MONDAY, APRIL 16, 1979 8 P.P .
The regular meeting of the City Council was held on
Monday, April 16, 1979. The meeting was called to order by Mayor
Stanek. At roll call the following aldermen were present: Datz,
Schooley, Rogers, Bolger, Nolan, Harker, Smith, Adams. Absent:
None.
Motion by Adams, seconded by Datz, to accept the minutes
of the April 2, 1979 Regular Meeting and of the April 4, 1979 Pub-
lic Hearing on the Annexation Agreement of Residential Development
Group regarding the Backhaus Farm as read.
Voting aye: Datz, Schooley, Rogers, Bolger, Nolan,
Harker, Smith, Adams.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Nolan, to approve the final
plat of the Kaufman-Glosson property at the northeast corner of Elm
Street and Ringwood Road and to authorize the mayor and clerk to
sign the final plat upon receipt of proper Letter of Irrevocable
Credit.
Voting aye: Datz, Schooley, Bolger, Nolan, Harker,
Smith, Adams.
Voting nay: Rogers.
Absent: None.
Motion carried.
Richard Nethaway of the McHenry Lions Club addressed
the Council to make a proposal regarding a Community Calendar
sign the Club plans to erect as a community service on the east
property line of Company One McHenry Township Fire Protection
District parking lot on Elm Street. The illuminated sign will be
8 feet high, 12 feect wide, double sided with room for 5 lines
of printing on each side. The Lions Club asked if the City would
be willing to pay the monthly lighting charge. It was the concen-
sus of opinion of the Council that the City would not pay for light-
ing the sign if it was ever used to promote a partisan politics.

Motion by Harker, seconded by Nolan, to authorize the
City to pay the monthly electric bill for the Lions Club Community
Calendar when it is erected and to waive the sign permit fee re-
quired by the City.
Voting aye: Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith, Adams.
Voting nay: None.
Absent: None.
Motion carried.
Discussion was held on the purchase of 33.900 acres of
park land from the Edwin V. Knox Trust, this property being lo-
cated south of the city limits contiguous to the City Public Works
garage.
Motion by Bolger, seconded by Rogers, to enter into an
agreement to purchase the Knox property to be known as Knox Park
for a purchase price of $115,000.00 for 33.900 acres of land and
to authorize the mayor and clerk to sign the agreement.
Voting aye: Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith, Adams.
Voting nay: None.
Absent: None.
Motion carried.
Attorney Thomas Henley asked the Council to set a Public
Hearing date for annexation of approximately 9 acres of land on
Bull Valley Road known as the Harold Morris property.
Motion by Adams, seconded by Harker, to set Monday, May
21, 1979, at 8 P.M. for a Public Hearing on the Morris annexation
proposal .
Voting aye: Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith, Adams.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Rogers, seconded by Nolan, to authorize and
approve payment of the following bills.

prohibiting parking within the limits of the improvement at Richmond
Road and Pearl Street known as F.A.P. Route 13 and to publish it in
pamphlet form.

Datz, Smith, Adams.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Adams, to pass an ordinance
prohibiting the discharge of sanitary and industrial wastewater
into any storm sewers constructed as part of the improvement of
Richmond Road at Pearl Street known as F.A.P. Route 13 and to publish
it in pamphlet form.
Voting aye: Schooley, Rogers, Bolger, Harker, Nolan,
Datz, Smith, Adams.
Voting nay: None.
Absent: None.
Motion carried.

Motion by Smith, seconded by Adams, to pass an ordi-
nance regulating encroachment within the limits of the project
right-of-way relating to improvements at Richmond Road and Pearl
Street known as F.A.P. Route 13.
Voting aye: Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith, Adams.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Adams, to pass an ordi-
nance prohibiting parking within the limits of the improvement
of the improvement of the intersection of Elm and Front Streets
known as F.A.P. Route 860 and to publish It in pamphlet form,

Motion carried.
Motion by Adams, seconded by Datz, to pay American Na-
tional Bank & Trust Co. $9,633.00 for Waterworks and Sewage Reve-
nue Bonds dated May 1, 1956 as follows:
Principal $8,000.00
Interest $1,600.00
Service Fee $ 33.00 W/S fund Check #1970

Motion by Smith, seconded by Adams, to make it city
policy that any Hunting and Fishing Licenses that are issued to
sub-agents through the City Clerk's office must be paid for in
advance effective immediately.
