MONDAY, APRIL 2, 1979 8 P.M.
The regular meeting of the City Council was held on
Monday, April 2, 1979. The meeting was called to order by Mayor
Stanek. At roll call the following aldermen were present: Datz,
Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Absent:
None.
Motion by Datz,seconded by Harker, to accept the mi-
nutes of the March 19, 1979 meeting of the Public Hearing on the
Pre-annexation agreement of RDG-Backhaus Farm held March 21 , 1979,
as read.
Voting aye: Datz, Smith, Adams, Schooley, Rogers, Bolger,
Nolan, Harker.
Voting nay: None.
Absent: None.
Motion carried.
Mayor Stanek read a letter from the McHenry County Sen-
ior Citizen's Council requesting that their organization be in-
cluded in the city's budget for financial support.
Discussion was then held on proposed allocation of
Revenue Sharing Funds for the coming fiscal year in the amount
of $117,728.00.
Motion by Bolger, seconded by Schooley, to allocate
$500.00 of Revenue Sharing Funds to the McHenry Alternative
School .
Voting aye: Datz, Smith, Adams, Schooley, Rogers,
Bolger. , Nolan, Harker.
Voting nay: None
Absent: None.
Motion carried.
Motion by Bolger, seconded by Datz, to allocate $1,000.00
of Revenue Sharing Funds to the McHenry County Historical Society.

$100,000.00 of Revenue Sharing Funds to park and recreational
facilities.

Absent: None.
Motion did not carry.
Motion by Smith, seconded by Rogers, to allocate
$2,500.00 of Revenue Sharing Funds to the McHenry Area Rescue
Squad.
Voting aye: Datz, Smith, Adams , Schooley, Rogers ,
Bolger, Nolan, Harker.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Rogers, seconded by Smith, to allocate
$14,000.00 of Revenue Sharing Funds for mosquito abatement.

Voting nay: Schooley, Bolger.
Absent: None.

Motion by Bolger, seconded by Smith, to allocate
$2,000.00 of Revenue Sharing Funds to the McHenry County Youth
Service Bureau, Inc.

$96,728.00 of Revenue Sharing Funds to parks and recreational
facilities.

Motion by Bolger, seconded by Nolan, to allocate
$1,000.00 of Revenue Sharing Funds to the McHenry Public Library.

Motion carried.
Michael Wieser addressed the Council concerning a
proposal for a public opinion poll to be conducted in connection
with the April 17, 1979 aldermanic election. It was the con-
sensus of opinion of the Council that it would be premature,
misleading, too confusing to voters , public needed more infor-
mation and it was not the proper time or place to conduct such
a poll .
Sup't Meyer reported on McHenry Township and Nunda
ownship meetings he had attended concerning zoning request changes
rom the McHenry County Zoning Board of Appeals in connection
ith the proposed new County Ordinance. It was the consensus of
opinion to object to McHenry Township Parcels #3-Northern Pump
' arms; #5-Norwood Farms; #8-Richard Garrelts; #11-Ron Bykowski;
' 12-52 acres west of Eastwood Manor on Route 120; #15-Louis Hartman
.nd #23-Hugh Kirk; Nunda Township Parcels #5-Teberg; #12-Ray
•chmitt; #15-McHenry State Bank Trust and #23-Jack Fritsch on the
contention some were contiguous and belonged in the city, some
ere in the Proposed FAP 420 corridor, in the proposed extension

of Chapel Hill Road over the bridge to Bull Valley Road, in the
proposed Route 31 By-Pass corridor and the uncertainty of what
the B-2 classification is under McHenry County Zoning.
Sup't Meyer and Clerk Gilpin were authorized to contact

the McHenry County Plan Commission and check out proposed zoning
and upcoming zoning voting meetings.

Motion by Harker, seconded by Rogers, to accept the pro-
posal of Waukegan Excavating Co. , for extension and installation
of a 12-inch watermain across Washington Street to Route 31 (Rich-
mond Road) at a price of $2,100.00 and a proposal for sanitary
sewer extension on Washington Street at a price of $8,978.00.
Voting aye: Datz, Smith, Adams, Schooley, Rogers,
Bolger, Nolan, Harker.

Motion by Harker, seconded by Rogers, to have the city
participate with four (4) property owners along Washington Street
for extension of sewer and water lines at a cost of $657.00 per
owner for sewer; $792.00 per owner for water with the city's share
of the project to be $3,974.00.
Voting aye: Datz, Smith, Adams, Schooley, Rogers,
Bolger, Nolan, Harker.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Harker, to pass a Resolution
appropriating the sum of $21,885.00 from Motor Fuel Tax Funds to
pay for the city's share of the improvement of Illinois Route 31
at Pearl Street; Illinois Route 31 at Illinois Route 120 and Illinois
Route 120 at Green Street and authorize the mayor and clerk to sign
an agreement for the above projects known as State Section 111-N-78,
City Section 79-00026-00-TL.
Voting aye: Datz, Smith, Adams, Schooley, Rogers,
Bolger, Nolan, Harker.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Adams , to pass a Resolu-
tion appropriating $2,587.50 from Motor Fuel Tax Funds to pay for
the city's share of the improvement of the intersection of Illinois
Route 31 , Illinois Route 120 and Front Street known as State Sec-
tion (111&112)N-(78) , City Section 79-00027-00-TL, and to authorize
the mayor and clerk to sign an agreement for the above project.

Bolger, Nolan, Harker.

Motion by Harker, seconded by Datz, to purchase 5,000
traffic citations from Frank Thorner Co. at a cost of $996.00.

Motion carried.
Mayor Stanek read a letter from Gerald Bunting submit-
ting his resignation from the Plan Commission. He accepted it with
regret.
Motion by Harker, seconded by Nolan, to pass an ordi-
nance setting forth the time and place of the April 17, 1979 al-
dermanic city election.
Voting aye: Datz, Smith, Adams, Schooley, Rogers,
Bolger, Nolan, Harker.

Motion by Rogers, seconded by Schooley, to accept the
recommendation of the Street and Sidewalk Committee to set charges
for snow plowing streets outside city limits for Country Club
Drive, Fleger Subdivision and Park Street as follows: $200 min-
imum and $400 maximum per snow season with Sup't of Public Works
to report on number of plowings needed in each subdivision at snow
season end.

Bolger, Nolan, Harker.
