MONDAY, SEPTEMBER 18, 1978 8 P.M.
The regular meeting of the City Council was held on Monday,
September 18, 1978. The meeting was called to order by Mayor Stanek.
At roll call the following aldermen were present: Schooley, Bolger, Nolan,
Harker, Datz, Smith, Adams. Absent: Rogers.
Motion by Adams, seconded by Datz, to approve the minutes of the
Regular Meeting of September 5, 1978 and the Public Hearing and Joint
Conference for Martin-Anderson Annexation on September 11, 1978, as read.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Harker, seconded by Nolan, to open the bids for new
squad cars.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Buss Ford Sales submitted a bid of $20,900.00 for four (4) Ford
LTD 2 squad cars including a trade-in for three (3) old squad cars.
Torkelson-Lincoln-Mercury submitted a bid of $20,340.76 for four (4) 1979
Mercury Cougar Squad cars including a trade-in of three (3) old squad cars.
Since there were several exceptions from each dealer on the bid specifications,
Smith made a motion, seconded by Harker, to refer the bids to the Purchasing
Committee and if no serious discrepancies are found on the low bid, the low
bid of Torkelson should be accepted.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams,
Voting Nay: None.
Absent: Rogers.

Mayor Stanek asked if Frank Low of the Frank Low Insurance
Agency wished to address the Council as listed on the agenda. Low said
he had a prepared statement which he requested Alderman Bolger to read.
Bolger first read his statement asking that the action taken September 5,
1978, to award the city insurance to A. J. Gallagher & Co. be declared null
and void because he felt it was reconsideration of action taken by the
Council on June 28, 1978. He asked City Attorney Narusis to render a
decision on his request. Narusis was not present at this meeting. Mayor
Stanek asked Bolger to put his request in writing and it would be presented
to Attorney Narusis who would give a reply in three (3) days.
Bolger then read the statement presented to him by Mr. Low.
Copies of both statements and Bolger's written request are attached.
Motion by Schooley, seconded by Adams, to authorize and approve
payment of the following bills:

the amount of $2,332.00 for installation of a sidewalk south of West Campus
High School adjacent to Crystal Lake Road.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Datz, seconded by Harker, to approve the August Clerk's
report as read.

Motion by Nolan, seconded by Harker, to reconsider the motion
that was made earlier in this meeting to send the squad car bids to the
Purchasing Committee for review.

Voting Nay: Schooley, Bolger, Smith, Adams.
Absent: Rogers.
The Mayor declared the motion failed.
Motion by Smith, seconded by Adams, to adjourn.
