MONDAY, JULY 10, 1978 8: 14 P.M.
In the absence of Mayor Stanek, the Clerk called the roll .
The following aldermen were present: Nolan, Harker, Datz, Smith,
Adams , Schooley, Rogers. Absent: Bolger.
Motion by Rogers , seconded by Schooley, to appoint senior
aldermen Raymond Smith as temporary chairman of this meeting in the
absence of Mayor Stanek.
Voting Aye: Nolan, Harker, Datz, Smith, Adams , Schooley,
Rogers.
Voting Nay: None.
Absent: Bolger.
Motion carried.
Temporary Chairman Smith called to order the Special
Meeting of the City Council and the Recessed Joint Conference and
Public Hearing on the H. H. Mass annexation agreement known as
Derby Acres.
Sup't Meyer reported bid opening of the 1978 Summer Street
Maintenance program had been held at 11 :00 A.M. July 10, 1978 at
City Hall . Three bids were taken out; Curran Contracting of Crystal
Lake; Peter Baker & Son of Woodstock and Liberty Asphalt Corp. of
Grayslake. Only Curran and Baker returned bid quotations. Baker' s
bid was $93,399.80 and Curran's was $91 ,350.07.
Motion by Nolan, seconded by Datz, to award the contract
for the 1978 Summer Street Maintenance program to the low bidder,
Curran Contracting of Crystal Lake at a bid of $91 ,350.07.
Voting Aye: Nolan, Harker, Datz, Smith, Adams, Schooley,
Rogers.
Voting Nay: None.
Absent: Bolger.
Motion carried.
Motion by Nolan, seconded by Harker, to return the $5,000
Cashier's check of Peter Baker & Son as the proposal guarantee which
accompanied his bid.

Rogers.
Voting Nay: None.
Absent: Bolger.
Motion carried.
Alderman Bolger arrived at 8:35 P.M.
Herman H. Mass, his attorney Thomas Nuelle and his land
planner Charles Mionske, were present to present their annexation
agreement proposal for Derby Acres. Also present were George Cole
of the Plan Commission; Ronald Wilkins of the Zoning Board of Appeals ;
and Lloyd Wagner, vice president of the Lakeland Park Property Owner's
Association.
After lengthy discussion, Motion by Rogers, seconded by
Schooley, to pass an ordinance approving the annexation agreement
as amended and to authorize the Mayor and Clerk to sign the agree-
ment.
Voting Aye: Nolan, Harker, Datz, Smith, Adams, Rogers ,
Schooley, Bolger.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Rogers , seconded by Adams, to adjourn.

Absent: None.
Motion carried.
