HomeMy WebLinkAboutMinutes - 10/03/1977 - City Council REGULAR MEETING MONDAY, OCTOBER 3, 1977 8:08 P.M. The City Council met in regular meeting with Mayor Stanek presiding. At roll call the following aldermen were present: Bolger, Nolan, Datz, Harker, Smith, Adams. Schaedel arrived at 9:32 P.M. Absent: Schooley. ._. Motion by Harker, seconded by Adams, to accept the minutes of the September 26, 1977 meeting as read. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams. Voting Nay: None. Absent: Schaedel, Schooley. Motion carried. Police Commission Board members, Chairman Earl Murray, Secretary Anthony Pintozzi and member Peter Adams, appeared before the Council to discuss selection of a new police chief to replace Chief Kenneth Espey who is retiring in February of 1978. Motion by Bolger, seconded by Harker, to award the contract for �-- drilling Well No. 6 to Joseph Huemann & Sons at their bid price of $19,381.00. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams. Voting Nay: None. Absent: Schaedel, Schooley. Motion carried. Motion by Adams, seconded by Nolan, to authorize payment to Frank Low Insurance Co. for the following: Workmen's Compensation Insurance - $11,405.00 and Auto-General Comprehensive Liability Insurance - $9,485.44. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams. Ck. #1962 Voting Nay: None. Absent: Schaedel, Schooley. Motion carried. Datz, Chairman of the Finance Committee, reported on a recent meeting with the Chamber of Commerce regarding a request by the Chamber for funds from the city. Tom Low, president of the Chamber, will appear at the next meeting with a presentation for the Council on the Chamber s proposal. Nolan, Chairman of the Park Committee, reported that after investigation, it was determined it would not be feasible to move the James Thompson House at the corner of Pearl street and Richmond road to Petersen Park for use as a temporary community house. The McHenry State Bank, which made the proposal, was notified by phone of the decision. Alderman Schaedel arrived at 9:32 P.M. Motion by Nolan, seconded by Harker, to approve installation of a portion of the proposed fencing project around Petersen Park and to authorize Bell Fencing Company to construct the fence. Ayes: Bolger, Nolan, Harker, Datz. Nays: Smith, Adams. Pass: Schaedel. Absent: Schooley. Mayor Stanek declared the motion failed for lack of a 2/3 majority vote which is needed to pass any motion which involves the expenditure of over $1,500. () Motion by Smith, seconded by Datz, to pay Meade Electric Company for repair of a traffic signal in the amount of $2,754.75 for which the city has been reimbursed in full by insurance. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams, Schaedel. Voting Nay: None. Absent: Schooley. Motion carried. Monday, October 3, 1977 Page 4 Motion by Harker, seconded by Datz, to authorize the clerk to purchase three fire proof, legal size files from the Fox Lake Office Supply Co. at a total price of $1,490.82 which was the lowest price quotations received from three different companies. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams, Schaedel. Voting Nay: None. Absent: Schooley. Motion carried. Motion by Smith, seconded by Adams. to amend the ordinance on licensing to establish a penalty for non-compliance of that ordinance. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams, Schaedel. Voting Nay: None. Absent: Schooley. Motion carried. Motion by Smith, seconded by Adams, to increase the hourly rate fee of the city attorney from $35 to $45 per hour. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams, Schaedel. Voting Nay: None. Absent: Schooley. Motion carried. Motion by Smith, to amend the ordinance relating to the selection of a Chief of Police by authorizing the Police Commission Board to make the selection of the chief of police with final acceptance of the Board's selection to be made by the City Council and Mayor. The motion failed for lack of a second. The Mayor declared a five minute recess at 10:38 P.M. to clear the chambers before the Council went into Executive Session for dis- cussion of litigation on the Concerned Citizens-Buss Ford Sales law suit. Monday, October 3, 1977 Page 5 At 10:43 P.M. , the Council went into Executive Session. Roll call found the following aldermen present: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel. Absent: Schooley. At 11:32 P.M. , Nolan made a motion, seconded by Datz, to go back into open meeting. Voting Aye: Bolger, Nolan,, Datz, Harker, Smith, Adams, Schaedel, Voting Nay: None. Absent: Schooley. Motion carried. Motion by Smith, seconded by Adams, to adjourn. Voting Aye: Bolger, Nolan, Datz, Harker, Smith, Adams, Schaedel. Voting Nay: None. Absent: Schooley. Motion carried.
