PLAN COMMISSION AND CITY COUNCIL
AND
PUBLIC HEARING ON FRITSCH PROPERTY
8:00 P.M.
11/ Mayor Stanek called to order the special meeting and joint
conference of the zoning board, plan commission and city council and
public hearing on Fritsch property. On roll call, the following aldermen
were present: Nolan, Datz, Adams, Schooley. Absent: Bolger, Harker,
Smith, Rogers.
On roll call, the following members of the Plan Commission were
present: Pepping, Comerio, Wedekind, Eckstein, Meurer, Schwegel, Cole.
Absent: Thomas, Martin, Toole, Bunting.
On roll call, the following members of the Zoning Board of
Appeals were present: Kauss and Blake, Absent: Wilkins, Claypool,
Fouse, Williams, Cuda.
Attorney James Green of Joslyn & Green, represented the
petitioner John Fritsch. GreeL formally requested a 90 day continuance
on the Public Hearing because the petitioners had under estimated the
planning that would be necessary for this project and they were in
need of additional time especially in the area of utility planning
(sewer & water) .
Mayor Stanek asked if there were any objectors in the audience
and received no replies.
Motion by Nolan, seconded by Datz, to recess the Special
Meeting of the City Council, Joint Conference of the Zoning Board and
IA/ Plan Commission and the Public Hearing until Wednesday, May 3, 1978 at
7 :30 P.M.
Voting Aye: Nolan, Datz, Adams, Schooley.
Voting Nay: None.
Absent: Bolger, Harker, Smith, Rogers.
Motion carried.
Meeting was recessed at 8:33 P.M.

SPECIAL MEETING
PROPOSED USE OF REVENUE SHARING FUNDS
FEBRUARY 20, 1978
7 :20 P.M.
The Special Meeting of the City Council was called to order by
Mayor Joseph Stanek at 7:30 P.M. At roll call the following aldermen were
present: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Absent: Rogers.
Mayor Stanek announced that the purpose of the special meeting
was to allow public participation into the proposed use of Revenue
Sharing Funds for Entitlement Period 10 for allocation through the fiscal
year beginning May 1, 1978 to April 30, 1979.
Citizens who addressed the Council with oral and written state-
ments were: Stan Johnson representing the McHenry Area Rescue Squad, no
specific dollar amount requested; Marcy Fishbach representing the McHenry
Hornets Junior Football League requested $1,000.00; John Gacek represent-
ing the McCullom Lake Conservation Club requested $8,459.00; Donald
Kinsala representing the McHenry Pigtail League requested $2,000.00;
and Larry Ekeroth representing Boone Creek Clean-Up Group, no specific
dollar amount requested.
The following aldermen presented these requests: Datz-
$2,000 for mosquito abatement; Bolger - $5000 for library; Nolan -
$50,000 for Parks and Community Center.
Meeting was adjourned at 8:15 P.M. by Mayor Stanek.

REGULAR MEETING
MONDAY, FEBRUARY 20, 1978 8:23 P.M.
The regular meeting of the City Council was held on Monday,
February 20, 1978. The meeting was called to order by Mayor Stanek.
At roll call the following aldermen were present: Schooley, Bolger,
Nolan, Harker, Datz, Smith, Adams. Absent: Rogers.
Motion by Harker, seconded by Datz, to accept the minutes of the
Regular Meeting February 6, 1978 and the minutes of the Special Meeting
February 7, 1978.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Mayor Stanek announced that the Public Hearing scheduled for
tonight on the Pre-Annexation Agreement proposed by John Fritsch for 480
acres on Crystal Lake Road be recessed to May 3, 1978 at 7:30 P.M.
Roger Moehling of W. A. Rakow & Associates presented his report
on the use of Federal Aid Urban (FAU) funds for maintenance of streets in
the city.
Motion by Harker, seconded by Nolan, to pass a resolution
requesting the Illinois Department of Transportation to the following
two streets to the FAU Map: Kane Avenue from Route 31 to Green Street
and John Street from Green Street to Route 31.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Nolan, seconded by Adams, to authorize the Police
Department to contract with the Northern Illinois Crime Laboratory to
provide services through April 30, 1978.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.

Motion by Harker, seconded by Schooley, to authorize Police
Chief Pasenelli to purchase amunition for the Police Department.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Schooley, seconded by Adams, to authorize Police
Chief Pasenelli to purchase traffic citation books for the Police
Department.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith,
Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Harker, seconded by Datz, to authorize the hiring
of a part-time meter person to work 4 hours a day, 5 days a week with
the Police Department.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith,
Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Datz, seconded by Smith to concur with the recommenda-
tion of the Zoning Board of Appeals and pass an ordinance reclassifying
McHenry Savings & Loan - Davidson property on Elm Street from B-2 to B-1.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith,
Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Schooley, seconded by Adams to accept the January
Treasurer's Report as read.

Motion by Harker, seconded by Adams, to authorize the Mayor to
notify Baxter & Woodman that its demographic study relating to sewer
and water future planning areas for the city of McHenry is accepted as
presented.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Smith, seconded by Bolger, to pay Payment Estimate
No. 4 to Keno & Sons in the amount of $35,672.40 for the Iron Removal
Project.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Smith, seconded by Harker, to authorize the Clerk to
reply to a letter from Attorney John Looze regarding a merchantable title
for McHenry High School East Campus and state that the City of McHenry has
no interest in any efforts to collect various special assessments on that
property and regards any rights of payment therefrom obrogated and terminated.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
Absent: Rogers.
Motion carried.
Motion by Adams, seconded by Nolan, to pass a resolution recognizing
the accomplishments of Montini Catholic School, Sister Mary Madeleine and
three of its students, Marie Stumpf, Cindy Kinsala and Nancy Smith and that
a copy be spread on the records of the City of McHenry and copies be presented
to Marie Stumpf, Cindy Kinsala, Nancy Smith, Sister Mary Madeleine and
Montini Catholic School.
Voting Aye: Schooley, Bolger, Nolan, Harker, Datz, Smith, Adams.
Voting Nay: None.
