HomeMy WebLinkAboutMinutes - 07/17/1978 - City Council REGULAR MEETING MONDAY , JULY 17, 1978 8 P.M. The regular meeting of the City Council was held on Monday, July 17, 1978. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Adams , Schooley, Rogers , Bolger, Nolan, Harker, Datz, Smith. Absent: None. Members of the McHenry Police Department appeared at the Council Meeting attired in their newly purchased brown uniforms. All policemen were introduced along with the two new members. Motion by Harker, seconded by Rogers to pass a resolu- tion recognizing the newly formed McHenry Police Association as announced by Chief George Pasenelli and extending the Council ' s appreciation and assistance toward this new organization. Voting Aye: Adams , Schooley , Rogers , Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. III An award was presented to Mrs. Lester (Betty) Smith, as- sistant director of the City of McHenry's Emergency Services and Disaster Agency by Mayor Stanek for her attendance and participation at a training seminar. Mayor Stanek announced that petiticnspresented at the Public Hearing held July 14, 1978 regarding the annexation proposal by Residential Development Group for the Backhaus Farm would be entered into the official permanent records of the City of McHenry. The petitions were signed by 42% of adjoining landowners to the Backhaus property and by 615 concerned residents of McHenry County. Motion by Rogers , seconded by Schooley, to accept the min- utes of the regular council meeting of July 3, 1978, of the Public Hearing on the 1978-79 Proposed Appropriation ordinance held July 3, Monday, July 17, 1978 Page 2 1978, of the Special Meeting and Joint Conference on Derby Acres July 10, 1978 and of the Public Hearing and Joint Conference on the proposed annexation of the BAckhaus Farm by Residential Development Group on July 14, 1978, as read. Voting Aye: Adams , Schooley, Rogers , Bolger, Nolan, 111 Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan to pass an ordinance annexing the H. H. Mass property in question known as Derby Acres. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Adams to pass an ordinance classifying the H.H. Mass property in question to "R-3" Single Family District subject to variations as outlined in the ordinance. Voting Aye: Adams, Schooley, Rogers , Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley to require that developer donations from the Towne-Orleans property for the McHenry Township Fire Protection District be left open in their annexation agreement so that if donations are required in the future, that property will III have to pay this donation. There was no second to the motion. Motion by Harker, seconded by Nolan, to pass an ordinance approving the Second Amendment to the Pre-annexation Agreement of Towne-Orleans (Jake Freund Farm) with correction discussed at this meeting and to authorize the Mayor and Clerk to sign said agreement. Motion by Smith , seconded by Harker, to pass an ordinance amending the zoning on portions, of the Towne-Orleans (Jake Freund) property as recommended by the Zoning Board of Appeals. Voting Aye: Adams , Schooley , Rogers , Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Harker to approve the Preliminary Plat of Towne-Orleans (Jake Freund) property subject to the corrections pointed out at this meeting. Voting Aye: Adams , Schooley, Rogers , Bolger, Nolan. Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Harker, to grant a varia- tion to the Fence Ordinance for a corner lot a Green & Fairway to Tom Krause. Voting Aye: Adams , Schooley , Rogers , Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried.
