AND
RECESSED PUBLIC HEARING ON KAUFMAN-GLOSSON ANNEXATION
MONDAY, OCTOBER 16, 1978 8 P.M.
Mayor Stanek called to order the Regular Meeting of the
City Council and the Recessed Public Hearing on the Kaufman-Glosson
Annexation Proposal on Monday, October 16, 1978 at 8 P.M. At roll
call , the following aldermen were present: Harker, Datz, Adams ,
Rogers , Bolger, Nolan. Absent : Schooley, Smith.
Motion by Harker, seconded by Adams , to accept the min-
utes of the Regular Meeting October 2, 1978 and the Special meet-
ings October 5 and 6, 1978 as read with one correction on the Octo-
ber 5th meeting.
Voting aye: Harker, Datz, Adams , Rogers , Bolger, Nolan.
Voting nay: None
Absent: Schooley, Smith.
Motion carried.
Scott Conklin of Curran Contracting Co. of Crystal Lake,
appeared at the meeting to answer questions regarding a proposal
to widen Draper Road from Route 120 south to Curran Road and put-
ting a minimum mat of 2 inches on it at a price not exceeding
$45,000.00.
Following discussion, motion by Bolger, seconded by Nolan,
to approve the expenditure of $45,000.00 or less to Improve Draper
Road by widening it to 24 feet and putting at least a 2-inch mat
on the road with work to begin this fall and to authorize the
Mayor and Clerk to sign an agreement with Curran Contracting Co.
to complete the road work.
Voting aye: Harker, Datz, Adams, Rogers , Bolger, Nolan.

Herbert Renwick of the engineering firm of Hampton, Len-
zini & Renwick, Inc. was present along with Leslie Swieca of the
Illinois Department of Transportation to explain how the funding
of several road projects could be handled in the city through FAU

and ASP projects. For traffic signals at Route 120 and Draper Road
and Route 120 and Crystal Lake Road with channelization work at
Route 120 and Draper Road, the total proposed cost would be $378,000
with $297,500 to be paid with Federal Funds, $41 ,250 with State
Funds , and $39,750 with City Funds .
Motion by Harker, seconded by Nolan, to authorize
the Mayor and Clerk to enter into a contract with Hampton, Lenzini ,
& Renwick, Inc. designating that firm as City engineers for the
following projects :
1) traffic lights at Crystal Lake Road and Route 120;
2) traffic lights and channelization at Draper Road
and Route 120.
Voting aye: Harker, Datz, Adams , Rogers , Bolger, Nolan.
Voting nay: None
Absent: Schooley, Smith.
Motion carried.
Motion by Harker, seconded by Adams , to pass an or-
dinance for execution of a Pre-Annexation Agreement for the Kaufman-
Glosson property and authorize the Mayor and Clerk to sign the agree-
ment.
Voting aye: Harker, Datz, Adams , Bolger, Nolan,
Mayor Stanek.
Voting nay: Rogers .
Absent: Schooley, Smith.
Motion carried,
Motion by Datz, seconded by Nolan, to pass an ordi-
nance annexing the Kaufman-Glosson territory at the northeast corner
of Route 120 and Ringwood Road.
Voting aye: Harker, Datz, Adams , Rogers , Bolger, Nolan.
Voting nay: None
Absent: Schooley, Smith.
Motion carried.
Motion by Bolger, seconded by Datz, to pass an ordi-
nance granting the Kaufman-Glosson property a B-1 zoning classifi-
cation with variations for six B-3 zoning categories as specified in
the ordinance.

Motion carried.
Ed Kvetco, developer of Kingston Subdivision, appeared
before the Council with his attorney to discuss requirements set
forth by the Council regarding his property on Dale Avenue.
Motion by Nolan, seconded by Bolger, to accept the offer
of Ed Kvetco for $2,000 to be paid to the City of McHenry to be
used at the city's descretion in satisfaction of his obligation
as specified in a motion passed by the Council in its regular
meeting of September 5, 1978.
Voting aye: Harker, Adams , Rogers, Bolger, Nolan.
Voting nay: Datz.
Absent: Schooley, Smith.

Motion by Adams , seconded by Harker, to reconvene the
Joint Conference and Informal Hearing of Falcon Development Co. ,
concerning the Gladstone property between Route 31 and Riverside
Drive, on Wednesday, October 18, 1978 at 8 P.M. and to reconvene
the Public Hearing and Joint Conference concerning the RDG-Back-
haus annexation proposal on Monday, October 23, 1978 at 7:30 P.M.
Voting aye: Harker, Datz, Adams , Rogers , Bolger, Nolan.
Voting nay: None
Absent: Schooley, Smith.
Motion carried.
II/ Motion by Harker, seconded by Adams , to enter into an
agreement with Baxter & Woodman to complete Phase One on the
McHenry Sewer System Infiltration and Inflow Study as presented
in their letter of October 9, 1978 to the City Council at an esti-
mated cost of $7,500.
Voting aye: Harker, Datz, Adams , Rogers , Bolger, Nolan.
Voting nay: None
Absent: Schooley, Smith.

final plat of Boone Valley No. 14 as presented by Vice President
James Berg of RDG and to authorize the Mayor and Clerk to sign
the plat upon the receipt of a letter from Baxter & Woodman ap-
proving the engineering design.

Motion by Harker, seconded by Adams , to pass an ordinance
amending 0-77-115 by increasing the Capital Development Fees for
industrial and Commercial users.

Motion by Adams , seconded by Datz, to approve the recom-

mendation of Baxter & Woodman and reduce the irrevocable letter
of credit on Glacier Ridge Subdivision - Unit 1 from $232,813.60
to $15,000.00.

Absent: Schooley, Smith.
Motion carried.
Motion by Rogers , seconded by Datz, to accept the
September Clerk's report as read.

Motion by Bolger, seconded by Rogers , to send the
McHenry Area Rescue Squad a check for $3,000.00 from the Revenue
Sharing Fund as was previously allocated.

Motion by Adams, seconded by Datz, to authorize the
purchase of a new chair for the Communications Desk.

Motion by Adams , seconded by Harker, to authorize
the purchase of a new box and hoist for the flatbed sewer truck
at an approximate cost of $3,031 .00.

Motion by Datz, seconded by Harker to enter into a
services agreement with Baxter & Woodman for expansion of the
Sewer Treatment Plant at an approximate cost of $45,000.00,
as per their letter of October 12, 1978.

Voting nay: None.
Absent: Schooley, Smith.

Motion by Rogers , seconded by Adams , to give a one-
step pay raise to Public Works employees Ernest Pieroni , Larry
Deja and Dan Duffy.
