HomeMy WebLinkAboutMinutes - 05/31/1977 - City Council REGULAR MEETING TUESDAY, MAY 31, 1977 8 P.M. The City Council met in regular meeting with Mayor Stanek presiding. At roll call the following aldermen were present: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Absent: Schaedel. Motion by Harker, seconded by Adams, to accept the minutes of the May 16th, 1977, meeting as read with one correction -- change a word from "Abstaining" to "Declining". Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Harker, seconded by Bolger, to permit the McHenry Rotary Club to erect a high, lighted flagpole on city property at the corner of Waukegan Road and Third Street and to further allow the Rotary AROA to landscape and improve the site for a city park over a period of years. Immediate construction is authorized. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Harker, seconded by Datz, to pass a resolution allowing the sale of alcoholic beverages at St. Patrick's Catholic Church for two weekends June, 10 and 11 and 17 and 18. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Smith, seconded by Harker to allow the Loyal Order of Moose Lodge N. 691, the use of Petersen Park on Aug. 14 or another date for its annual picnic and the distribution of alcoholic beverages so long as they abide by the resolution requiring that it carry Dram Shop In- surance insuring the City of McHenry against damage claims which might occur as a result of such distribution of alcoholic beverages. Motion by Smith, seconded by Schooley, to pass the revised Flood Insurance Ordinance and that it be published in pamphlet form. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Harker, seconded by Nolan, to pass a resolution transferring all remaining funds in the Golfview Special Assessment Account to the General Fund. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Schooley, seconded by Smith, to authorize improvement of the Anne Street extension formerly Sorensen Road at a cost of $7,000.00. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Bolger, seconded by Harker, to resurface the Main Street city parking lot and easements and that parking restrictions in that lot be resolved by the Public Properties committee. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Tuesday, May 31, 1977 Page 3 Mayor Stanek announced that Richard Jager, DBA Jake's Dead End Lounge, 3311 W. Elm Street, has appealed Cook County Judge Arthur to uphold the Ill. Liq. Comm. ruling Dunne's decisionAto the Appellate Court. No hearing date has been set to date. Motion by Datz, seconded by Schooley, to amend the Municipal Code, Chap. 11 Sec. 44, by reducing Class "A" liquor licenses in effect from eighteen (18) to seventeen (17) and that the amendment be published in pamphlet form. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Schooley, seconded by Datz, to accept the resign- ation of David Benrud from the Plan Commission. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Datz, seconded by Harker, to authorize payment of $353.00 to NIPC (Northeastern Illinois Planning Commission) for 1977 dues. Voting Aye: Nolan, Harker, Datz, Schooley. Voting Nay: Bolger, Smith, Adams. Absent: Schaedel. Motion carried. Motion by Adams, seconded by Smith, to authorize payment of $40 to the Chamber of Commerce for 1977 dues for the City of McHenry. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Tuesday, May 31, 1977 Page 4 At the request of Johnsburg Boys' League Baseball President Robert Peisert, the tag day for their league was changed from July 23 to July 16. --� Motion by Adams, seconded by Datz, to pay premiums for hospitalization insurance on two policies for Supt. Fred J. Meyer and these payments are to be considered a part of his salary benefits in future wage negotiations. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. At 11:05 P.M. , the Mayor declared a recess and asked that the Council Chambers be cleared to allow the Council to go into executive session. At 11:28 P.M. a motion by Smith, seconded by Adams, that executive session return to regular public meeting. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel. Motion carried. Motion by Smith, seconded by Adams, to adjourn the meeting. Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schooley. Voting Nay: None. Absent: Schaedel.
