Monday, November 1 , 1976 --- 8 P.M.
The City Council met in regular meeting with Mayor Stanek presiding.
At roll call , the following aldermen were present: Bolger, Pepping, Datz,
Wegener, Smith, Hromec, Schaedel . Absent: Harker.
Motion by Hromec, seconded by Datz, to approve the minutes as read of
the regular meeting held Oct. 18, 1976.
Voting Aye: Bolger, Pepping, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Wegener, seconded by Pepping, to set December 20, 1976, for a
public hearing on the pre-annexation agreement to be presented by McHenry Sand
and Gravel regarding the annexation of 125 acres of land on Sherman Hill west
of the city as requested by Allan Miller and his attorney, James Green.
Voting Aye: Bolger, Pepping, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Smith, seconded by Datz, to accept the tenative plan of Boone
Valley Unit No.10 as presented by James Berg and Willis Martin of Robino-Ladd
company.
Voting Aye: Bolger, Pepping, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Pepping, seconded by Hromec , to accept the recommendation of the
Zoning Board of Appeals to annex and zone Mid-States Development Company's
property contingent upon the receipt of proper legal description of right-of-way
easements.

Voting Nay: None.
Absent: Harker.

Motion by Wegener, seconded by Hromec, to purchase a new L.E.A.D.S. machine
for the Police Department.
Voting Aye: Pepping, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: Bolger.
Absent: Harker.
Motion carried.
Motion by Smith, seconded by Datz, to pay the city's pro-rata share of the
Pearl Street Bridge from the Revenue Sharing Fund (Traffic Relief) as per agree-
ment with the County and Township as follows: $12,654.53 for Design Engineering
and Right-of-Way costs and $18,351 .00 for Contractor's Payment Estimate No. 1 .
Voting Aye: Bolger, Pepping, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Wegener, seconded by Hromec, to approve a 3-month leave of absence
request by Ruth Glowe, secretary to Police Chief Kenneth Espey.
Voting Aye: Bolger, Pepping, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: Harker.

Motion by Pepping, seconded by Bolger, to spend the necessary money to get
information for the Public Works Act of 1976 Forms providing that City Attorney
Narusis can determine that the city qualifies for the grant.

Council did not approve the suggestion that Baxter and Woodman as city engineers,
should also serve as the engineering firm for developers of the Ralph Edgar (Jake
Freund) property.

Motion by Wegener, seconded by Bolger to pass a resolution appointing
Barbara E. Gilpin as agent to handle Illinois Municipal Retirement Fund matters
for the City of McHenry.

Mayor Stanek instructed the Public Properties Committee to check into
the request made by Overton-Cadillac owners to the Illinois Department of
Transportation regarding land acquisition at the southwest corner of South
Illinois Route 31 and Route 120. The Committee is to report back at the next
meeting with a recommendation.
Motion by Schaedel , seconded by Smith, to approve payment of the following

resolution supporting appropriate legal action on behalf of itself and its police
officers making it voluntary for police officers to decide whether they want
to participate in Social Security or the Police Pension Fund instead of both
retirement systems.

for over 15 years on the Plan Commission.

Motion by Hromec, seconded by Schaedel to authorize Lester Witte & Co.
to train personnel in the City Clerk's office to maintain the City's account-
ing system at a cost not to exceed $750.

Absent: Harker.

Motion by Datz, seconded by Hromec, to approve the Mayor's appointment of
Barbara Gilpin as City Collector.

Motion by Smith, seconded by Wegener, to .pass a resolution that the City
would accept the new L.E.A.D.S. machine (Incoterm Cathode Ray Tube and associa-
ted printer) in lieu of funds from the Illinois Law Enforcement Commission.

Voting Nay: None.
