HomeMy WebLinkAboutMinutes - 05/01/1978 - City Council REGULAR MEETING MONDAY, MAY 1, 1978 8 P.M. The regular meeting of the City Council was held on Monday, May 1, 1978. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Absent: None. Motion by Bolger, seconded by Adams, to accept the minutes of the annual meeting held April 24, 1978 as read. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Datz, to award the contract for Well No. 6 Pump to Layne-Western Co. of Aurora in the amount of $18,980.00 with a completion date of 70 days. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Rogers, to award the bid for water connection work from Well No. 6 to Well No. 5 Well House to Ray T. Meyer Plumbing Co. of Northbrook in the amount of $10,575.00 with a completion date of 60 days and that an additional 57. bid bond be submitted by that company. Voting Aye: Smith, Rogers, Schooley. Voting Nay: Bolger, Adams, Nolan, Harker, Datz. Absent: None. Motion did not carry. Motion by Bolger, seconded by Harker, to award the bid for water connection work from Well No. 6 to Well No. 5 Well House to Lakeland Construction Company of McHenry in the amount of $11,365.00 with a completion date of 30 days. Voting Aye: Adams, Bolger, Nolan, Harker, Datz. Voting Nay: Smith, Schooley, Rogers. Absent: None. Motion carried. Monday, May 1, 1978 Page 2 Motion by Harker, seconded by Adams, to authorize Baxter & Woodman to obtain two proposals for electrical service and equipment for the Well No. 6 Pump in addition to the one submitted by Holtgren Electric. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Harker, to authorize Baxter & Woodman to issue Keno & Sons Construction Co. a seventy-two hour notice stating that in the event that arrangements satisfactory to the City of McHenry and Baxter & Woodman have not been made by May 5, 1978 to complete work on Well No. 5 water treatment plant The City of McHenry will be at liberty to complete the remaining work deducting the cost thereof from money due or thereafter to become due to the Contractor under the Contract. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Schooley, to change the date of the Special Council Meeting on Derby Acres annexation proposal from Wednesday, May 17 to Wednesday, May 24, 1978 at 8 P.M. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Schooley, to grant a variation on the Fence Ordinance and allow Emil Braem to erect a fence on his corner lot at 1514 N. North Ave. Monday, May 1, 1978 Page 3 Voting Aye: Adams, Schooley, Rogers, Bolger. Voting Nay: Smith, Nolan, Harker, Datz. Absent: None. There being a tie vote, Mayor Stanek cast an aye vote and declared the motion passed. Motion by Harker, seconded by Datz, to pass an Ordinance amending the Fence ordinance regarding corner lots. Voting Aye: Smith, Adams, Bolger, Nolan, Harker, Datz. Voting Nay: Schooley, Rogers. Absent: None. Motion carried. Motion by Harker, seconded by Schooley, to pay Big Wheels, Inc. for one 1977 diesel liquid sludge truck in the amount of $48,750.00. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harter, Datz. Voting Nay: None. Absent: None. Motion carried. Meyer to hire fifteen (15) summer employees for the Public Works department. Voting Aye: Smith, Adams, Schooley, Rogers, Nolan, Harker, Datz. Voting Nay: Bolger. Absent: None. Motion carried. Motion by Nolan, seconded by Schooley, to pass an ordinance amending the Subdivision Control Ordinance, Article VI, Section B, Paragraph 3. Voting Aye: Smith, Adams, Schooley, Rogers, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Adams, to pay Thomas F. Bolger $1,510.69 for his collection fee for fiscal year 1977-78 as Special Assessment Collector for Lakeland Park. Voting Aye: Smith, Adams, Schooley, Rogers, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to set Wednesday, June 14, 1978 as a Special City Council meeting. At 8 P.M. , the William Nelson Pre- Annexation agreement will be discussed and at 8:30 P.M. a Public Hearing and a combined conference of the Council, Zoning Board of Appeals and Plan Commission will be conducted regarding the Martin-Anderson Annexation proposal. The Clerk will notify the Zoning Board and Plan Commission in writing regrading the above matters. Voting Aye: Smith, Adams, Schooley, Rogers, Nolan, Harker, Datz, Bolger. Voting Nay: None. Madl of 919 Wiltshire Drive to serve for a 2 year term on the Police Pension Board. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Harker, to pass an ordinance prohibiting parking on the north side of Washington Street. Voting Aye: Smith, Adams, Schooley, Rogers, Bolger, Nolan, Harker, Datz. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to insert the following tribute to Lillian Anglese in the permanent records of the Council minutes: A TRIBUTE TO LILLIAN ANGLESE UPON HER RETIREMENT AFTER 32 YEARS OF SERVICE ON THE McHENRY PUBLIC LIBRARY BOARD Once in awhile, and sometimes only once in a lifetime, someone like Lillian Anglese comes along and, with special talents, helps to shape a little corner of the world. In this case that little corner of the world is the McHenry Public Library. Lillian possesses a unique quality of gentle persuasion that brings out the best in those who work with her. It is largely because of her guidance that we have a fine library in McHenry today. Without her help and knowledge in library affairs, I am afraid we might have slipped many times along the way. And so we are grateful to Lillian - not only for the questions she answered but just as importantly for the answers she questioned. How can we best pay tribute to this grand and gracious lady - we can only try. Lillian Anglese represents the best of McHenry - love and laughter - culture and wit and wisdom and grace in public service. For more Monday, May 1, 1978 Page 7 than two generations she has imparted a nobility in all she has done, a grandeur of purpose which has helped shape the lives of those she touched.
