HomeMy WebLinkAboutMinutes - 04/17/1978 - City Council REGULAR MEETING MONDAY, APRIL 17, 1978 8 P.M. The regular meeting of the City Council was held on Monday, April 17, 1978. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Absent: None. Motion by Adams, seconded by Datz, to approve the minutes of the regular meeting April 3, 1978 and the special meeting April 13, 1978 as read. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers. Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan to conduct a Special Council Meeting for a Joint Conference of the City Council, Plan Commission and Zoning Board of Appeals on Wednesday, May 10, 1978 at 8 P.M. for a preliminary conference on a Planned Unit Development being presented by Residential Development Group for the property known as the Backhaus Farm on the corner of Bull Valley Road and Crystal Lake Road and to hold a Special Council Meeting on Wednesday, June 28, 1978 at 8 P.M. for a hearing on a Pre- Annexation Agreement on the above described property. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan to authorize the use of Green Street in front of the Municipal Building as a transfer point for RTA busses for a 90 day trial period beginning about the end of May 1978. Voting Aye: Harker, Datz, Smith, Adams, Rogers, Bolger, Nolan. Voting Nay: Schooley. Absent: None. Motion carried. Motion by Smith, seconded by Adams to authorize McHenry County Communications to install the convertacoms in city squad cars. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Schooley, to authorize the hiring of 2 policemen to increase the police force from 19 to 21 men, effective May 1, 1978. Motion by Rogers, seconded by Schooley, to authorize July 15 as tag day for the McHenry Pigtail League. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Meyer and Attorney Narusis to review the Zoning Ordinance regarding B-4 Commercial District Zoning and return to the Council with a recommendation. Monday, April 17, 1978 Page 6 Motion by Schooley, seconded by Adams, to award the bid to Curran Contracting of Crystal Lake for construction of 3 tennis courts in Petersen Park at a cost of $33,685.00. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley to issue a variation on the fence ordinance to a resident of Lakeland Park. Motion died for lack of a second. Motion by Adams, seconded by Schooley, to accept the dedication of a portion of Draper Road from Lancer Corporation and to authorize the Mayor and Clerk to sign the plat. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Rogers, seconded by Schooley, to pass an ordinance annexing the Petersen Park property west of the railroad tracks along with the beach property. Voting Aye: Harker, Datz, Smith, Adams, Schooley, Rogers, Bolger, Nolan. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Adams, to amend MC-48, Section 39a 111 not to allow parking between curbs and sidewalks for more than a 24-hour period.
