MONDAY, NOVEMBER 20, 1978 8 P.M.
The regular meeting of the City Council was held on
Monday, November 20, 1978. The meeting was called to order by
Mayor Stanek. At roll call the following aldermen were present:
Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley, Rogers. Ab-
sent: None.
Motion by Datz, seconded by Nolan, to accept the minutes
of the Regular Meetings of October 30 and November 6, 1978 and of
the Special Meeting and Joint Conference on November 13, 1978, as
read with one correction on the October 30, 1978 meeting.
Voting aye: Bolger, Nolan, Harker, Datz, Stith, Adams,
Schooley, Rogers.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Harker, to apply for a
Police Traffice Unit federal grant to aid the city in meeting in-
creased demand for pnTce traffic services.
Voting aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Rogers.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Adams, to pass an ordi-
nance amending MC-48 which regulates traffic and motor vehicles and
to publish the ordinance in pamphlet formIll .
Voting aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Rogers.
Voting nay: None.
Absent: None.
Motion carried.
Mayor Stanek and Don Gersted, president of Residential
Development Group, informed the Council of a meeting they had with
Chapman Cutler of Chicago regarding bonds and bonding powers of

the city. Attorney Narusis was instructed to investigate , the mat-
ter further.
Motion by Smith, seconded by Harker, to send a check to
U.S.E.P.A. for $3,084.00 which was overpaid to the city regarding
Grant No. C170856 for Sewer Treatment Plant Improvements in 1972,
as per letter from Baxter $ Woodman, Inc. dated November 17, 1978.
Voting aye:, Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Rogers.

Absent: None.
Motion carried.
Motion by Harker, seconded by Nolan, to accept the generous
donation of the McHenry Rotary Club for $7,000.00 as half payment of
a large playground complex with the balance of $7,799.00 to be paid
by the city, ($3,500.00 of the Rotary's contribution will be given
the city this fall and the remaining $3,500.00 next fall) .

Schooley, Rogers.

October clerk's report as read.

Motion by Bolger, seconded by Adams, to retain Virgine
McFadden and Virginia Jofdan, who are presently on the CETA program
in the Police Department, as employees of the city as of December 1,
1978 which is the expiration of their CETA status.
Voting aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Rogers.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Schooley, to grant a
variation of the fence ordinance and allow Thomas ,Rapach to install
a fence on the corner of Shorewood Drive and Lakewood Avenue.
Voting aye: Bolger, Smith, Adams, Schooley, Rogers.
Voting nay: Nolan, Harker, Datz.

Motion carried.
Motion by Nolan, seconded by Adams, to authorize
Attorney Narusis to attend the McHenry County Zoning Board of Ap-
peals Hearing on November 30, 1978, and object to a zoning change
requested by Dr. Bernard Miller from F-1 to B-i for property on
Richmond Road.
Voting aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Rogers.

Motion by Bolger, seconded by Smith, to refund $100.00
to Barbara Gerasch for the second zoning filing fee she paid.

Motion by Harker, seconded by Datz, to enter into ex-
ecutive session at 10:50 P.M. for the purpose of discussing pend-
ing litigation.

Motion by Smith, seconded by Adams, to go back into open
session at 11:09 P.M.
