Mayor Stanek convened the Public Hearing with the following present: Aldermen Bolger, Harker, Datz, Smith, Schaedel, City Clerk Barbara Gilpin, Supt. of Public Works Fred J. Meyer. Mayor Stanek read the entire budget summary with proposed uses of Revenue Sharing Funds. There were about 10 people in the Council Chambers who were waiting for the Regular City Council Meeting which was to follow the Public Hearing. When asked by Mayor Stanek for comments on the budget summary, no one replied or stepped forward. Alderman Harker moved that the total budget summary be adopted as presented and read. Alderman Datz seconded his motion. Voting Aye: Bolger, Harker, Datz, Smith, Schaedel. Voting Nay: None. Absent: Pepping, Wegener, Hromec. Motion carried. The Public Hearing was adjourned by Mayor Stanek at 7:50 P.M. Az--&' Clerk Mayor it REGULAR MEETING MONDAY, APRIL 4, 1977 8 P.M. The City Council met in regular meeting with Mayor Stanek presiding. At roll call the following aldermen were present: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel. Absent: Hromec. Motion by Harker, seconded by Pepping, to approve the minutes of the March 21, 1977, meeting with the following corrections: 1. add the words "and maintenance of" to the Boone Creek revenue sharing allocation, and 2. delete the word "Personal" before the words "Property Tax" regarding the transfer of Police Pension monies. Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel. Voting Nay: None Absent: Hromec. Motion carried. The Public Property Committee was instructed by Mayor Stanek to look into the Chamber of Commerce's proposal to donate Christmas decorations to the city if the city would henceforth take over yearly installation, repair and replacement of those Christmas decorations. Motion by Pepping, seconded by Harker, to approve the request of the Chamber of Commerce to close Green Street and Riverside Drive on Saturday, July 2, 1977 and Saturday, Aug. 6, 1977 for sidewalk sale days. Fiesta Day will be held July 4, 1977. Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel. { Voting Nay: None { Absent: Hromec. { Motion carried. Buss and Joan T. Buss. Voting Aye: Datz, Smith, Wegener, Schaedel. Voting Nay: Bolger, Pepping, Harker. Absent: Hromec. Motion carried. Motion by Datz, seconded by Schaedel to pass an ordinance for vacation of a street for McHenry Hospital in Block 3 of the Plat of Venice Park Addition Unit 1. Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel Voting Nay: None. Absent: Hromec. Motion carried. Motion by Bolger, seconded by Smith, to open bids for an air com- pressor. Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel Voting Nay: None. Absent: Hromec. Motion carried. Two bids were submitted as follows: Way-Ken Contractors Supply Co. of Chicago, $7,091.95 and George P. Freund, Inc. of McHenry, $6,908.30. Freund also recommended safety options totaling $120. 1 Motion by Bolger, seconded by Harker to accept the low bid of George P. Fred Meyer to advertise for bids when the approval comes through from the Illinois EPA for the Iron Removal System on Well No. 5. Motion by Pepping, seconded by Smith to pay Estimate No. 3 of $7,611.75 and Estimate No. 4 of $12,356.30 as the city's share of the Pearl Street Bridge Project. Motion by Harker, seconded by Smith to enter into an agreement to purchase land for a parking lot from McHenry Savings & Loan Ass'n. Motion by Schaedel, seconded by Harker to pay new city election judges $10 for attending the election school and $25 for judges' duties on the day of election, April 19, 1977. Judges who have worked in previous city elections will receive $35 even if they do not attend the election school on April 13, 1977. Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel Voting Nay: None. Absent: Hromec. Motion carried. Motion by Datz, seconded by Harker to approve the recommendation of the Plan Commission regarding the Subdivision Plat presented by Donald Garske for land east of the Fox River at Woodlawn Drive and Rosedale Ave- nue. The Plan Commission recommended the approval of the plat which is located within lk miles of the city limits. Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel Voting Nay: None. Absent: Hromec. Motion carried. Motion by Harker, seconded by Pepping, to instruct the City Clerk to deny a solicitation permit in the city to the Unification Church on the grounds that it is not a religious organization.
