MONDAY, APRIL 24, 1978 8 P.M.
The annual meeting of the City Council was held on Monday, April 24,
1978. The meeting was called to order by Mayor Stanek. At roll call the
following aldermen were present: Datz, Smith, Schooley, Rogers, Bolger,
Nolan, Harker. Absent: Adams.
Motion by Harker, seconded by Datz, to accept the minutes of the
April 17, 1978 meeting as read.
Voting Aye: Datz, Smith, Schooley, Rogers, Bolger, Nolan, Harker.
Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Harker, seconded by Nolan, to concur with the recommendation
of the Zoning Board of Appeals and pass an ordinance reclassifying Lot 2
in Block 2 of Lakeland Shores Unit 3 from R-3 Single Family District to B-1
Commercial District.
Voting Aye: Datz, Smith, Schooley, Rogers, Bolger, Nolan, Harker.
Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Harker, seconded by Datz, to place Washington Street on
the Safer Off-System (SOS) Program and to authorize the appropriation and
allocation of matching funds from the city to complete the program.
Voting Aye: Datz, Smith, Schooley, Rogers, Nolan, Harker.
Voting Nay: None.
Not Voting: Bolger.
Absent: Adams.
Motion carried.
Motion by Rogers, seconded by Nolan, to amend Liquor License
Ordinance reducing the number of Class F licenses available from 4 to 3.
Voting Aye: Datz, Smith, Schooley, Rogers, Bolger, Nolan, Harker.
Voting Nay: None.
Absent: Adams

Motion by Harker, seconded by Smith, that it is the concensus of
opinion of the Council that a Big Wheels sludge hauling truck should be
obtained for the Sewer Department and the purchase be made out of the
appropriation for fiscal year 1978-79.
Voting Aye: Datz, Smith, Schooley, Rogers, Bolger, Nolan, Harker.
Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Schooley, seconded by Smith to make final payment to
Jos. Huemann & Sons for Well No. 6 in the amount of $4,927 .63.
Voting Aye: Datz, Smith, Schooley, Rogers, Bolger, Nolan, Harker.
Voting Nay: None.
Absent : Adams. W/S Check #1376
Motion carried.
Motion by Nolan, seconded by Harker, to transfer money from the
General Fund to the Debt Service Fund to erase the deficit of approximately
$8,000.
Voting Aye: Datz, Smith, Schooley, Rogers, Bolger, Nolan, Harker.
Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Rogers, seconded by Datz, to forgive the $80,000.00
owed from General Fund to the Water/Sewer Fund for fiscal year 1977-78 .
Voting Aye: Datz, Smith, Schooley, Rogers, Nolan.
Voting Nay: Bolger, Harker.
Absent: Adams.
Motion carried.
Motion by Datz, seconded by Smith, to approve the 1978-79 Wage
Schedule as recommended by the Finance Committee.
Voting Aye: Datz, Smith, Schooley, Rogers, Bolger, Nolan, Harker.
Voting Nay: None.

Mayor Stanek read a letter from Mrs. Lillian Anglese, a 32-year
member of the McHenry Library Board, advising that she would not be available
for reappointment to that Board in July, 1978 due to ill health.
Motion by Smith, seconded by Schooley, to adjourn.
