HomeMy WebLinkAboutMinutes - 01/16/1978 - City Council REGULAR MEETING MONDAY, JANUARY 16, 1978 8 P.M. The regular meeting of the City Council was held on Monday, January 16, 1978. The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Datz, Smith, Adams, Schooley, Bolger, Nolan, Harker. Absent: Schaedel. Motion by Adams, seconded by Nolan, to accept the minutes of the January 3, 1978 meeting as read. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Harker. Voting Nay: None. Absent: Schaedel. Motion carried. Attorney Dan Curran of Joslyn & Creen appeared to ask that the hearing on the Proposed Annexation Agreement be held at this meeting and that a hearing date be set for a combined meeting of the City Council, Plan Commission and Zoning Board of Appeals. Mayor Stanek called for a Public Hearing and a Combined Conference to be held on Tuesday, February 7, 1978 at 8 P.M. in Council Chambers regarding the matter of the appli- cation of John W. Fritsch and Theodore N. Pitzen for annexation to the city of McHenry. Motion by Harker, seconded by Schooley, that the Annexation Agreement hearing be recessed from tonight to Monday, February 20, 1978. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Harker. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Datz, seconded by Nolan, to concur with the Zoning Board of Appeals recommendation and pass an ordinance amending the zoning ordinance granting B-1 Commercial Zoning to LaSalle National Bank Trust #44167 and Lancer Corporation. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Harker. Voting Nay: None. Absent: Schaedel. Motion carried. Monday, January 16, 1978 Page 2 Motion by Barker, seconded by Datz, to concur with the Zoning Board of Appeals recommendation and pass an ordinance pro- viding for an amendment to the zoning ordinance granting R-4 Multi- Family District zoning. to LaSalle National Bank Trust #44167 and Lancer Corporation. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, "Harker. Voting Nay: None. Absent• Schaedel. Motion carried. Motion by Smith, seconded by Adams, to pay Pearl Street Bridge Estimate No. 13 for $9,157 .51 to McHenry County Highway Department. Check # 136 Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Barker. Voting Nay: None. Absent: Schaedel. "1 Motion carried. Motion by P.olger, seconded by Nolan to instruct Elmer Graham of Lakeland Realtors to make an appraisal for the sum of $100 of the Herman Mass property alone. McCullom Lake. Motion by Schooley, seconded by Adams to accept the December Treasurer's report as read. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Barker. Voting; Nay: None. Absent: Schaedel. Motion by Harker, seconded by Bolger, to accept the rec- ommendation of the License Committee and amend MC-73 increasing the monthly pick-up fee for garbage service to $4.75. Voting Aye: Datz, Smith, Adams, Harker , Bolger, Nolan, Voting Nay: None. Passed: Schooley. Absent: Schaedel. Motion carried. Motion by Bolger, seconded by Adams to designate March 18 as tag day for the Easter Seal association. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Harker. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Smith, seconded by Adams to authorize issuance of a food delivery license to Imperial Catering Service. Motion by Schooley, seconded by Adams, to accept the low hid of Tones, Inc. for a speaker system for the council chambers at a price of $2,212.19. Motion by Datz, seconded by Harker, to accept the low bid of Business & Industrial Furniture, Inc. of Milwaukee, Wis. in the amount of $1,849.59 for folding banquet tables and aldermen's council room chairs. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Harker. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Datz, seconded by Harker, to pass a resolution to select the option of Contributions Method for financing unemployment insurance as required by the Illinois Unemployment Insurance Act. Motion by Harker, seconded by Schooley, to increase Guy Weber's wages to $4.00 per hour for part time work at the Sewer Plant. --. Voting Aye: Datz, Smith, Adams, Schooley, Bolger, Nolan, Harker. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Smith, seconded by Adams to pay Frank Low Insurance $4,695.00 for the amended experience modification bill for Workman's Compensation. Motion by Schooley, seconded by Adams to pass a resolution appropriating $34,400 from Motor Fuel Tax funds for street maintenance during the 1978 calendar year. Motion by Schooley, seconded by Nolan, to amend MC-48, Article III to remove parking meters along the south side of Elm street from Richmond Road east to Creen street and install no parking signs. Voting Aye: Datz, Smith, Adams, Schooley, Nolan, Harker. Voting Nay: Bolger. Absent: Schaedel. Motion carried. Motion by Schooley to eliminate parking; in one parking stall on the northeast corner of Park and Pearl streets. Following discussion, Schooley withdrew his motion.
