MONDAY, MAY 2, 1977 8 P.M.
The City Council met in regular meeting with Mayor Stanek presiding.
At roll call the following aldermen were present: Nolan, Harker, Datz,
i Smith, Adams, Schaedel, Schooley. Bolger arrived at 8:04 P.M. Absent:
None.
Motion by Harker, seconded by Adams to approve the minutes of the
April 25, 1977 Annual meetingand the minutes
nutes of the April 25, 1977 Special
meeting as read.
Voting Aye: Nolan, Bolger, Harker, Datz, Smith, Adams, Schaedel, Schooley.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Datz, seconded by Smith to approve the Mayor's appointment
of Barbara Gilpin as City Collector for the 1977-78 fiscal year.
Voting Aye: Nolan, Bolger, Harker, Datz, Smith, Adams, Schaedel, Schooley.

Absent: None.
Motion carried.
Motion by Nolan to accept the Zoning Board of Appeals' recommendation
to deny the petition of Spiotto, Pintozzi, Buss for a B-1 zoning and a
variation on South Route 31. Her motion failed for lack of a second.
Motion by Schooley, seconded by Datz, to concur with the Zoning
Board's recommendation to deny the apartment zoning.
Voting Aye: Nolan, Bolger, Harker, Datz, Smith, Adams, Schaedel,
Schooley, Stanek.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Datz, seconded by Adams, to override the Zoning Board's
recommendation to deny the zoning for a retail automobile dealership and
the Council should approve Buss Ford's request.

Motion carried.
Mayor Stanek called a recess at 9:27 P.M. when a large number of
people in the audience filed from the council chambers.
The Meeting was reconvened at 9:50 P.M. At roll call, the following
aldermen were present: Bolger, Nolan, Harker, Datz, Smith, Adams,
Schooley, Schaedel. Absent: None.
William True appeared before the Council suggesting that consid-
eration be given to establishing an ordinance to license ambulance
service operations. The matter was turned over to the License Committee.
Motion by Bolger, seconded by Harker, to reassign Revenue Sharing
Funds cited for tennis courts in Petersen Park to use for restoration
of tennis courts at Freund Field.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel,
Schooley.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Datz, to authorize the Supt. of Public
Works to resurface the tennis courts at Freund Field to be paid from
Revenue Sharing Funds and to blacktop the parking lot at the Public
Library to be paid from the Off Street Parking Fund.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel,
Schooley.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Schooley, to get a $150,000 Guarantee
Title Policy on the recently purchased McHenry Savings and Loan Parking Lot.

Mayor Stanek expressed thanks to the McHenry Savings and Loan
Association for its $500 contribution to the city's Off Street Parking
Fund.
Motion by Schaedel, seconded by Schooley, to pass a resolution re-
cognizing the services of former Fourth Ward Alderman LaVerne Hromec.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel,
Schooley.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Adams, seconded by Harker, to pass a resolution recognizing
the services of former Third Ward Alderman James Wegener.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel,
Schooley.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Nolan, to pass a resolution recognizing
the services of former First Ward Alderman Jack Pepping.
Voting Aye: Bolger, Nolan, Harker, Datz, Smith, Adams, Schaedel,
Schooley.
Voting Nay: None.
Absent: None.
Motion carried.
Smith placed a motion on the floor, seconded by Harker that Wm. H.
Tonyan & Sons, Inc. be paid $13,665.50 for final payment of Estimate No. 3
from the Well No. 5 Construction Fund as recommended by Baxter & Woodman,
Inc. Ck. #828

Smith moved to amend the motion to include payment to Baxter &
Woodman, Inc. for engineering costs of $4,465.41 on final statement for
Well No. 5 construction from the Well Construction Fund. Ck. #827

Mayor Stanek instructed the Purchasing Committee to look into cost
estimates for a sound system in the Council Chambers. --�
Aldermen were sent copies of House Bill 1776 presented to the
State General Assembly by Cal Skinner, Jr., State Representative,re-
garding a proposal to create the Fox River Valley Planning Commission
Act. After studying the Bill, the Council declared it agreed in concept
with the Bill.
Motion by Bolger, seconded by Harker, to pass a resolution appro-
priating the sum of $60,000.00 of Motor Fuel Tax Funds for the purpose
of maintaining streets and highways in the city for the 1977 calendar year.

Schooley.

Motion carried.
Motion by Schooley, seconded by Datz, to pay Lakeland Construction
Co. the sum of $10,100 for culvert and road work done near the Well No.

Motion by Harker, seconded by Adams to transfer $10,500.00 to
Police Salaries account and $19,500 to Road Maintenance account from the
Vehicle Tax Fund and to transfer $10,000.00 from the Road and Bridge
Fund to Public Works account.
