HomeMy WebLinkAboutMinutes - 05/15/1978 - City Council REGULAR MEETING MONDAY, MAY 15, 1978 8:00 P.M. The regular meeting of the City Council was held on Monday, May 15, 1978. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Absent: None. Motion by Smith, seconded by Nolan, to accept the minutes of the regular meeting May 1, 1978 and the Special Meetings of May 3, 1978 and May 10, 1978, as read. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Attorney James Green addressed the Council and asked that his request for a set-back variation in Woodcreek Subdivision on Draper Road be withdrawn. Motion by Datz, seconded by Rogers, to accept the recommendation of the Zoning Board of Appeals and deny the variation requested for Woodcreek Subdivision. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Harker, to accept the recommendation of the Zoning Board of Appeals and deny the zoning variation requested by Freund & Letizia for a house at 1509 N. Richmond Road. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Adams, to call a Special Meeting for Monday, June 19, 1978 at 8 P.M. for a Public Hearing on an annexation pro- posal by William H. Tonyan, Sr. for property in the Industrial Development on Route 120 known as Rae Motors, Inc. Monday, May 15, 1978 Page 2 Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Harker, to concur with the recommen- dation of the Zoning Board of Appeals and pass an ordinance granting a variation as amended for property in the 1600 block of North Park street requested by Barbara Gerasch and Lillian Bolger. Voting Aye: Adams, Rogers, Bolger, Nolan, Harker, Datz, Smith, Mayor Stanek. Voting Nay: Schooley. Absent: None. Motion carried. Motion by Harker, seconded by Bolger, to amend the alcoholic beverage ordinance and increase the number of Class "H" liquor licenses available in the city from one to two. Voting Aye: Adams, Schooley, Rogers, Bolger, Harker, Datz, Smith. Voting Nay: Nolan. Absent: None. Motion carried. Motion by Datz, seconded by Adams, to enter a two-year contract with Clarke Outdoor Spraying for continuation of the mosquito control program as stated in the proposed contract as presented. Voting Aye: Adams, Schooley, Rogers, Bolger, Harker, Datz, Smith, Nolan. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek, as Liquor Commissioner, stated he would issue a Class "H" liquor license to the Long John Silver Restaurant on West Route 120. Monday, May 15, 1978 Page 3 Motion by Harker, seconded by Smith, to reschedule the regular meeting of May 29 to Wednesday, May 31, 1978 because of the Memorial Day holiday. Voting Aye: Adams, Schooley, Rogers, Bolger, Harker, Datz, Smith, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Adams, to approve the final plat presented by Dan Fry for his subdivision north of the city off Riverside Drive. Voting Aye: Adams, Schooley, Rogers, Bolger, Harker, Datz, Smith, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Adams, to grant a variation on the Fence Ordinance and permit William Seifert to erect a fence on his property at the corner of Central and Prairie in Lakeland Park Subdivision. Voting Aye: Adams, Schooley, Rogers, Bolger, Datz, Smith, Nolan. Voting Nay: Harker. Absent: None. Motion carried. Tony Iacullo asked the Council for a variation on the Fence Ordinance on his property at the corner of Dartmoor, Abbington and Crystal Lake Road. It was the concensus of opinion of the Council that he return with other suggestions regarding the type of fencing he wished to erect. Motion by Nolan, seconded by Schooley, to authorize the purchase of floral plantings for various locations in the city which will be maintained in part by the Campfire Girls as one of their civic projects. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Datz, seconded by Harker, to authorize the expenditure of $1,967.00 for trees and shrubbery for Whispering Oaks Park. Motion by Smith, seconded by Adams, to accept the April Treasurer's Report as read. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion by Harker, seconded by Nolan, to accept the bid of Carey Electrical Contractors for electrical work to be done on Well No. 6 in the amount of $5,856.00. Motion by Smith, seconded by Schooley, to pass an ordinance amending Section VI of the Subdivision Control Ordinance. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek read a letter of retirement from the Library Board written by Earl R. Walsh effective July 1, 1978. Mayor Stanek read a letter of resignation from the Library Board written by William J. Bolger, President of that Board, effective after the Library Board Meeting July 10, 1978. Motion by Adams, seconded by Nolan, to pay $100 per month to the mayor for expenses incurred in the line of his duties as mayor. Voting Aye: Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz, Smith. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Adams, to authorize the expenditure of $3,000.00 to the Northern Illinois Crime Lab for police services in fiscal year beginning May 1, 1978 and ending April 30, 1979.
