A Special Meeting was held in the Council Chambers at the call of Alder- men Smith, Bolger, Adams, Harker, "purpose of this meeting is to discuss and possibly act on matters relating to appointments made to various boards, to . , consider the action taken by the City Council at the June 20, 1977 meeting approving the appointment of Steve Stanek to the Library Board and any other action that may be necessary to make the Council a more democratic and open forum." Following proper notification and posting of notices, the meeting con- vened with Mayor Stanek presiding. Upon roll call the following aldermen were present: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel , Schooley. Absent: None. Motion by Bolger, seconded by Smith, to require the mayor to give Council Members notice in writing at least 24 hours in advance of any names of appointments before they are presented at a Council Meeting for enactment. Upon discussion that 24 hours was not sufficient time, Bolger withdrew his motion and Smith withdrew his second. Irmons Motion by Bolger to require the mayor to give Council Members two weeks notice on any appointments he plans to make to various boards. `fter Attorney Narusis -hinted out that it was illegal to place restric- tions tions on the Mayor's authority to make appointments which is granted him in State Statutes, Bolger withdrew his motion. Motion by Bolger, seconded by Schaedel to request the mayor to give notice in writing at least 24 hours in advance of any appointments to the various boards with the specification that it is not the intention of this motion to frustrate the authority of the Council or the Mayor but is merely a courtesy exchange between the mayor and the aldermen and is not meant to effect the validity or legality of any appointments. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel , Schooley. Voting Nay: None. Absent: None Motion carried. Wednesday, June 29, Page 1977 It was the Council 's concensus of opinion that prior to allowing anyone from the audience to speak during meetings who are not on the agenda, the Mayor should take an informal roll call voice vote of each alderman asking if he objects to granting permission for the person to speak. The mayor agreed to do so in the future. Motion by Bolger that the appointment of Steve Stanek to the Library Board be reconsidered. Mayor Stanek declared the motion was contrary to law and out of order as the per Attorney Narusis ' opinion citing a similar case ruling by/ Illinois Supreme Court. Motion by Schooley, seconded by Adams to adjourn. Harker, Datz Smith, Adams, Schaedel , Schooley. Voting Aye: Nolan, Voting Nay: Bolger. Absent: None. Motion carried.
