The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Absent: Datz. Motion by Harker, seconded by Adams, to accept the minutes of the regular meeting June 5, 1978 and of the special meetings June 7 and 14, 1978, as read. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Rogers, seconded by Schooley, to refer the pro- posed annexation of 141 acres of land by Arnold Kaufman (Glosson Farm) to the Zoning Board of Appeals. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Smith, seconded by Harker, to set a date for a Public Hearing on a Pre-annexation Agreement by Kaufman to Wednesday, August 30, 1978 at 8:00 P.M. Voting Aye: Smith, Adams, Schooley, Bolger, Nolan, Harker. Voting Nay: Rogers. Absent: Datz. Motion carried. Motion by Schooley, seconded by Adams, that the hearing on the annexation agreement of Rae Motors by continued generally to a date to be determined later. Motion by Schooley, seconded by Harker, to annex the George Cone property on Lillian Street provided the petitioner meets the requirements of the law. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Rogers, seconded by Schooley, to accept the mayor's appointment to the Library Board as follows: Ruth Fenwick to fill the unexpired term of William Bolger - term to run from July 10, 1978 to July 1, 1979: Karen Kent, Barbara Williams and Robert O'Brein - terms to expire July 1, 1982. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Harker, seconded by Nolan, to make the Pro- posed Appropriation Ordinance as presented by the Finance Com- mittee available for public inspection. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Harker, seconded by Adams, to instruct the city attorney to start proceedings to change the City of McHenry Zoning Ordinance regarding Multi-Family Districts of R-4A, R-4B, and R-5A. Motion by Harker, seconded by Rogers, to instruct the city attorney to amend the City of McHenry Zoning Ordinance so that in the case of annexations where property is being annexed to the city, that property will automatically take such a residential classification that suits or meets the area requirements of that property being an- nexed. Voting,Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Nolan, seconded by Adams, to accept the May Clerk's report as read. Monday, June 19, 1978 Page 5 Motion by Schooley, seconded by Harker, to authorize Curran Contracting Co. to resurface Green Street at a price net to exceed $12,000. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Schooley, seconded by Adams, to authorize Sup't. Meyer to advertise for bids on the 1978 Summer Street Maintenance Program as approved by the Council. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Smith, seconded by Bolger, to pass a Resolu- tion to appropriate the sum of $80,000 of Motor Fuel Tax funds for the purpose of maintaining city streets during the 1978 calendar year. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Harker, seconded by Bolger, to pay Keno & Sons Payment Estimate No. 6 for $50,599.80 as recommended by Baxter & Woodman for the Iron Removal project. Monday, June 19, 1978 Page 6 Motion by Adams, seconded by Nolan, to close the following streets for Block Parties: Pyndale from Bromley, July 16 from 1:00 to 9:00 P.M. and Lincoln Avenue from Church to Freund, August 13. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Harker, seconded by Bolger, to extend the water main approximately 490 feet south of Lillian Street past the Baptist Church at a cost of about $9,000 with participation by property owners benefiting from the extension. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Nolan, seconded by Schooley, to autho- rize Fred Meyer as Park Director to regulate the sale of candy and other snack items by Youth League mothers in Petersen Park. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Nolan, seconded by Schooley to autho- rize the expenditure of up to $240 for entertainment on July 4th in Petersen Park. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Monday,19, 1978 Page 7 Motion by Nolan, seconded by Harker, to authorize the purchase of prizes for games on July 4th at Petersen Park for the city picnic at a cost of approximately $35. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Mayor Stanek called a Special Meeting for Wednesday, June 28, 1978 at 8:00 P.M. for the purpose of discussion and possible action on insurance related matters. Motion by Rogers, seconded by Harker, to instruct Arthur J. Gallagher & Co. to review the city insurance program, to write specifications and also compete for bids on the insurance program. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Smith, seconded by Adams, to adjourn. Clerk Mayor SPECIAL MEETING WEDNESDAY, JUNE 14, 1978 8:35 P.M. Special Joint Conference and Public Hearing before the City Council, Plan Commission and Zoning Board of Appeals regarding a proposed annexation agreement by Martin-Anderson was called to order by Mayor Stanek. On roll call, the following aldermen were present: Bolger, Nolan, Harker, Adams, Schooley, Rogers. Absent: Datz, Smith. Zoning Board Members present: Wilkins, Fouse. Absent: Cuda, Claypool, Williams, Kauss, Blake. Plan Commission Members present: Meurer. Absent: Pepping, Martin, Thomas, Comerio, Wedekind, Toole, Bunting, ScIlwegel , Cole, Eckstein. Others present: Mrs. Ferol Tomlinson, one of the property owners; James Green, attorney; Robert Grossman, planner; John and Tom Harding, contract purchasers and developers; Bernard Narusis, city attorney; Fred Meyer, Supt. of Public Works and observers Mr. and Mrs. Edward Jornd, Ernest Jornd, Bernadine and Diane Benson. Following a presentation by the petitioners' attorney and planner, Rogers made a motion, seconded by Harker, that the proposed annexation petition be referred to the Plan Commission. Voting Aye: Bolger, Nolan, Harker, Adams, Schooley, Rogers. Voting Nay: None. Absent: Datz, Smith. Motion carried. Motion by Schooley, seconded by Nolan, to continue this public hearing to Monday, August 21, 1978, at 8:00 P.M. Voting Aye: Bolger, Nolan, Harker, Adams, Schooley, Rogers. Voting Nay: None. Absent: Datz, Smith. Motion carried. Motion by Rogers, seconded by Schooley, to pass a reso- lution allowing developers of the Maritn-Anderson property to Wednesday, June 14, 1978 Page 2 deposit $10,000 as required by MC-126 for that proposed annexation and that a deposit of $5,000 shall be kept in their account at all times with respect to development of that subdivision. Voting Aye: Bolger, Nolan, Harker, Adams, Schooley, Rogers. Voting Nay: None. Absent: Datz, Smith. Motion carried. Motion by Rogers, seconded by Adams, to adjourn.
