HomeMy WebLinkAboutMinutes - 01/30/1978 - City Council REGULAR MEETING MONDAY, JANUARY 30, 1978 8 P.M. The regular meeting of the City Council was held on Monday, January 30, 1978. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present : Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz. Absent: Bolger. Motion by Harker, seconded by Adams, to accept the minutes of the January 16, 1978 meeting as read. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz. Voting Nay: None. Absent: Bolger. Motion carried. Motion by Schooley, seconded by Datz, to accept the minutes of the Special Meeting on January 18, 1978 as read. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz. Voting. Nay: None. Absent : Bolger. Motion carried. Alderman Bolger arrived at 8:29 P.M. Motion by Harker, seconded by Nolan, to amend MC-48, Section 43. Voting Aye: Smith, Adams, Schaedel, Nolan, Harker, Datz, Bolger. Voting Nay: Schooley. Absent: None. Motion carried. Motion by Schooley, seconded by Nolan, to pass an ordinance prohibiting the parking of vehicles on city streets after a 2 inch snow- fall to facilitate snow removal. Voting Aye: Smith, Adams, Schaedel, Nolan, Harker, Datz, Bolger, Schooley. Voting Nay: None. Absent: None. Motion carried. Monday, January 30, 1978 Page 2 Tom Michelsen of Center street addressed the Council regarding the Ordinance on tree bank parking. The Mayor authorized the Street and Sidewalk Committee to study the matter and report back with a recommendation. Gerome Cudauskas of Cooney Heights subdivision presented a petition in behalf of 108 residents of that area urging the Council to "use their best efforts in preventing the overnight parking of operating train engines in the area proposed." The Mayor said it would be given consideration. Motion by Harker, seconded by Schaedel, to concur with the Zoning Board of Appeals recommendation and grant Planned Unit Development zoning to LaSalle National Bank Trust #44167 and Lancer Corporation. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Datz, to pass a resolution urging the McHenry County Conservation Department to designate the area of the Fox River whose banks are approximately in city limits as a "No-Wake area". Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Schooley, to grant Tom Pender permission to install benches at specific locations throughout the city with the consent of the Supt. of Public Works with the stipulation that the City has the exclusive right to call for removal of the benches at any time. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz. Voting Nay: Bolger, Absent: None. Motion carried. Monday, January 30, 1978 Page 3 Motion by Smith, seconded by Adams, not to abandon the Bauer water well in Country Club Estates. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Alderman Schaedel left the Council Chambers at 9:54 and returned at 9:55. Motion by Harker, seconded by Adams, to pass a resolution supporting the recommendation and plan as presented to Supt. Fred Meyer by the Illinois Department of Transportation regarding the intersection of Waukegan, Front and Elm streets. Voting Aye: Smith, Adams, Schooley, Nolan, Barker, Datz, Bolster. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Bolger, seconded by Smith, to authorize Supt. Meyer to conduct a traffic count at the intersection of Main and Front Streets. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Barker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Schaedel, to pay Torkelson Lincoln-Mercury for a new squad car in the amount of $5,286.42 to replace one damaged in an accident. ($4,474.00 was reimbursed by insurance re- `-" suiting in an actual cost to the city of $P12.42.) Check #3068 Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Monday, January 30, 1978 Page 4 Motion by Schooley, seconded by Bolger, to pay Elmer Graham $100 for an appraisal of McCullom Lake front property owned by Herman Mass. Check #3067 Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Adams, to pass a Resolution urging the immediate construction of Route FAP 420. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. The Mayor read a letter of resignation from Edward Parks who had been serving on the Zoning Board of Appeals. Motion by Schooley, seconded by Adams, to remove two parking meters in front of the Library and establish a no parking zone from Waukegan Road south to John street on the west side of Green Street. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz. Voting Nay: Bolger. Absent: None. Motion carried. Motion by Nolan, seconded by Adams, to concur with the recom- mendation of the License Committee and take no action on establishing an Ambulance Ordinance. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Monday, January 30, 1978 Page 5 Alderman Schaedel read his letter of resignation from the City Council-Fourth Ward -- effective at the close of this January 30, 1978 meeting. He stated he was being transferred to Pensacola, Florida in his line of work. Motion by Schooley, seconded by Bolger, to accept Schaedel's resignation with regret. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Smith, to present Schaedel with a plaque in recognition of his work on the Council. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. At 10:41 P.M. , Mayor Stanek requested an Executive Session. Motion by Nolan, seconded by Schooley, to enter into Executive Session for the purpose of discussing possible land acquisition. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried. At 10:45 P.M. , the Council went into Executive Session. Motion by Nolan, seconded by Schooley, to return to open session at 11:21 P.M. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Monday, January 30, 1978 Page 6 Mayor Stanek declared that discussion on the possible purchase of beach front property from Herman Mass on McCullom Lake, would be continued to the next regular meeting of the Council, February 6, 1978. Motion by Smith, seconded by Adams, to adjourn. Voting Aye: Smith, Adams, Schaedel, Schooley, Nolan, Harker, Datz, Bolger. Voting Nay: None. Absent: None. Motion carried.
