MONDAY, DECEMBER 5, 1977 8 P.M.
The City Council met in regular meeting with Mayor Stanek pre-
siding. At roll call the following aldermen were present: Adams, Bolger,
Datz, Harker, Nolan, Schaedel, Schooley, Smith. Absent: None.
Motion by Harker, seconded by Schooley to accept the minutes of
the November 21, 1977 meeting as read.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel,
Schooley, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Harker to pass ordinance requiring
developer donations for vacant land in city limits.
Motion by Bolger, seconded by Smith, to amend motion to add
"for all property annexed after January 1, 1965".
Voting Aye on the amendment: Adams, Bolger, Datz, Smith.
Voting Nay on the amendment: Harker, Schaedel, Schooley, Nolan.
Absent: None.
There being a tie vote, Mayor Stanek cast a Nay vote and declared
the amendment to the motion did not carry.
Voting Aye on the original motion: Datz, Harker, Nolan, Schaedel,
Schooley.
Voting Nay on the original motion: Adams, Bolger, Smith.
Absent: None.
Motion carried.
Motion by Harker, seconded by Nolan to adopt an Agreement and
Notice regarding cash contributions which would be attached to Plats of
Subdivisions as per copy attached to these minutes.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel, Schooley.
Voting Nay: Smith.
Absent: None.
Motion carried.

Motion by Harker, seconded by Schooley, to adopt ordinance
prohibiting parking on tree banks.
Voting Aye: Adams, Datz, Harker, Nolan, Schaedel, Schooley.
Voting Nay: Bolger, Smith.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Adams, to authorize the mayor to
inform the Police Pension Board in writing that the City Council had
reviewed the audit by the State of Illinois Department of Insurance and
the City will attempt to attain actuarial solvency as soon as possible
in the Police Pension Fund.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel,
Schooley, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Schaedel to give city employees
Christmas checks as in the previous year in the amount of $25 for regular
employees, and $10 for crossing guards, library help and auxiliary police.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel,
Schooley, Smith.
Voting Nay: None.
Absent: None.
Motion carried.

Motion by Bolger, seconded by Smith to approve the recommendation
of the Zoning Board of Appeals regarding the petition of Burke, Sawey, Will,
Pawl, Schadt, Hill and Exchange National Bank Trust #10937 for reclassifi-
cation of 7 lots on Route 120 from R-3A to B-1 conditioned upon the lot
owners installing and hooking up to the city water supply on a 50-50
cost sharing basis with the city.
After discussion, Smith withdrew his second and Bolger withdrew
`—' the motion.
Motion by Harker, seconded by Schooley, to proceed with an
Engineering Services Agreement with Baxter & Woodman for water system
improvements.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel,
Schooley, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Adams to approve the recommendation
of the Finance Committee for merit raises for Cynthia LaFontaine of the
Clerk's department, Gary Gilpin of the Public Works Department , and Gary
Wigman and Rich Davis of the Police Department.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel,
Schooley, Smith.
Voting Nay: None.
Absent: None.

Motion by Harker, seconded by Schooley to pass an ordinance annexing
the McLake Company property on Ringwood and zoning it B-1 as recommended
by the Zoning Board of Appeals.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel,
Schooley, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Datz, seconded by Adams to approve resubdivision
of Cerwin's two lots on Route 120.
Voting Aye: Adams, Bolger, Datz, Harker, Nolan, Schaedel,
Schooley, Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Adams to adjourn.
