Mayor Stanek called to order a Special Meeting of the City Council for the purpose of discussing water and sewer Capital Development Fees, industrial and commercial sewer charges, enlarge- ment of the present sewer plant and painting of the standpipe. At roll call the following aldermen were present: Nolan, Datz, Smith, Adams, Schooley. Harker arrived at 7:46 P.M. and Bol- ger arrived at 8:31 P.M. Absent: Rogers. Also in attendance were: Dr. Hal Sundin of Baxter & Wood- man; Ronald Wilkins, chairman of the Zoning Board of Appeals; Dick Rosing, city building inspector; Kurt Weisenberger, President of McCullom Lake; James Berg and Don Gersted of Residential Develop- ment Group; Sup't Meyer and Clerk Gilpin. Attorney Bernard Narusis arrived at 10:27 P.M. Motion by Harker, seconded by Nolan, to amend 0-77-115 by increasing the Capital Development Fee for sewers on single fam- ily homes from $300.00 to $750.00. Voting Aye: Nolan, Harker, Datz, Adams, Schooley. Voting Nay: Smith. Absent: Rogers, Bolger. Motion carried. Motion by Schooley, seconded by Datz, to amend 0-77-115 by increasing the following Capital Development Fees for sewers: For each one bedroom multiple family unit - $500.00; For each two or more bedroom multiple family unit - $750.00; For motels and hotels excluding commercial uses-per bedroom - $400.00; For hospitals-per bed - $400.00; For Nursing Homes and Retirement Homes-per bed - $300.00; For each residential use of one bedroom units other than those described above - $500.00; For each residential use of two or more bedroom units other than described above - $750.00; For all industrial uses - $750.00 for each 300 gallons per day, or portion thereof, of wastewater discharged to the city sanitary sewer system. Any building additions to existing industrial fac- ilities shall , upon application for building permit form the city, be charged the same Capital Development Fees as for new construction. Motion by Nolan, seconded by Harker, to amend 0-77-115 by increasing the Capital Development Fee for water as follows: For each single family residence - $400.00; For each one bedroom multiple family unit - $300.00; For each two or more bedroom mul- tiple family unit - $400.00; For motels and hotels excluding com- mercial uses-per bedroom unit - $250.00; For hospitals-per bed - $250.00; For nursing homes and retirement homes-per bed - $200.00; For each residential use of one bedroom units other than described above - $300.00; For each residential use of two or more bedroom units other than described above - $400.00; For all industrial uses - $400.00 for each 300 gallons per day, or portion thereof, water usage. Any building additions to existing industrial facilities shall , upon application for building permit from the city, be charged the same Capital Development Fee as for new construction. Voting Aye: Nolan, Datz, Schooley, Adams, Harker, Bolger. Voting Nay: Smith. Absent: Rogers. Motion carried. Mayor Stanek recessed the meeting at 9:20 P.M. for coffee break. The meeting was reconvened by Mayor Stanek at 9:37 P.M. At roll call the following aldermen were present: Nolan, Harker, Datz, Smith, Adams, Schooley, Bolger. Absent: Rogers. Dr. Sundin informed the Council of the capability for expansion at the present sewer plant. He presented the original specs used for the sewer plant in 1971 and indicated where expan- sion could be located at the Waukegan Street site. Present P.E. (Population equivalent) is 13,000. The expansion would add another 7,000 P.E. Sundin felt it would take about 18 month s to get the sewer addition on line, that is, fully operational by the end of 1980. Thursday, October 5, 1978 page 3 It was the concensus of opinion that Baxter & Woodman should return at the next Council Meeting with a proposal on en- gineering, designs and costs for expansion of the sewer plant. Discussion was held on the infiltration problem at the sewer plant. It was felt that storm sewer water was entering the sanitary sewer system at one or more locations. It was the con- census of opinion that Baxter & Woodman should work up a proposal for studying the infiltration problem and present it at the next Council Meeting, detailing the costs of such a study. Motion by Harker, seconded by Schooley, to amend MC-100, Section 1, Paragraph (b) (4) by increasing sewerage use charges to non-residential users to 65 cents per 1,000 gallons. Voting Aye: Nolan, Datz, Schooley, Adams, Harker, Bolger, Smith. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Adams, seconded by Datz, to amend MC-100, Sec- tion 1, Paragraph (b) (3) by increasing sewerage use charges to all laundromats not using city water to 65 cents per 1,000 gallons. Voting Aye: Nolan, Datz, Adams, Harker, Bolger, Smith, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Harker, seconded by Nolan, to advertise for bids on painting the interior and exterior of the water reservoir and incorporating all needed safety fixtures for the reservoir in the bid. Voting Aye: Nolan, Datz, Adams, Harker, Bolger, Smith, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Thursday, October 5, 1978 page 4 Discussion was held on where sewerage from the McHenry Lakes Estates subdivision should be routed, through the Lakeland Park lift station or the Millstream lift station. Dr. Sundin was instructed to study the matter and return with a recommendation from Baxter & Woodman at the next Council Meeting. 111 Motion by Nolan, seconded by Adams, to publish all amendments to MC-100 and 0-77-115 in pamphlet form.
