HomeMy WebLinkAboutMinutes - 03/05/1979 - City Council REGULAR MEETING MARCH 5, 1979 8 P.M. The regular meeting of the City Council was held on Monday, March 5, 1979. The meeting was cal'lftd to order by Mayor Stanek. At roll call the following aldermen were present: Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Absent: None. Motion by Datz, seconded by Adams, to accept the minutes of the Proposed Use Public Hearing for Revenue Sharing Funds on February 20, 1979 and the minutes of the Regular Council meeting of February 20, 1979, with one correction. Voting aye: Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Nolan, to deny the request of Wieser-Conway on their petition for a rezoning classification. Ill Voting aye: Adams, Schooley, Rogers, Bolger, Nolan. Voting nay: Datz, Smith, Harker. Absent: None. Motion did not carry. Discussion was held on possible purchase of property for park land known as the Edmund Knox farm adjacent to the south city limits. After a short discussion, it was decided to continue dis- cussion in Executive Session. Motion by Schooley, seconded by Adams, to eliminate park- ing on the north side of Elm Street for 150 feet from Front Street easterly in order to comply with a request from the Illinois Depart- ment of Transportation to improve traffic conditions at the corner of Front and Elm Streets and to notify I DOT of the Council 's action. Motion by Rogers, seconded by Harker, to pass a Resolu- tion concurring with the awarding of the bid to Lakeland Construc- tion for construction of the SOS project on Washington Street at the low bid price of $71,792.40. Voting aye: Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Harker, to allow Hornsby's Family Center in the McHenry Market Place to erect a tent in their parking lot to display garden supplies if Attorney Narusis advises it is legally possible. Voting aye: Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Adams, to authorize and approve payment of the following bills. Mayor Stanek announced the League of Women Voters would III be conducting a public hearing on Thursday, April 5, 1979 at 7:30P.M. in City Hall concerning the proposed Community Center and Recrea- tional facility. The Park Committee reported that it would like the fol- lowing recommendations to be carried out by the City Clerk con- cerning administration of the Summer Park Reservation Program for 1979: Monday, March 5, 1979 page 4 1) Charge a $10.00 deposit to residents who reserve the park which will be returned if the premises are left in good condition. 2) Charge non residents $25.00 for groups up to 100 people and $50.00 for groups over 100 people (non returnable) . 3) Have Public Works department make signs designating various picnic areas in Petersen Park and Pearl Street Park. 4) Hand out notices to people who reserve the park that the recreational equipment and facilities and electric out- lets are for use of all in the park. Those items cannot be reserved. Motion by Rogers, seconded by Adams, to go into Executive Session at 10:41 P.M. for the purpose of discussing land acquistion and possible litigation concerning the Unification Church. Voting aye: Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Adams, to go back into Open Session at 11:43 P.M.
