AT THE CALL OF MAYOR STANEK, a Joint Special and Annual Meeting of the City Council was held in the Council Chambers on April 26, 1976 at 7:30 P.M. Following proper notification and posting of notice, the City Council convened with Mayor Stanek presiding. The purpose of the meeting was to act on Alcoholic Beverage Licenses applications, hearing annual reports of Treasurer and Clerk, appointments, and any other business that might come be- f ore the Council at Special Meeting. At roll call, the following Aldermen were present: Bolger, Pepping, Harker, Datz, Wegener, Smith, Schaedel. Absent: Hromec. (Alderman Hromec arrived at 7:35 P.M.) Motion by Harker, seconded by Pepping, to approve Mayor's appointments as follows: Zoning Board of Appeals - Five year terms Charles M. Adams James Fouse Paul Fidler remains as Chairman Plan Commission - Five year terms Edward Datz David Benrud Lee J. Cooney Edward Datz remains as Chairman Board of Health - One year term Dr. H.S. Fike Dr. James McMahon Dr. August Rossetti Health Officer: Dr. August Rossetti Police Commission - Three year term Earl H. Murray Police Pension - Two year term -- One year term John H. Byers Ronald J. Waytula City Collector - One year term Terry Wilde Voting "Aye": Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel. Voting "Nay": None. Absent: None. Motion carried. Meyer er City Attorney - Narusis & Narusis Director of Emergency Services & Disaster Agency - John J. Shay Voting "Aye": Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel. Voting "Nay": None. Absent: None. Motion carried. Motion by Schaedel, seconded by Harker, to contract and approve Mayor's appointment of Lester Witte & Co. to make audit of city funds for fiscal year ending p ii_3q,1976. Voting "Aye": Bolger, Pepping, Harker, Datz, Wegener, Hromec, Schaedel. Voting "Nay": Smith. Absent: None. motion carried. Motion by Datz, seconded by Harker, to trade locations of water tower site of proposed nursing home from parcel 3 to parcel 1 as outlined in Zoning petition, and agree to have petitioners deposit $4,000. to city in water & sewer fund. Voting "Aye": Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel. Voting "Nay": None. Absent: None. Motion carried. Motion by Pepping, seconded by Harker, to approve the Zoning Board of Appeals recommendation of McHenry State Bank T/U/T #793 (nursing home) and pass Ordinance establishing special use by adding the following: Subject to the condition that that petitioner and their assigns shall pay a sewer hook up fee in connection with said special use at the rate of $40.00 per patient bed. For the record, Alderman Harker stated that no parking signs would be installed on Oakwood and Royal Drive. Kramer withdrew application: for class "A" application. Motion by Schaedel to approve all liquor license applica- tions except Richard Jager and Nicholas A. Digilio and Michael L. Cirrincione (Club Alabi). There being no second, Alderman Schaedel withdrew motion. Attorney Kelly, representing Richard Jager, was present and addressed the council. After further discusion regarding Richard Jager license renewal, Mayor Stanek denied renewal of license. Motion by Datz, seconded by Harker, to approve monthly and annual Treasurer's report as read by William Brda. Voting "Aye": Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel. Voting "Nay": None. Absent: None. Motion carried. Motion by Datz, seconded by Smith, to approve monthly and annual Clerk 's report as read. Voting "Aye": Bolger, Pepping, Harker, Datz, Wegener, Smith, Hromec, Schaedel. Voting "Nay": None. Absent: None. Motion carried.
