MONDAY, OCTOBER 18, 1976 --- 8:00 P.M.
The City Council met in regular meeting with Mayor Stanek presiding. At
roll call , the following aldermen were present: Bolger, Pepping, Harker, Datz,
Wegener, Smith, Hromec, Schaedel . Absent: None.
Motion by Harker, seconded by Bolger, to approve minutes as read of
regular meeting held October 1 , 1976.
Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Wegener to accept the Water and Sewer Report
for the month of September as read.
Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: None.
L'' Motion carried.
The Mayor announced that the record should show that the Clerk's Report
is marked "Tenative Report" due to turn over of employees in that office.
Motion by Schaedel , seconded by Hromec to authorize and approve payment
of the following bills, including the Petersen Park tax bill :

Motion by Bolger, seconded by Harker, to instruct Fred Meyer to gather
information from the Department of Economic Development regarding the Manpower
Employment Act.

Motion by Wegener, seconded by Schaedel to accept Tag Days for Hornets
Football Tag Day on October 23, 1976; K of C Tootsie Roll Day on November 6,
1976 and the United Methodist Church for UNICEP on October 31 , 1976.
Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Schaedel , seconded by Datz to donate $1 ,500 to the Elgin Federation

of Musicians.
Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: None
Motion carried.
The Mayor read a letter from Chief Kenneth P. Espey requesting two addition-
al patrolmen. The matter was referred to the Police Committee.
Mayor Stanek announced that the record should show that Lt. Robert H. Kranz
qualifies to accept regular pay for compensatory time for holidays not used, to
be submitted tb the Clerk's office before December 20, 1976, not to include
Christmas.
Motion by Smith, seconded by Datz to donate $200.00 to the McHenry County
Auxiliary Police Association for services rendered during the Fiesta-Bicenten-
nial Week to match the donation of the Chamber of Commerce.

Mayor Stanek announced that a combined conference of the City Council ,
Planning Commission and the Zoning Board of Appeals would be reconvened on
October 27th at 7:30 p.m. to consider a new diagram on the proposed Planned
Unit Development for Pheasant Valley to be presented by Neil Hunter of
Lancer Corporation.
Motion by Smith, seconded by Harker that Brookwood Gardens be given an
extension of time from January 1 , 1977 to May 15, 1977 to comply with the
requirements of a zoning change issued in 1972 regarding the removal of a
house from that property.
Voting Aye: Bolger, Pepping, Harker, Datz, •Wegener, Smith, Schaedel .
Voting Nay: Hromec.
Absent: None.
Motion carried.
Motion by Harker, seconded by Smith to begin increased rates for sewer
usage the next quarter rather than use two different rates for this quarter.
Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Pepping to adopt the amendment regarding
Section 3 of the Capital Development Fund.
Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: None.
Motion Carried.
Pepping put a motion on the floor, seconded by Hromec that all employees
of the city of McHenry who received insurance monies above their normal salaries
be instructed to return these monies to the city treasury.
Smith moved to amend the motion by inserting the words "improperly paid"
before insurance monies. Motion seconded by Bolger.
Voting Aye on the amendment: Bolger, Harker, Datz, Wegener, Smith.
Voting Nay: Pepping, Hromec, Schaedel

On the original motion as amended which is: all employees of the city of
McHenry who received improperly paid insurance monies above their normal salaries
be instructed to return these monies to the city treasury,
Voting Aye: Pepping, Bolger, Harker, Datz, Wegener, Smith, Hromec, Scheedel .
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Hromec that any person covered by city of
McHenry insurance shall be considered an employee under the terms of that
insurance. This is for the purpose of defining employee for applications
for credit on insurance.
Voting Aye: Bolger, Pepping, Harker, DAtz, Wegener, Smith. Hromec, Schaedel .
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Hromec that the Council adopt an ordinance
that all monies generated through the City Clerk's office including fees for
death certificates, hunting licenses, fishing licenses, voter registrations,
and any and all other fees, be depositied to the City Treasury.
Voting Aye: Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel .
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Hromec that the Mayor's appointment of
Barbara Gilpin as City Clerk be approved by the Council .
Voting Aye: Pepping, Harker, Hromec, Schaedel .
Voting Nay: Bolger, Datz, Wegener, Smith.
Absent; None.
There being a tie vote, Mayor Stanek voted "aye" and declared the motion carried.
