MONDAY, SEPTEMBER 12, 1977 8 P.M.
The Special Meeting of the City Council was called to order
by Mayor Stanek. Meeting was called for the purpose of considering a
Police Pension Tax Levy Ordinance, approving a bid advertisement for
Well No. 6 and any and all other business which might properly come
before the Council. At roll call, the following aldermen were present:
Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley, Schaedel. Absent:
None.
Motion by Harker, seconded by Schooley, to accept the minutes
of the September 6, 1977 meeting as read.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Schaedel.
Voting Nay: None.
Absent: None.
Motion carried.
After lengthy discussion of the Police Pension Tax Levy Ordinance,
no motion was made to pass an amended tax levy ordinance changing the
amount from $4,000 to $47,296 as requested by the Police Pension Board
and the State Department of Insurance.
Motion by Harker, seconded by Nolan, to accept the recommendation
of the Zoning Board of Appeals and to pass an ordinance reclassifying the
Stilling property at 4509 W. Route 120 from R-2 to B-1.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Schaedel.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Datz, seconded by Schaedel to adopt an Expense
Account Program to reimburse elected city officials for expenses in-
curred in connection with official business on behalf of the city,
mileage to be reimbursed at 13 cents per mile.

Motion by Smith, seconded by Adams, to proceed with ren-
ovation of the city clerk's business office and to approve purchase
of pictures and other small accessories for that office.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Schaedel.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Stanek announced that a joint meeting of the City
Council, Zoning Board of Appeals and Plan Commission would be held on
Monday, October 3 for a Public Hearing on an Annexation Proposal for
the Boyd Christensen property on Draper Road, south of Wheelock's
Clacier Ridge Subdivision.
Mayor Stanek called for a joint meeting of the City Council,
Zoning Board of Appeals and Plan Commission on a Public Hearing for
Lancer Corporation's presentation of a Planned Unit Development on
West Route 120 (Pheasant Valley), on Monday, October 10, 1977 at 7:30 P.M.
Public Property Committee was authorized to study the poss-
ibility of obtaining a rotary brush sweeper for the Public Works de-
partment for the purpose of removing sandy residue left on the streets
during the winter after sand spreading operations.
Mayor Stanek read a letter from Ms. Beverly Thomas,
executive director of the Northern Illinois Special Recreation
association. She commented that she had heard nothing from the
Council since she appeared here on Aug. 15 to ask for funds for her
association. After discussion, the Council decided that since

Ms. Thomas indicated she would want the city to strike a levy to obtain
funds for this association rather than an outright donation, nothing
could be done this year since the tax levy ordinance for this fiscal
year has already been adopted. The Council indicated that if Ms.
Thomas wished to come before the Council and make another request,
she could do so in March or April of next year before the budget and
levy ordinance are adapted for the 1978-79 Fiscal year.
City Attorney Narusis reported that he had represented the
city in Court September 12 regarding the Concerned Citizens, Inc. law
suit against Russ Ford Motor Sales and the City of McHenry. Concerned
Citizens, Inc. , had reinstated its motion for a temporary injunction
against issuing a building permit for the construction of a garage
by Russ Motors on South Route 31. The case is being heard in front
of Associate Circuit Judge Michael Sullivan and was to be continued
Tuesday, September 13.
Motion by Smith, seconded by Harker, to change the regular
meeting date from Monday, September 19 to Tuesday, September 20, at
the request of Mayor Stanek who will be celebrating his 25th wedding
anniversary on the 19th.
