MONDAY, JANUARY 15, 1979 8 P.M.
The City Council met in regular session with Mayor Stanek presiding.
The meeting was called to order by Mayor Stanek. At roll call the following
aldermen were present: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz,
Smith. Absent: None.
Motion by Adams, seconded by Schooley, to accept the minutes of the
January 2, 1979 meeting as read.
Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz,
Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Lloyd Smith of Huppy & Leo's Market appeared before the Council to
seek a liquor license for sale of beer and wine only in packages for a
delicatessen shop he intends to open.
Motion by Nolan, seconded by Harker, to establish a new liquor
license classification which would authorize the sale at retail of beer and
wine in packages only no consumption would be permitted on the premises.
Motion by Smith, seconded by Adams, to amend the above motion and
add "with the annual fee for such license to be $200."
Voting Aye on the Amendment: Adams, Schooley, Rogers, Bolger, Nolan,
Harker, Datz, Smith.
Voting Nay on the Amendment: None.

Motion by Rogers, seconded by Schooley, to categorize the new
classification as "Class B" and that no more than one (1) "Class B" license
be in effect within the city at any time.
Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Stanek, as Liquor Commissioner, stated he would issue a
"Class B" license to Mr. Smith when he makes proper application.
Motion by Schooley, seconded by Adams, to pass a Resolution
approving the proposed changes as presented by the Illinois Department of
Transportation at the corner of Elm, Front and Waukegan Streets and to
publicize the Resolution.
Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Nolan, seconded by Rogers, to accept the recommendations
of the Purchasing Committee and permit city vehicles to purchase gasoline
from Oaks Marathon on Crystal Lake Road and to purchase and install a 550
gallon overhead tank at the city garage for use of the Public Works Depart-
ment in the amount of $264.00. The 550-gallon tank will be used for regular
gas and the 250 gallon tank already at the garage will have unleaded gasoline
for use by the Police Department in emergencies.
Voting Aye: Adams, Rogers, Bolger, Nolan, Harker, Datz, Smith.
Voting Nay: Schooley.

Motion by Harker, seconded by Adams, to purchase a portable gasoline
generator for $4,758.00 for emergency use of the Water/Sewer Department, to be
paid from Water/Sewer funds.
Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Smith, to authorize Attorney Narusis
to contact McHenry Savings & Loan Association about preparing a new set of
1975 bonds and exchange them for the previous bond in order to revise the
payment dates to conform with the payment dates of the series 1956 bond which
would provide for additional deposits in the bond reserve account and the
depreciation account. This change was suggested by Chapman & Cutler after
a review of our bonds.

Datz, Smith.

Motion by Datz, seconded by Adams, to accept the Clerk's report
as read.

Mayor Stanek read a letter from the McHenry State Bank which included
a check for $1,000.00 as a donation to the snow removal fund. He expressed
his thanks on behalf of the City for the Bank's generosity and community spirit.
Motion by Harker, seconded by Rogers, to pay Ray T. Meyer Plumbing
Company $1,125.00 for 2 valves at Well #5 Water Treatment Plant as recommended
by Baxter & Woodman.
Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Rogers, seconded by Adams, to pay H. H. Holmes Testing
Laboratories $626.50 for subsurface investigation of grouI in Petersen Park
where the proposed community center is planned.
Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
It was the consensus of opinion of the Council that the elevated
tank should be painted Mist Blue when it is painted and repaired by Craftsman
Painting Service this Spring as per their low bid which was previously
approved by Council.

Mayor Stanek scheduled a Public Hearing on the proposed annexation
of the Bernard Bauer-Boone Valley Development Co. Property for Wednesday,
April 18, 1979 at 8 P.M.
Mayor Stanek presented his concept of what should be contained
in a Community Center building. A special meeting for discussion of the
Community Center was requested by the aldermen. It was tentatively set
for the last week in January, with the date to be decided at the January
29th Regular Council Meeting.
Motion by Smith, seconded by Rogers, to authorize the clerk to
replace the 2-way radio base station in her office with a new one.
Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker,
Datz, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
It was the recommendation of the Utilities Committee to authorize
the Water/Sewer billing clerk to estimate water usage for the February
1979 billing period because the meters were unable to be read by Public
Works employees who were engaged in snow removal operations. The Council
concurred in the recommendation.
Motion by Smith, seconded by Adams to adjourn.
