OCTOBER 17, 1977 7:21 P.M.
Mayor Stanek called the meeting to order. The following aldermen
and Schooley.
were present: Bolger, Nolan, Harker./ Schaedel arrived at 7:24 and Smith
at 7:29 P.M. Absent: Datz and Adams.
Stan Johnson of the McHenry Rescue Squad spoke in behalf of that
organization and requested a portion of the revenue sharing funds.
Nancy Fike of the McHenry County Historical Museum requested
$5,000 for that organization.
Gary Gray spoke in behalf of funding additional recreation facil-
ities, especially lighted tennis courts.
John Comerio of the Mcllenry Plan Commission requested that funds
be spent for additional recreational programs and facilities.
Jerry Raycraft and Ed Hammer of the McCullom Conservation Club re-
quested funds for the upgrading of McCullom Lake, specifically 30% of EP 9
revenue sharing funds since 30% of the registered voters in McHenry live in
that area.
Jack Pepping, chariman of the McHenry Plan Commission, ask that
funds be spent for long range needs of the city for recreational facilities,
particularly a community center in Petersen Park.
Sandra Mellius of the League of Women Voters reported on a
recent survey made by their group. It showed that a majority of those
answering the questionnaire specified that the city was in need of re-
creational facilities and programs.
Bill Miller of the McHenry Hornets Youth Football league asked for
funds for that group.
Bill Pictor spoke in support of tennis courts.
Anne Cuda requested that funds be allocated for the upgrading
and development of the Boone Creek area.

Rich McMillian reported he represented 18 students from the
Urban Geography class at McHenry East Campus who indicated that recreational
facilities in Petersen Park such as a pool, tennis courts, a basketball
court, a skate board rink and a gathering place for social events for
everyone to use were needed in the city.
Alderman Bolger, president of the McHenry Library Board, asked
that consideration be given to the library should any funds be available.
Mayor Stanek suggested that funds should be set aside in this
Entitlement Period and future periods for a multi-purpose building in
Petersen Park in the amount of approximately $250,000. He also mentioned
that a Public Works building was needed.
The meeting was adjourned at 7:55 P.M.
It is noted that the McHenry County Senior Citizens Council
was notified by phone a week before the proposed use hearing. They
were invited to be present and make any proposals they wanted in either
written or oral form. No one stepped forward at this hearing.

The City Council met in regular meeting with Mayor Stanek presiding.
At roll call the following aldermen were present: Bolger, Nolan, Harker,
Smith, Schaedel, Schooley. Absent: Datz, Adams.
Motion by Harker, seconded by Nolan, to accept the minutes of the
October 3, 1977 meeting as read.
Voting Aye: Bolger, Nolan, Harker, Smith, Schaedel, Schooley.
Voting Nay: None.
Absent: Datz, Adams.
Motion carried.
Larry Lund of the McHenry Chamber of Commerce addressed the
Council concerning purchase of Christmas decorations from that organization.
Motion by Harker, seconded by Nolan, to purchase Christmas dec-
orations from the Chamber of Commerce for the sum of $15,000.
Voting Aye: Bolger, Nolan, Harker, Smith, Schaedel, Schooley.
Voting Nay: None.
Absent: Datz, Adams.
Motion carried.
Motion by Harker, seconded by Schooley, to purchase a skyjacker
attactment for use by the Public Works department for the sum of $6,250.
Voting Aye: Bolger, Nolan, Harker, Smith, Schaedel, Schooley.
Voting Nay: None.
Absent: Datz, Adams.
Motion carried.
Motion by Bolger, seconded by Harker, to pass an ordinance
approving the proposed annexation agreement for the Boyd Christensen
property on Draper road and authorizing its execution.

Stanek.

Motion by Smith, seconded by Nolan to pass an ordinance annexing
the Boyd Christensen property to the city of McHenry.
Voting Aye: Bolger, Nolan, Harker, Smith, Schaedel, Schooley.

Neil Hunter of Lancer Corporation appeared before the Council
concerning a recessed Joint Conference held Oct. 5, 1977. After making
his proposals on developer donations for Pheasant Valley, the Joint Con-
ference was adjourned.
Motion by Schooley, seconded by Harker, to approve a plat for
seven lots known as Farm View Subdivision north of the city which is
within 12 miles of the city limits.
Voting Aye: Bolger, Nolan, Harker, Smith, Schaedel, Schooley.
Voting Nay: None.
Absent: Datz, Adams.
Motion carried.
Motion by Smith, seconded by Harker, to authorize W. A. Rakow
& Associates to make a preliminary study on road maintenance costs for
five city streets to determine if they would be eligible to qualify for
FAU (Federal Aid Urban) funds. The streets are: Kane Avenue between
Route 31 and Creen Street; Main Street from the railroad tracks to Crystal
Lake Road; Green Street through its entire length; Lillian Street from the
railroad tracks to Crystal Lake Road; and Pearl Street for possible in-
stallation of traffic signals.
Voting Aye: Bolger, Nolan, Harker, Smith, Schaedel, Schooley.
Voting Nay: None.

1,285 linear feet of fencing in Petersen Park to Bell Fencing Co.

Motion by Nolan, seconded by Schooley, to authorize the clerk to
advertise for bids for a pickup truck for the sewer department.

Motion by Nolan, seconded by Schooley, to authorize the ex-
penditure of $200 to the McHenry Jaycees in support of a Halloween Party
for city children.

Mayor Stanek called for a Special Meeting of the City Council
for Thursday, Oct. 27, 1977 at 7:30 P.M. Purpose of the meeting will be
to discuss Revenue Sharing allocations for EP 9, traffic conditions on
Waukegan Road, and any and all other business which might properly come
before the Council.
