Mayor Stanek called to order the Public Hearing on the proposed use of Revenue Sharing Funds for the City of McHenry on Tuesday, February 20, 1979 at 7:35 P.M. in City Hall . He announced that approximately $117,728.00 will be al- located to the City of McHenry government during the fiscal year beginning May 1, 1979 and ending April 30, 1980. The public was invited to participate at this hearing and present oral or writ- ten statements as to how the Revenue Sharing Funds should be ap- propriated. Comments will be accepted and questions answered re- garding allocation of these funds. Local organizations , clubs , senior citizens , youth organizations and other interested citizens were encouraged to participate and present their views. A notice was published in the McHenry Plaindealer on February 9, 1979 in regard to this public hearing. II/ City officials present were Aldermen Bolger, Nolan, Datz , Harker, Smith, Adams , Schooley, Rogers, Sup't of Public Works Meyer and City Clerk Gilpin. Present to address the Council to request funds for their organizations were the following: Mrs.Alida Wirts, president of the McHenry Public Library Board; Mrs. Nancy Fike of the McHenry County Historical Society; Mrs. Marcy Fishbach of the McHenry Hor- nets Junior Football League and Mr. Kenneth Kunzer of the McHenry County Youth Service Bureau. A letter submitted to the city clerk prior to the meet- ing was turned over to Mayor Stanek to be entered into the records of this meeting. It was from the Community Action Agency of McHenry County for its Head Start Program. The representatives from the Library Board and the His- torical Society mentioned no specific monetary request in their presentations. The Junior Football League requested $500.00, the Youth Service Bureau $6,438.00 and the Head Start Program $1,800.00. Tuesday, February 20, 1979 page 2 Mayor Stanek asked if anyone in the audience wished to present further requests or statements concerning the Federal Re- venue Sharing allocation but there was no response. Mayor Stanek commented that he would like to see $100,000 of this fiscal year's allocation be allocated for the community center and recreational facilities and some portion also be alloted to mosquito abatement as in past years. There being no further audience participation, Mayor Stanek adjourned the Public Hearing at 8 P.M. clerk mayor REGULAR MEETING TUESDAY, FEBRUARY 20, 1979 8:08 P.M. Mayor Stanek called the meeting to order on Tuesday, February 20, 1979, because Monday was the federal celebration of Washington's Birthday. At roll call the following aldermen were present: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Absent: None. Motion by Nolan, seconded by Adams, to accept the minutes of the February 5, 1979 regular meeting as read. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Harker, to set Monday , March 12 , 1979 at 7:30 P.M. for a recessed informal hearing on the annexation proposal of Falcon Development Co. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Jack Pepping, Chairman of the McHenry Planning Commission, addressed the Council to present the Planning Commission's recommendation that Associated Planners, Inc. of Northbrook, be hired to update the city's 1970 Comprehensive Plan. Pepping reported that three firms had been contacted to submit proposals on updating the plan but only two replied. They were Associated Planners who quoted a price of $15,600 to update the plan and Harland Bartholomew who quoted a price of $32,000 to $34,000. Bob Grossman, a partner in Associated Planners, was also present at the meeting to answer questions of the Council. Following discussion, it was the consensus of opinion that the Council be given a month to study the proposal as submitted by Associated Planners and then a decision would be made at the Regular Council Meeting of March 19, 1979. Tuesday, February 20, 1979 Page 2 The Mayor read the Zoning Board of Appeals recommendation concerning the petition of Michael Wieser and Dennis Conway for reclassification of pro- perty at 409 N. Front Street from R-2 to B-1. A vote of five members is needed to submit a recommendation to the Council. The Zoning Board made a motion to grant a B-1 Commercial Retail classification excluding the uses of automobile service stations and indoor theatres but that no variation be granted. A vote on that motion resulted in 3 for and 2 against it. There- fore, the Zoning Board had no recommendation on the matter. Following lengthly discussion in which Mr. Weiser, his attorney Sam Diamond and the Council participated, Smith made a motion, seconded by Rogers, to table further discussion on the Weiser-Conway Zoning petition until the next regular meeting on March 5, 1979 at which time a vote could be taken on the matter. Voting Aye: Harker, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: Datz. Absent: None. Motion carried. Mayor Stanek then read the Zoning Board of Appeals recommendation on the J. Althoff, Inc. petition to reclassify property at 420 N. Front Street from R-2 to B-1 zoning. The Zoning Board voted 5-0 to grant B-1 zoning restricted to a single permitted use for professional office buildings only. Discussion on the petition was held between the Council, petitioneer's attorney Joseph Congdon and attorney for Concerned Citizens for McHenry Inc. , Robert E. Gordon. Following discussion, motion by Harker, seconded by Datz, to concur with the recommendation of the Zoning Board and grant the B-1 zoning with the restriction. Voting Aye: Harker, Datz, Smith. Voting Nay: Schooley, Rogers, Bolger, Nolan. Abstaining: Adams. Absent: None. Mayor declared the motion failed. Tuesday, February 20, 1979 Page 3 Motion by Datz, seconded by Adams, to accept the January Clerk's report as presented. Voting Aye: Harker, Smith, Adams, Schooley, Rogers, Bolger, Nolan, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Adams, to accept the recommendations of Baxter & Woodman that the work on Boone Valley Units 7 & 8 is now complete and that the city should eliminate the requirement for any developer's re- tainage of bond money, and further that for Boone Valley Unit 9, a bond of $25,000 be retained by the city until completion of Pyndale Drive. Voting Aye: Harker, Smith, Adams, Schooley, Rogers, Bolger, Nolan, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Harker, to authorize the Purchasing Committee to select a chair for the Police Chief's office and order it. Voting Aye: Harker, Datz, Smith, Schooley, Rogers, Bolger, Nolan, Adams. Voting Nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Schooley to waive the Capital Development Fee from the United Methodist Church at Main & Center Streets when it relocates its old parsonage to a lot in the same block. Voting Aye: Datz, Smith, Adams, Schooley, Rogers, Bolger. Voting Nay: None. Pass: Harker, Nolan. (members of the church) Absent: None. Motion carried. Alderman Smith, Chairman of the Building and Zoning Committee, gave a report on committee meetings held regarding the Cook-George annexation proposal for property at 5010 W. Shore Drive, Lakeland Park. Following lengthly discussion, motion by Harker, seconded by Schooley, to defer the matter until Attorney Narusis is present at the next meeting.
