MONDAY, DECEMBER 19, 1977 7:04 P.M.
The City Council met in an informal meeting with Mayor Stanek presiding.
The following aldermen were present: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schaedel, Schooley. Absent: None.
Also present: Jack Fritsch, land owner of proposed annexation; Jim Green
his attorney; Tom McCabe, engineer; Jim Goldberg, consultant; Edmond N. Zisook,
architect and planner. Also members of the Plan Commission and of the Zoning
Board of Appeals.
Attorney Green make the presentation and presented maps on the
475-acre proposed annexation plan.
Motion by Harker, seconded by Nolan, that the Council agree to pursue
the matter and have the developers make a formal presentation at the January 16,
1978 meeting of the city council. All ayes. Motion carried.
Meeting adjourned at 7:47 P.M.

REGULAR MEETING
MONDAY, DECEMBER 19, 1977 8 P.M.
The City Council met in regular meeting with Mayor Stanek presiding. At
roll call the following aldermen were present: Nolan, Harker, Datz, Smith, Adams.
Schaedel, Schooley, Bolger. Absent: None.
Motion by Harker, seconded by Datz, to accept the minutes of the December
19, 1977 meeting as read.
Voting Aye: Nolan, Harker, Datz, Smith, Adams, Schaedel, Schooley, Bolger.
Voting Nay: None.
Absent: None.
Motion carried.
The Police Commission Board appeared at the meeting to announce the sele-
ction of Mr. George Pasenelli of Waukegan as the new Chief of the McHenry Police
Department to replace Chief Kenneth Espey who is retiring February 12, 1978.
The new chief's salary will be $19,500.00 which is the salary of the present
chief.
Motion by Smith, seconded by Adams, to authorize the new Chief of Police
to officially assume employment with the city on February 1, 1978.
Voting Aye: Harker, Datz, Smith, Adams, Schaedel, Schooley, Bolger.
Voting Nay: Nolan.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Adams to accept the recommendation of the
Zoning Board of Appeals to reclassify eight(8 ) lots in Block 2, Lakeland Park
Unit 3 on West Route 120 from R-3A to B-l; the City enter into a water
main extension agreement with the lot owners and pass an ordinance amending
the City of McHenry Zoning Ordinance.
Voting Aye: Nolan, Harker, Datz, Smith, Adams, Schaedel, Schooley, Bolger.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Schaedel to accept the low bid of Wm. H.
Tonyan $ Sons in the amount of $83,350.00 for construction of an addition to the
Public Works maintenance building.

Motion by Smith, seconded by Adams to authorize the payment of $500 to Jos.
Frett Sons for blueprints and specifications for the addition to the Public
Works maintenance building.
Voting Aye: Nolan, Harker, Datz, Smith, Adams, Schaedel, Schooley, Bolger.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Harker, to accept the bid of Hester Oil com-
pany to furnish gasoline for the calendar year 1978 with the stipulation that
the city may terminate the agreement at any time: prices--94 octane leaded
regular .569 per gal. ; 93 octane unleaded regular .599 per gal. ; 99 octane
leaded premium .609 per gal.
Voting Aye: Harker, Datz, Smith, Adams, Schaedel, Schooley, Bolger.
Voting Nay: None.
Pass: Nolan.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Datz, to authorize the request of the
McHenry Township Fire Protection District to grant them permission to encroach
on Freund Avenue for and during the time it takes them to work on the foundation
of the firehouse.

Motion by Smith, seconded by Schooley to authorize Supt. Fred Meyer to get
prices and construct a cyclone fence around the Sioux Lane water tower.

It was the consensus of opinion of the Council that the Ambulance Ordinance
discussion be tabled until the city attorney returns from vacation.
Motion by Schooley, seconded by Adams to amend Section VIII of the Subdivision
Control Ordinance regarding sidewalk construction.
Voting Aye: Nolan, Harker, Datz, Smith, Adams, Schaedel, Schooley, Bolger.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Smith, that it shall be the policy of the
City of McHenry that all full time employees must be at the time they are hired,
a resident of the city of McHenry and must remain a resident of McHenry during
their employment. This policy would not apply to any person now employed by the
city and not now residing within the municipal limits and would not apply to
personnel hired under the federal Comprehensive Educational Training Agency(CETA) .
Any change in this policy would require a two-thirds vote of the City Council.
