HomeMy WebLinkAboutMinutes - 10/02/1978 - City Council REGULAR MEETING AND PUBLIC HEARING ON MARTIN-ANDERSON ANNEXATION PROPOSAL MONDAY, OCTOBER 2, 1978 8 P.M. The regular meeting and public hearing on the Martin- Anderson Annexation Proposal was held on Monday, October 2, 1978. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Absent: Rogers. Motion by Datz, seconded by Nolan, to accept the minutes of the September 18, 1978 Regular Meetingfthe September 20, 1978 Public Hearing and Joint Conference Meeting be accepted as read. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Mayor Stanek reconvened the Public Hearing and Joint Con- ference on the Martin-Anderson Annexation proposal. Present at the Hearing were petitioners, Mrs. Richard Anderson and Mrs. Ferol Tom- linson, Attorneys for petitioners James Green, DAn Curran, Don Truck- enbrod and Contract Purchaser Tom Harding. Following review of the annexation agreement, motion made by Harker, seconded by Nolan, to adjourn the Public Hearing and Joint Conference on the Martin-Anderson annexation proposal. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Harker, seconded by Adams to pass an ordinance approving the Martin-Anderson Annexation Agreement and authorize the mayor and clerk to sign it. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley, Mayor Stanek. Voting Nay: None. Absent: Rogers. 4s S. -. Monday, October 2, 1978 page 2 Motion by Schooley, seconded by Nolan, to pass an ordinance annexing the Martin-Anderson territory and granting it an R-1 zoning classification. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Datz, seconded by Smith, to approve the prelimi- nary plat of Martin Woods Unit 1 as presented. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Kit Carstens, acting chairman of the McHenry Area_Chamber of Commerce, invited the City Council to participate in a Forum the chamber is conducting to gather facts in regard to the manner in which the insurance was disbursed by the City of McHenry.. It will be held at West Campus cafeteria at 7:30 P.M. October 12, 1978. Local insurance agents will also participate. The mayor announced he would be able to attend. James Gault of Arthur J. Gallagher Insurance Co. presented recommendations regarding the city insurance program. It was the consensus of opinion to forego insurance coverage on plate glass and valuable papers and records. Motion by Datz, seconded by Harker, to increase the Um- brella Liability coverages from one million to two million dollars at an additional cost of approximately $2,000.00. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Monday, October 2, 1978 page 3 The other recommendations of Gault were turned over to the Insurance Committee for their review. Mayor Stanek assigned Harker to replace Bolger on the Insurance Committee following Bolger's resignation from that committee. Datz was appointed as Chairman of the committee. Motion by Schooley, seconded by Nolan, to pass an ordi- nance prohibiting parking on Waukegan Road east of Green Street except in the parking metered area. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Monday, October 2, 1978 page 5 Motion by Smith, seconded by Harker, to pay Meade Elec- tric $1,633. 70 for traffic signal repairs with reimbursement to be sought from the traffic offender's insurance company. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Datz, seconded by Adams, to pay Hartford In- surance Co. $5,410.00 for 25% of the Workmans Compensation policy premium. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Datz, seconded by Harker, to pay Willis Martin $500.00 for his services in updating the city mapping program and setting up a house numbering system for the city and to pay the high school student who assists him $3.00 per hour. If warranted, Martin will be given supplemental money at a later time. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Nolan, seconded by Harker, to authorize Chief Pasenelli to send Communications Deskman Richard Davis to Spring- field for a LEADS conference at an approximate cost of $125.00 on October 16, 17, 18, 1978. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Monday, October 2, 1978 Page 6 Motion by Harker, seconded by Adams, to authorize Chief Pasenelli to replace existing alley lights on squad cars with lights which can be serviced with, standard American made bulbs at an ap- proximate total cost of $220.00. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Motion by Adams, seconded by Nolan, to enter into the of- ficial records of the City Council a conmiendation made by Chief Pas- enelli to Officer James Rust for his aggressive patrol procedures and alertness in apprehending a burglar who was involved in 3 burg- laries and 3 thefts. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Rogers. Motion carried. Mayor Stanek read a ldtter from McHenry Zoning Board Mem- ber Clint Claypool stating he was resigning from the Zoning Board because he has recently been appointed to replace Willis Simms on the McHenry County Board. Smith, chairman of the Building $ Zoning Committee, reported that his committee suggests that to equalize the four Wards in the City, the area between the Chicago-Northwestern tracks and Crystal Lake Road from Route 120 south to the city limits be removed from Ward.2 and added to Ward 3. Attorney Narusis was authorized to draw up an amending ordinance for passage at the next City Council Meeting. Motion by Smith, seconded by Adams, to adjourn.
