MONDAY, MARCH 21 , 1977 8 P.M.
The City Council met in regular meeting with Mayor Stanek presiding. At
roll call the following aldermen were present: Pepping, Harker, Datz, Smith,
Hromec, Schaedel . Bolger arrived at 8:58 P.M. Absent: Wegener.
Motion by Harker, seconded by Schaedel to approve the minutes of the March
7, 1977, meeting as read.
Voting Aye: Pepping, Harker, Datz, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Bolger, Wegener.
Motion carried.
A check for $100 was presented to Pepping, Chairman of the Park
Committee, from the Town & Country Newcomers Club as a donation to be used
in Petersen Park. Mrs. Judith Altenbern made the presentation. Mayor Stanek
thanked the Club in behalf of the Council and the citizens of McHenry.
Motion by Harker, seconded by Hromec, to adopt a resolution commending
Sgt. Robert Zujewski and Officer John Langdon of the McHenry Police Department
for courageous action in the line of duty and that a copy of that resolution
be spread on the records of this meeting.
Voting Aye: Pepping, Harker, Datz, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Bolger, Wegener.

Following discussion, allocations for Revenue Sharing Funds for Entitle-
ment Period 8 (Jan. 1 thru Sept. 30, 1977) in the amount of $81 ,242 were set by
the Council .
Motion by Hromec, seconded by Datz, to allocate $4,500 to the Senior Citizens
Club for a Walk-in Center.
Voting Aye: Pepping, Harker, Datz, Smith, Hromec, Schaedel .
Voting Nay: None.

Motion by Hromec, seconded by Smith, to allocate $5,000 to the McHenry
Area Rescue Squad.

Motion carried.
Motion by Schaedel , seconded by Hromec, to allocate $35,000 toward con-
struction of a Community Center.
Voting Aye: Harker, Smith, Hromec, Schaedel .
Voting Nay: Pepping, Datz.
Absent: Bolger, Wegener.
Motion carried.
Motion by Harker, seconded by Pepping, to allocate $10,000 for Mosquito
Abatement.
Voting Aye: Harker, Smith, Hromec, Schaedel , Pepping, Datz.

Motion by Datz, seconded by Smith, to allocate $5,000 to the PUblic Lib-
rary.

Motion by Hromec, seconded by Schaedel , to allocate $15,000 to Traffic Relief.
Voting Aye: Datz, Hromec, Schaedel .
Voting Nay: Pepping, Harker, Smith.

There being a tie vote, Mayor Stanek cast a nay vote and declared the motion
did not carry.
Motion by Smith, seconded by Hromec, to allocate $10,000 to Traffic Relief.
Voting Aye: Pepping, Harker, Datz, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Bolger, Wegener.
Motion carried.
Motion by Pepping, seconded by Smith to allocate the balance of Revenue
Sharing funds ($6,742.00) for a tennis court in Petersen Park.
Voting Aye: Pepping, Harker, Datz, Smith.
Voting Nay: Hromec, Schaedel .
Absent: Bolger, Wegener.

posed budget as revised for the 1977-78 Fiscal Year as presented by the
Finance Committee.

Motion by Smith, seconded by Harker, to approve the proposed budget for
the Water/Sewer Fund for Fiscal Year 1977-78 as presented.

Motion by Datz, seconded by Bolger, to adopt an Ordinance limiting the
number of mechanical amusement devices for a given business location. --,

Motion by Harker, seconded by Pepping, to adopt an Ordinance transferring
the surplus proceeds from a Well No.5 bond issue to a fund for Well No.6 cons-
truction.

report as read.

Motion by Hromec, seconded by Smith, to transfer $57,972.25 from the
General Fund to the Police Pension Fund as their final levy payment from
- Property Taxes for the present fiscal year.

Motion by Smith, seconded by Pepping, to allocate the use of Anti-
Recession Fiscal Aid funds as follows: $6,234.00 to Summer Help Wages and
$5,000 for materials, supplies and equipment for city administration.

Mayor Stanek reported on the current status of the Richard C. Jager,
(Jake's Dead End Lounge, 3311 W. Elm Street, McHenry) hearing regarding the
denial of a 1976-77 liquor license for that place of business. On March 9,
1977, the State of Illinois Liquor Control Commission notified Stanek that
it affirmed
a his action asLocal Liquor Commissioner in refusing to renew the
1976-77 license. On March 12, 1977, Stanek was informed by mail that the
State of Illinois Liquor Control Commission had denied a Petition for Rehearing
requested by Jager. Stanek then ordered the McHenry Police department to close
the business place which was done at 10:30 P.M. on Saturday, March 12, 1977,
without incidence. On March 15, 1977 at approximately 1 P.M. , Stanek/wasAa
Temporary Restraining and Stay Order by Judge Arthur L. Dunne of the Circuit
court of Cook County. The order restrained anyone from interferring with the
operation of tavern until the temporary injunction expired which was March 25.

The matter for a hearing on Jager's motion for a preliminary injunction was
continued until the 24th day of March, 1977, at 10:00 a.m. in Cook County Cir-
Cuit Court before Judge Arthur L. Dunne.
