FRIDAY, OCTOBER 6, 1978 7:30 P.M.
Mayor Stanek called to order a Special Meeting for the
purpose of discussing a Park Committee report on Center Street
Park and for discussing traffic and street problems. At roll
call the following aldermen were present: Bolger, Nolan, Harker,
Datz, Smith, Adams , Schooley. Absent: Rogers .
Also in attendance were: James Rakow, McHenry County
Superintendent of Highways ; Leslie Swieca of the Illinois Depart-
ment of Transportation; Paul Taylor, Transportation Planner with
McHenry County; Donald Gersted of Whispering Point Commercial
Center; Sup't Meyer and Clerk Gilpin.
Bryce Klontz of the McHenry KIWANIS Club addressed the
Council concerning a proposal by that club to purchase, install ,
and donate playground equipment for the Center Street Park. It
was the recommdndation of the Park Committee to accept the offer.
Motion by Nolan, seconded by Harker, to accept the gen-
erous offer of the KIWANIS Club to purchase, install , and donate
playground equipment for Center Street Park.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley.
Voting Nay: None.
Absent: Rogers .
Motion carried.
Mayor Stanek stated that during the meeting this even-
ing, discussion would be held on trying to establish priorities
for street programs and to explain various fundings that are avail-
able. Also, to make some decision as to engineering and make plans
for the future as to what improvements should be made and where
traffic signals should be installed. A.S.P. (Area Street Program) ,
F.A.U. (Federal Aid Urban) and S.O.S. (Safer Off Streets) funding
programs were explained by Stanek, Rakow and Swieca.
Rakow and Swieca suggested the city should obtain proper
engineering for stop and go lights at Crystal Lake Road and Route .120
and for curd gutter and overlayment on Kane Avenue from Green Street

to Route 31. They recommedded placing these two projects under
the A.S.P. which requires that engineering plans be submitted by
September 30, 1979. There are approximately $400,000 of federal
funds available for use by the City of McHenry on a 70-30 cost
share basis. If the city cannot meet.that deadline for A.S.P. , the
projects can be applied to the F.A.U. program which has no deadline.
On A.S.P. funding, the city's share would be betwee❑ $5000 and
$10,000. On F.A.U. funding the city's share would probably be be-
tween $20,000 and $25,000.
Rakow urged the city to develop a list of projects with
the city engineer of problem areas in the city and put a price tag
on each of them. Then it can be determined what types of funding
can be applied to the projects so that when funding becomes avail-
able, the city will be ready to go with it. He said it was impor-
tant to be a little further advance with engineering plans on
street projects and that can be done from the priority list that
should be drawn up.
Motion by Nolan, seconded by Harker, to authorize Sup't
Meyer to contact Hampton, Lenzini & Renwick, Inc. , and engineering
firm in Elgin and DeKalb, and request them to present a submittal
to the full Council for engineering of traffic signals at Crystal
Lake Road and Route 120 and to authorize Sup't Meyer to contract
with W. A. Rakow & Assoc. of Elgin for engineering on the Kane
Avenue improvement with final action to be taken at the next
Council meeting.
Voting aye: Bolger, Nolan, Harker, Datz, Smith, Adams ,
Schooley.
Voting nay: None.
Absent: Rogers .
Motion carried.
Discussion was held on improvement of Crystal Lake
blacktop. The County plans to resurface Crystal Lake Road from
south of West Campus to Hanley Street. Rakow suggested that the
city consider putting curbs and drainage provisions on that area
before the County does the resurfacing next year. He also men-
tioned that possibly' a fourth lane could be added in that area.

the proposed Whispering Point Commercial Center.
After discussion, Mayor Stanek instructed the Street and
Sidewalk Committee to look into the possible construction of a
fourth lane on the east side of Crystal Lake Road along with the
installation of curbs and gutters on several portions of roadway
on the west side of Crystal Lake Road.
The mayor declared a recess at 8:58 P.M. for a coffee
break. The meeting reconvened at 9:10 P.M. At roll call the
following aldermen were present: Bolger, Nolan, Harker, Datz,
Smith, Adams, Schooley. Absent: Rogers.
Discussions were then held on Riverside Drive recon-
struction, traffic signals at Pearl Street' and Richmond Road,
timetable for revisions at Front & Elm Streets, previous F.A.U.
project requests, intersection of Main and Front Streets, Fourth
lane on Front Street south, Route 31 by-pass, and traffic sig-
nal maintenance agreements with the State of Illinois.
Rakow introduced Paul Taylor, Transportation Planner
hired by McHenry County to prepare a comprehensive transportation
plan for the County. He also acts as a liaison man between CATS
(Chicago Area Transportation Study) and the County. He is also
available to meet with cities in the County and will try to as-
sist with any problems that come up.
Motion by Smith, seconded by Adams, to adjourn.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley.
