- age for sludge disposal for the 1979-80 fiscal year. Voting aye: Datz, Nolan, Harker, Wieser, Adams , Meurer, Schooley. Voting nay: None. Absent: Pepping. Motion carried. Monday, April 30, 1979 page 2 Discussion was held on the 1979-80 Fiscal Year Control Budget as presented by the Finance Committee. Sgt. Joyce of the McHenry Police Association addressed the Council and asked that an additional $500 be paid to patrolmen and sergeants. Motion by Datz, seconded by Schooley, to accept the Control Budget for the 1979-80 fiscal year as presented. Voting aye: Nolan, Harker, Datz, Schooley, Meurer. Voting nay: Wieser, Adams. Absent: Pepping. Motion carried. Motion by Harker, seconded by Nolan, to approve the fol- lowing appointments as presented by the Mayor: ZONING BOARD OF APPEALS - James Fouse, Chairman. PLAN COMMISSION - Gerald Bunting, Chairman, (George Cole--5 year term) . POLICE PENSION BOARD - Ronald Waytula--2 year term. BOARD OF POLICE COMMISSIONERS- Earl Murray--3 year term. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Motion by Datz, seconded by Adams, to approve the fol- lowing annual appointments as presented by the Mayor: CITY COL- LECTOR - Barbara E. Gilpin; DEPUTY CLERK - Anne Kranz; CITY AT- TORNEYS - Narusis & Narusis; SUP'T OF PUBLIC WORKS - Fred J. Meyer; BOARD OF HEALTH - Dr. August M. Rosetti , Dr. H.S. Fike, and Dr. James R. McMahon. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Sup't Meyer presented a check to Mayor Stanek for $1,000 from Brake Parts Co. as their fourth of five payments promised to the Park Fund. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Motion by Harker, seconded by Nolan, to authorize the expenditure of money to participate in the FAU Resurfacing Pro- gram on a 75% Federal-25% City ratio. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Motion by Schooley, seconded by Harker, to ratify the action by Sup't Meyer to advertise for bids for 2 1978, 22-ton trucks. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Motion by Harker, seconded by Adams, to accept the Agreement between the City of McHenry and McHenry Sand & Gravel Monday, April 30, 1979 page 4 Co: , Inc. as presented in connection with the extension of water mains to the industrial property in the gravel pit area on Elm Street, and authorize the mayor to sign the agreement. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Lloyd Wagner of the Lakeland Park Property Owner's As- sociation told the Coucil the association was interested in giving the city its portion of McCullom Lake (180 acres of lake bottom) if satisfactory rules regarding policing of the lake could be a- greed upon. The Park Committee was instructed to further study the matter and report back to the Council . Motion by Nolan, seconded by Datz, to authorize the mayor to send a letter to our State Legislators notifying them that the City of McHenry is opposed to House Bill 800 regarding Collective Bargaining for government employees. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Motion by Harker, seconded by Datz, to transfer $130,477.63 from the Capital Development Fund to the Water/Sewer Fund as re- imbursement for money spent from the Water/Sewer Operating and Maintenance Account during fiscal year 1978-79 for installation of the Iron Removal System. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried.. Monday, April 30, 1979 page 5 It was the consensus of opinion of the Council that it would be left to the Clerk's discretion which sub-agents would be issued one Hunting or Fishing License Book without pre-payment. Motion by Wieser, seconded by Meurer, to authorize the issuance of correspondence to State Legislators in opposition to House Bill 2338. That bill would abolish all fire protec- tion districts and transfer powers and equipment to counties. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Chairman Nolan of the Park Committee gave a report and said the Committee recommended that tennis lessons should be given again this year. They suggest running two 6-week sessions and charging $15.00 per session for adults and children. Motion by Schooley, seconded by Nolan, to purchase a wind-net for Petersen Park Tennis courts to separate the teach- ing court from other courts, approximate cost $150. Voting aye: Nolan, Harker, Datz, Schooley, Meurer, Wieser, Adams. Voting nay: None. Absent: Pepping. Motion carried. Motion by Adams , seconded by Wieser, to adjourn.
