HomeMy WebLinkAboutResolutions - R-07-009 - 05/14/2007 - MULTI-JURISDICTIONAL JOINT RESOLUTION WESTERN ANDR-07-009 Multi -Jurisdictional Joint Resolution Western and Eastern Bypass WHEREAS, the City Council of the City of McHenry, as well as the Village Boards of the Villages of Ringwood and Johnsburg, approved a resolution in 1999 supporting the construction of an Illinois Route 31 bypass around the City of McHenry to provide effective, efficient, and safe regional transportation alternatives to the existing congested state highways and local roads; and WHEREAS, it is the intent of the McHenry City Council and Ringwood and Johnsburg Village Boards to continue supporting the concept of said bypass or bypasses; and WHEREAS, the McHenry City Council, Ringwood Village Board and Johnsburg Village Board recognize and support McHenry County's efforts in establishing an intended path for the Western McHenry Bypass through the Illinois Route 31 McHenry Bypass Feasibility Study; and WHEREAS, the cost for constructing the Western McHenry Bypass is expected to significantly exceed $100 million; and WHEREAS, McHenry County, the City of McHenry and the Village of Johnsburg commissioned an engineering study of a potential bypass corridor around the east side of the City of McHenry, primarily using existing right-of-way on Bull Valley Road, Charles Miller Road, River Road, Chapel Hill Road, and the FAP 420 right-of-way; and WHEREAS, projected construction costs for an Eastern McHenry Bypass are significantly less than the Western McHenry Bypass and thereby more feasible to fund; and WHEREAS, the City of McHenry, the Village of Ringwood, and the Village of Johnsburg recognize the value in protecting future right-of-way requirements for these potential transportation projects as private development occurs in the area; and WHEREAS, McHenry County has asked the City of McHenry and the Villages of Ringwood and Johnsburg for clarification on the issue of protecting the future right-of-way for potential bypass projects. NOW, THEREFORE, BE IT RESOLVED that the McHenry City Council, the Ringwood Village Board and the Johnsburg Village Board do hereby support the following: 1) An Eastern McHenry Bypass utilizing and improving the current roadways and right-of- way delineated by Bull Valley Road, Charles Miller Road, River Road, Chapel Hill Road, and the FAP 420 right-of-way. 2) A Western McHenry Bypass from Illinois Route 120 south to Illinois Route 31 utilizing the recommended alternative from the Illinois Route 31 McHenry Bypass Feasibility Study approved via resolution by the McHenry County Board on January 6, 2004. 3) The identification of the Eastern McHenry Bypass as the primary priority with regard to funding transportation improvement projects followed closely by the Western McHenry Bypass from Illinois Route 120 south to Illinois Route 31. 4) Preservation of the right-of-way required to construct the Eastern McHenry Bypass as identified in the Bull Valley Road/Miller Road/River Road/Chapel Hill Road Corridor Study and the Western McHenry Bypass from Illinois Route 120 south to Illinois Route 31 as identified in the McHenry Bypass Feasibility Study. 5) A recommendation that McHenry County cease efforts to acquire and protect right-of- way necessary for the Western McHenry Bypass from Illinois Route 120 north to Illinois Route 31 through the Village of McCullom Lake, the Village of Ringwood, and the Village of Johnsburg. BE IT FURTHER RESOLVED that a copy of this resolution be incorporated into the minutes of the meetings of the City of McHenry, the Village of Ringwood,and the Village of Johnsburg and be forwarded to the McHenry County Clerk. Route 31 through the Village of McCuliom take, the Village of Ringwood, and the Village, of Johnsburg.
